The two-dimensional finite difference method is applied to model the metal cutting process where the contact interaction between the cutter and work piece is defined. Lagrange description of motion is used which includes the generation of new surfaces as the work piece fractures and chip separates. A cutting path is thus developed and simulated by splitting the nodes of the finite element grid. Special attention is given to the loading process of the cutting tool during the cut-in stage. Chip formation at different times are calculated and presented

Statistical analyses of the temporal and spatial variations of cloud-to-ground lightning (lightning discharges density, polarity of lightning strokes, peak current lightning flashes) in moderate latitudes of Northern hemisphere are introduced. The database of the investigation of more 10 million of lightning strokes in Germany covers the period 1995–2006 years.

It is considered the photon scattering by channeled positron. The process cross-section in reference frame moving with longitudinal positron velocity has been found. The angular distribution of scattered photon has been investigated. It is shown that there are three possible ways of photon scattering with positron transverse energy increasing, decreasing and without of changing positron transverse energy.

The eld of a rotating inclined magnetic dipole is studied. One rst integral of motion and some particular solutions of equations of motion for a charged particle in this eld are found. The effective potential energy of a charge is studied. It is shown that the effective potential energy in the corotating reference system has six stationary points, which correspond to circular motion of a charge.

The article deals with theoretical and organizational problems of introducing European credit transfer system (ECTS) into Russian non-state higher institutions. The author has come to the conclusion that the introduction of ECTS causes a lot of questions on the part of professors and students of higher educational institutions. It is noted in the article that when working out the conception of the credit system for Russian higher school it is important to discuss principles of credit assessment of educational curriculum content on the basis of planning the results of its realization. The suggested idea is to give higher institutions an opportunity to work out experimental educational standards within the limits of cycle (and perhaps, course) structure of federal state educational standards.

The functions of genre limits in modern poetry, as well as ways of the extra poetical material lyrization analyze. Creating a setup for “the literature of fact”, the authors of the analyzed books emphasize the rootedness of their poetry in the modern society. However, the introduction of “documentality” in poetry is the convention, “factography” undergoes to lyrical “defamiliarization” using situational and stylistic grotesque.

At the present time an urgent task is to develop innovative means of knowledge control. These means of control would allow to evaluate the subject results (knowledge, skills, attainments) as well as the metasubject results (maturity of universal educational actions). The paper deals with the modern methods of knowledge diagnostics which offer the approach to the creation of developmental math tests allowing to evaluate the maturity of universal educational actions. Isaev Aleksandr Aleksandrovich THE CELEBRATION OF THE GREAT OCTOBER REVOLUTION IN THE FAR EAST OF THE USSR IN THE 1930S, AS A PART OF POLITICAL AND IDEOLOGICAL WORK AMONG THE POPULATION OF THE REGION // Tomsk State Pedagogical University Bulletin. 2018. Issue 1 (190). P. 203-210

Based on archival materials the process of preparation and celebration in the Far East of the USSR in the 1930s of one of the main Soviet holidays - the Great October Socialist Revolution is considered. The Soviet authorities actively used the traditions of holidays and festive rites as one of the important aspects of political, ideological and psychological treatment of the population. In the 1930s. this holiday in its political and ideological aspect was aimed not so much to revive the events of the recent past, as to draw public attention to the pressing state tasks and to stimulate labor and patriotic impulses of the masses in both central regions of the country and in the provinces. The Far East did not stay away from the all-Union festive tradition. The local party and economic authorities through the creation of festive commissions conducted a broad political and ideological (talks, newspaper readings, meetings with participants in revolutionary events, the publications of the festive issues of newspapers, festive broadcasts on radio, etc.), mass organizational and preparatory (cleaning and decoration of streets, squares, buildings of settlements, decoration of columns of demonstrations, replenishment of stores with goods and products, timely payment of salaries, bonuses of the best workers) work on the eve of and during the holiday. Reporting documentation of the Soviet economic authorities clearly demonstrates the successes and omissions in the celebration of the Great October Revolution in the region in the 1930s.

