2077 | Сareful study of the rich experience of the Russian and Soviet higher schools is required in modern conditions of reforming the Russian educational system. Such a study will allow to take into account the mistakes of the past and to find the roots of modern problems, and also to formulate the most optimal ways of the current modernization. The need to study the dynamics of the development of the Soviet higher school is due to the scientific and historical relevance of the topic. Analysis of statistical data, archival records management showed that the development of higher education in the USSR in the 1970s and 1980s was ambiguous and contradictory. On the one hand, during this period there is an increase in the quantitative indicators of the output of specialists, the number of higher education institutions is increasing and the number of specialties is expanding. On the other hand, the system of higher education was subordinated to the needs and opportunities of the state planned economy. The state purposefully expanded the training of personnel for the extensive development of production. The growth in the number of specialists with higher education was achieved due to an increase in admission to correspondence and evening departments. Decrease in the financing of education by the end of the 1980s. gradually led to the obsolescence of the material and technical base of universities, to a decrease in prestige, both university professors and graduates who did not find a decent job in their specialty. The problem of improving the quality of education actualizes the issues of assessment and development of the educational conditions in educational organizations in order to ensure the equal educational opportunities for all students. Material and methods. We used the SACERS international scales for studying the educational environment in Moscow schools. Located in eight areas of Moscow 58 structural units of educational complexes (sample) took part in the survey. Results and discussion. Such items as interaction between the parents, the teachers and the administration of the school, the variability of the education programs and extracurricular activities, good conditions for the professional teachers’ development showed the great result. At the same time, there are some confines in providing the necessary conditions for training and development for the students with special educational needs. It was established that schools differ in providing equal educational conditions. The greatest differences are in such components of the educational environment as the organization of extracurricular activities, additional education and the subject environment for various types of activities, the creation of conditions for training and development of the students with special educational needs. Schools with a higher quality index of the educational environment have homogeneous educational conditions that provide relatively equal access to the quality education in comparison with the group of schools with a lower quality index of the educational environment. Conclusion. The quality of the educational environment in Moscow schools achieved in the participants’ interaction in the educational process, the organization of the educational process and the creation of the conditions for the professional development for teachers. 2079 | Our task in this paper is to point out some stages in the development of narrativist turn in philosophy of history. We argue that the narrativist theme now moved away from what were formerly dominant perspectives focused primarily on literary texts and moved towards analysis of narratives as our primary way of organizing our experience of time and life. In philosophy of history that turn was formulated in agonistic relationship to Hempelian covering-law models. W.H. Dray has written that one of the best means of explaining a change is to trace the course of events by which it came about. The new step was realized by L. Mink. Mink criticized concept of following a story elaborated by W. B. Gallie and asserted configurational character of narrative activity. He says that the author derives the structure from telling the story itself, not from the events it relates. And developing this idea H. White concluded that historians draw on the «plot-structure» identified by N. Frye as Romance, Comedy, Tragedy and Satire. D. Carr says that it is an «escape» from reality. He stresses continuity between narrative and everyday life and recon-figurational character of historical and fictional narrative. We account for productivity of this displacement of theme in philosophy of history. | 1255 | |||||
