The purpose of the article is to consider the effectiveness of the higher education system, which is one of the foundations for the formation of human capital in terms of professional and pedagogical education. The theory of human capital is not just a theory in the field of economics or sociology, it is an integrated approach to analyzing a wide range of human activities in the context of a certain belief. Higher education in this approach is at the center and is a source of economic and intellectual development not only of the region, but of the country as a whole. The relevance of the article is to consider the role of human capital not only in the economic, but also in the professional and pedagogical context. In the article, we conduct a professional-pedagogical relationship between higher education and human capital. It is suggested that higher education is one of the main components of the theory of human capital. As a result of the analysis, the authors show what are the main tasks in the system of higher education in the context of human capital. The problem and ways of solving the problem of the role of higher education in the formation of human capital, the basis of which is qualitative education, is also considered.
