2103 | The paper is dedicated to the problem of organization project and research activities in kindergarten in the context of realizing The Federal Educational Standard for Preschool Education. The goal of this research is to analyze differ ences between these activities and highlight their educational resources. The examples of incorrect organization of project and research activities in kindergarten are given. The author analyzes two articles from the magazine “Kindergarten: theory and practice” and proves that kindergarten teachers and parents often formalize children’s activities, perform the most part of the work themselves, restricting the cognitive activity of a child. The author offers a number of recommendations for preschool children’s parents about what can and can not be done at home in joint projects. Lack of understanding by teachers of the differences between project and research leads to inadequate choice of tools and methods and in addition to decreasing of educational resources in cognitive and practical activities. 2122 | The article is dedicated to the analysis of the regulative potential of the precedent name in media discourse. This problem is relevant in modern linguistics and is studied in the framework of different directions. The article points to communicative stylistics of the text in the aspect of the regulative theory. Methods of actualizing the regulative function of the precedent name are described on the textual material of the corpus of modern newspapers of the Russian National Corpus. Mythonyms which are prominent regulatory means of attracting the attention of the addressee were analysed in the article. Thus, contexts analysis of a newspaper corpus mythonyms Zeus, Hera, Athena, Aphrodite, Prometheus showed that in case of realization of mythonyms only the nominative function its regulative potential might be due to the invariant perception of a precedent text that is stored in the cognitive basis of the addressee and which is determined by its presuppositions. The factors influencing the degree of precedent onym’s regulativity in newspaper journalism, for instance, the use of situation-based illustrative context, the appeal to the source, the use of figurative means and transformed statements have been defined. Situational contexts that direct the recipient to the mythological stories serve as the actualizing mean of the relevant background information, its presuppositions. Mythonym in such a context is a strong regulatory tool, as not only appeals to the cultural memory of the audience, but fills in gaps in the information thesaurus. It is established that the regulative potential of precedent onyms is due to the implementation of cultural, educational and operating functions of the newspaper. The headlines from online archives of The Telegraph and The Independent dated back to 2015 and 2017 are used as the material for the study. The article is aimed at explaining the reasons for the use of the separated syntactic constructions in the headlines and singling out the main types of the separated syntactic constructions which are used in the headlines of online quality press. They are segmented constructions (binary separated constructions in which the segment (the first part) represents the main notion and the base (the second part) represents an utterance about the notion); joining constructions (syntactic complex containing two semantically connected utterances which are joining part and joined carrying some additional information); parcelled syntactic constructions (constructions containing the main part and parcelled part(s) which is (are) the rema of the headline separated by a punctuation mark); constructions with parenthesis (when structures of different syntactic levels (words, word combinations, predicate constructions or sentences) are included in the text of the headline to give a particular detail or to emphasize something); and separated syntactic constructions of mixed type (constructions of special type containing all above mentioned separated syntactic constructions as means of syntactic convergence). The article concludes that the separated syntactic constructions help to increase information content of the headline taking into consideration the peculiarities of online media and making the headline more expressive and attractive to the reader. 2124 | Introduction. The achromatic color terms and methods of their word-formation in different linguistic cultures - Kazakh, Altai, Russian are compared and analyzed. Adjectives that naming color are an important feature of describing differences in the objects of the surrounding world which effects a person’s perception and emotional state. The system of word-formation of color names, characteristic for the languages under consideration, is a set of nominative units that are diverse in terms of structure. The subject of research is achromatic color vocabulary in the Kazakh, Altai and Russian languages. The aim of the work is to consider the methods of word formation of color terms in the Kazakh, Altai and Russian languages and to determine the general and specific features of word formation. For the first time, a comparative analysis of the derivation of color terms in the Kazakh, Altai and Russian languages was carried out. Among the methods of research is a comparative one. Results and discussion. The lexico-semantic field of color has a high degree of organization. Although color terms belong to different parts of speech, adjectives belong to the most significant group. The main emphasis is on the grammatical features of adjectives in Kazakh, Altaic and Russian. Color adjectives of the analyzed languages belong to the group of qualitative adjectives perceived by the senses, from which a comparative degree is formed. Morphological way of word formation is the basic