The article shows the results of study and the reasons of creation and evolution of regional management of the mountain industry of Russia in the Urals and Siberian region in the 18th century are analyzed. It is proved that together with the formation of Russian mountain manufactures there was a formation and perfection of management, principles and management methods. It led to formation of four-stage structure: Collegium of Mining (Berg-kollegia) – Chancellor’s Office – Mountain administration – Factory office.

The article presents the study of the species diversity of trees growing in the teacher’s square of Tomsk State Pedagogical University. It contains biomorphological, taxonomic and chorological tree analysis, as well as an assessment of their relationship to anthropogenic impact. Angiosperms trees are presented by 5 families, 5 genera and 6 species, gymnosperms – 1 family, 5 genera and 6 species, of which 6 species are apophytes, 5 species are adventes. The dominant species in the square are Betula pendula Roth., Pinus sibirica Du Tour, Acer tataricum L., Populus balsamifera L. The most common species of woody plants are those of Eurasian geographical group. The rhythm of the foliage development deciduous trees prevail.

The article presents an analysis of the linguistic means of expression of semantics of mental and physical states and their functional load in the stories by L. S. Petrushevskaya. In the process of representation of the studied semantics the traditional two-component models (the predicate and the carrier of the state) are characteristic of the syntactic level, on the semantic level attention focuses on the degree of intensity and depression. The simplicity of language means of expression is one of the key characteristics of creative works by L. S. Petrushevskaya. Conversational vocabulary, abundant urban slang, simple sentences, short gloomy phrases of the characters create a special artistic world of the author. In characters’ feelings expression there are no middle, neutral, «etiquette» of emotions, there is always felt anguish and emotional intensity: loved, wept, hard, etc. Hate is expressed indirectly, through the prism of despair and powerlessness. An analysis of the semantics of language means of expression in L. S. Petrushevskaya’s stories states the evidence of their artistic significance in the process of describing characters’ images. Laconic and simple shapes clearly highlight the depth of the feelings and experiences of the characters, the description of the emotional, physical and mental state generates a representation of the inner world of the characters, their perception of reality.

Objective of this study was researching the apoptosis of lymphocytes and neutrophils in alcoholic patients in dynamic of the therapy with preparation cytophlavin. Level of apoptosis in lymphocytes and neutrophils on receptor and cellular levels statistically significant increase in group of persons with alcohol intoxication, compared with healthy donors. Therapy with cytophlavin resulted in positive dynamic expressing receptors CD5 on lymphocytes of persons with alcohol intoxication. Trend toward normalization of number of neutrophils and lymphocytes with morphological signs of apoptosis has been noticed. During application of cytophlavin in patients with alcoholism decrease of concentration of cortisol in serum of blood was observed.

New ideas on wave neuronal processes and only two neuronal constants, H. Berger’s and M.N. Livanov’s ones, which were included into a dozen of simple algebraic equations, permit us to explain interrelationship of many known quantitative regularities in psychology. New equations, which were derived deductively from neurophysiological data, permit to explain quantitatively a lot of psychological phenomena in a broad range of conditions, particularly, the speed of gain of information and the dependence of short-term memory span on the alphabet span of stimuli. Besides it was shown in experiments with hundreds of subjects that individual parameters of electroencephalogram permit to compute individual peculiarities of human behavior, in partial to compute MMPI psychological profiles as well as to esteem intellectual abilities of human being. The problems connected with forming subjectivity of the trainees are analyzed in the article. It is evident that it’s considered that forming subjectivity is realized during the educational process through subject-subject interaction. In the article a short analysis of subject-object, subject-subject, object-subject, object-object methods of realizing of educational process is done, their main occurrences are comprehended, and that allows revealing the characteristics of subjectivity through the conceptions “object” and “subject”. The results of the pilot research of the contemporary teacher made by students are given, and that allows stating the unformed subjectivity of the students. On the basis of the presented research the conditions which are necessary in the educational institution for forming the students’ subjectivity are revealed.

The relevance of the study is determined by the clear interest of the pedagogues in implementing the main requirements to training the students of higher education institutions. The need for studying the problem of developing cross-cultural competence in the context of higher education is covered. The theoretical aspects of developing cross-cultural competence in view of currently important values and aims of training in higher education system are discussed. The main methodological approaches to developing cross-cultural communication within the framework of professionally-oriented foreign language teaching – system based, activity and competence based, cross-cultural approaches are revealed. Based on the presented approaches the essence and the key concept of “cross-cultural competence” of the students are clarified. The structural components of cross-cultural competence are determined and described in detail. The structure of the cross-cultural competence is comprised of motivational, cognitive, personal and activity, axiological, reflective components. The concept of cross-cultural competence has made it possible to point out and reveal the basic principles of organizing and implementing the process of developing the cross-cultural competence in the framework of professional oriented foreign language teaching such as the principles of humanistic teaching, dialogic communication, learning professionally oriented thesaurus, openness to foreign cultures and ideas, integration into a different culture, critical appraisal of situation in cross-cultural communication. Special attention is paid to the importance of the pedagogical potential of the e-Learning environment in the teaching and learning process, it has been explained that the e-Learning environment has a positive impact on the developing the structural components of cross-cultural competence in training the students in higher education institutions.

In article on the basis of the questioning of the heads of educational establishments the problem of definition of requirements to graduates of pedagogical high schools on a specialty «pedagogics and psychology» is considered. It is determined, that requirements to professional competence of graduates have practical-guided character with obligatory knowledge of rule-legal bases of activity of the teacher and necessary theoretical knowledge on pedagogics and psychology. While passing to two-level system of preparation of experts it is necessary to generate a precise structure of requirements within the framework of professional competence graduates.

The article deals with the problem of the students’ preparation to independent physical training classes as the health strengthening condition and the adaptation at the higher educational establishment. The basis of the adaptation is the algorithm including theoretical and methodological preparation of the students. The algorithm also includes the students’ ability to self-supervise their psychic, functional and physical state. The pedagogical experiment proved the effectiveness of the students’ preparation algorithm to independent physical training classes and their positive influence on the health level and students’ adaptive abilities.

Interrelation between Tajik proverbial corpus and peculiarities of national mentality, not discussed earlier, is considered in the article. Key features of Tajik/Persian mentality have been distinguished and highlighted by scoping literary review on the problem. The strata of 950 Tajik and Persian proverbs was searched to find characteristic features of national psychology and analyze them to discover specific peculiarities of world outlook and national ideology. Features of national mentality, verbally fixed in folk phraseology, specify psychological portrait of Tajik ethnicity and discover possibilities of national language to add important details to understanding of national culture and historical development.

The obtained data of morphofunctional condition and blood hormone levels of rats thyroid glands under 5 days exposure of hypokinezia, cold and their combination are presented. It was established that cold exposure in combination with hypokinezia gave rise to compromising reaction of thyroid gland, when there were elements of reaction to both hypokinezia and cold. Some of follicles in central gland,s zone were in condition of great functional stress, but the rest of part (it was more than 2 volume) was in deep depression of synthesis and secretion. So considerable deficiency of thyroid hormones in organism appeared and it lead to heavy breach of metabolism, weakening of the mechanisms of thermoregulation and even to the death of some rats at the end of the experiment.
