Country municipal educational system development: theory and practice (by Tomsk Region example)
The article deals with the actual trends of municipal educational system development. Their research actuality depends on objective tendency in Russian education development: increasing state and society demands to country municipal educational system in the sphere of quality, efficiency and availability of educational service; necessity of forming machinery of country education development: territorial system including modern school models (including lacking specified number schools) realizing modern educational programs using innovations in educational techniques; models and techniques raising the level of country teachers’ skill. The author of this article gives the definition of this notion, municipal educational system classification, description of experiment and its results in forming Tomsk Region educational system.