one in the formation of color designation and color names in the Kazakh, Altai and Russian languages. This formed a whole series of parametric values of the sufficiency or insufficiency of color, the degree of intensity and color saturation (high or low), the gradation of signs. The morphological way of word-formation of color descriptions involves the formation of color terms with the help of derivational affixes. This way of forming adjectives is most productive in the languages. It is the most prospective and dominant way of word-production of color adjectives. Other methods of word formation are considered; they are composing, partial or complete reduplication, the use of qualifiers, pair words, and comparative constructions with color components. Color designation comparisons were revealed similarity and difference in Kazakh, Altaic and Russian languages. Conclusion. The word-formative analysis of color adjectives make it possible to conclude that the Kazakh, Altaic and Russian languages have a fairly extensive word-formation potential in terms of the possibility of expanding and enriching the lexico-semantic group of color-values. 2145 | Two tasks of innovation management require its methodological solution. Those tasks are effective selection of asymptotical target and management of generation of unexampled innovations. Methodological strategies of solving these tasks can be put as dilemma. Constructive solution of this dilemma is based at “Semiotic Attractor” conception. The concept became a synthesis of the philosophy of process, results of methodological research related to information phenomenon as a process and results of fundamental research of non-linear dynamics and semiotics. The concept expresses conditions of organization of states meeting nature of managed system's attractors. This “Semiotic Attractor” is realized as an occasion – occasion of random selection and occasion of unexampled innovation's generation. Organization of conditions leading to occurrence of similar occasions is relevant to solution of innovations management tasks. Solution was obtained on basis of four interdependent conditions: 1) innovations management is management of targets; 2) phase states of targeted situations set by semiotic means exclusively; 3) information mechanisms of self-organization require intermediary situation to be formed which should be dependent on asymptotical target; 4) verbalization of asymptotical target should represent current intermediate situation. The latter does not mean concealment of final targets but meet requirement for future should be open for the future innovations. Selection of final target is a choice between aspirations of altruism, perfectionism, hedonism or utilitarianism. 2146 | Сareful study of the rich experience of the Russian and Soviet higher schools is required in modern conditions of reforming the Russian educational system. Such a study will allow to take into account the mistakes of the past and to find the roots of modern problems, and also to formulate the most optimal ways of the current modernization. The need to study the dynamics of the development of the Soviet higher school is due to the scientific and historical relevance of the topic. Analysis of statistical data, archival records management showed that the development of higher education in the USSR in the 1970s and 1980s was ambiguous and contradictory. On the one hand, during this period there is an increase in the quantitative indicators of the output of specialists, the number of higher education institutions is increasing and the number of specialties is expanding. On the other hand, the system of higher education was subordinated to the needs and opportunities of the state planned economy. The state purposefully expanded the training of personnel for the extensive development of production. The growth in the number of specialists with higher education was achieved due to an increase in admission to correspondence and evening departments. Decrease in the financing of education by the end of the 1980s. gradually led to the obsolescence of the material and technical base of universities, to a decrease in prestige, both university professors and graduates who did not find a decent job in their specialty. All this deformed the system of higher education and adversely affected the development of the Soviet state and society. 2150 | The paper touches upon the new problems in theory and practice of teaching the foreign languages in conformity with modern vital conditions. In such a context it is a matter of introducing a psychological component to the educational process to be aimed at optimization of foreign training at any stage of continuous education system as well as the improvement of communication teaching level. Application of up-to-date psychotechnologies in the process of foreign training seems to be within the capacity of the foreign lan¬guage teacher, as it does not require special psychothera-peutic knowledge. The present paper appears to be an ef¬fort to observe the opportunities of using neurolinguistics programming (NLP) strategics in practice of teaching the foreign languages at a non-linguistic higher educational in¬stitution which allow the teacher to reveal the students' style and apply the methods to be the most suitable for the present student or the given group. In this interpretation the NLP approach should be consid¬ered as one of the innovatory forms of educational and out-of-lecture teacher's activities within the bounds of possible spending of time, as a stimulus to the creative potential devel¬opment of students and, first of all, not as a principal method of teaching the foreign languages but as an additional technology to improve the foreign language educational process and make it more effective, easy and pleasurable for mastering.