The article considers the tasks and targets of the priority project “Development of the export potential of the Russian education system”. It analyzes the characteristics of the dynamics and world trends of higher education, the background and features of educational export in the USSR. Presents statistical data and a description of the most important statistical parameters of the development of educational exports in the new Russia. Describes features of attracting foreign students to Tomsk universities, educational and marketing tools that are used. Reveals the structural and organizational and social problems of adaptation of foreign students, analyses the proposed package of measures aimed at supporting and strengthening the streams of export of education to the system of higher education in Russia. Analyses positive experience of adaptation of foreign students in the large universities of Tomsk. It was concluded that the prospects for the development of Russian educational exports are high, the market itself is quite capacious, especially on the basis of the relatively low costs of foreign students for higher education in Russia; Siberia, despite its remoteness from the capitals, harsh climatic conditions and fame, remains one of the most attractive regions for foreign education, especially from Central and Southeast Asia.

Medvedev Dmitriy Sergeyevich, Shchitova Olga Grigoryevna INTERSTYLE NATURE OF THE POPULAR SCIENTIFIC LEGAL INTERNET DISCOURSE // Tomsk State Pedagogical University Bulletin. 2019. Issue 2 (199). P. 70-76

The aim of the article is to characterize the popular science legal Internet discourse from the viewpoint of the discourse study, the reveal of interstyle nature of popular science legal Internet discourse. The materials for the study are derived from the texts of author legal column ‘The right to know’ published at information portal Tomsk.ru for 2017–2018. The basis of methodology lies in the descriptive method and the rules of discourse and stylistic analysis. The introduction compares the notions of discourse, text, and functional style; a wide variety of researchers’ studies is reviewed. The popular science legal Internet discourse is analysed as the modern linguistic phenomena. Its characteristic from the viewpoint of discourse study is provided by means of the analysis of functional and effective aspects of institutional discourse. The structure of this discourse is revealed, the detailed description of each element supported by the examples is provided. The communication process between the addresser (the lawyer) and the addressee (entity unaware of law) – the major communicators – is described. The article studies the methods of how the analyzed texts influence the addressee by means of structural elements of the discourse, which, besides communicators, include the code nature, contact, context and topical interpretation. The interstyle nature of popular science legal Internet discourse is stated. For this purpose the interaction between the elements of scientific, official, journalistic and colloquial functional styles of the discourse are described by means of revealing the characteristic features of functional styles. The background of interaction between the functional styles are defined in popular science legal Internet discourse, their correlation and interaction explicated. The following conclusions are made: 1) popular science legal Internet discourse is the particular type of institutional discourse, its identity is conditioned by the particular structure, correlation and meaning of its discourse parameters; 2) the result of the revealed identity of popular science legal Internet discourse is its interstyle nature, since it comprises the features of scientific, official, journalistic and colloquial styles. The theoretical value of the article lies in revealing the structure and stylistic peculiarities of popular science legal Internet discourse. The practical value enables to utilize the article materials and conclusions for academic purposes.

Introduction. The purpose of the paper is to analyze the term “competency” in relation to primary or secondary school teachers, present the competencies model for the 21st century teacher identifying four crucial pedagogical competencies such as subject, methodology, psycho-pedagogical, communication and six key skills for any personality that determine his/her successful life as well. Aim and objectives. The aim of the paper is to clarify and formulate, in accordance with the related educational documents of Russian Federation, the composition of those competencies that determine the ability of school teachers to successfully solve not only familiar, but new professional tasks that confront them in connection with the acceleration of the pace of development of society. An attempt has been made to present the matrix of 21st century teacher competencies in relation to the skills of a modern person, ensuring successful future for him/her. Material and methods. The research materials provided are the Teacher Professional Standard establishing requirements needed at present for the personality type and professional competencies for school teachers and the Model of Teacher Certification based on the use of Unified Federal Assessment Materials. The detailed analysis of the above materials demonstrates that, on the one hand, they all declare the application of the competency-based approach in educational activities. On the other hand, the list of competencies identified in them differ in both quantity and definitions. Thus, in the education community there is still no unified understanding of competencies for school teachers. The research methods used are the analytical survey for analyzing pedagogical texts, guidelines and regulations in the field of education and the modeling method as the model of the 21st century teacher competencies has been developed. Results and discussion. The economic future of our planet requires the design and implementation of a new educational system already in the 21st century. Students’ learning outcomes in the latest educational standards are associated not only with the development of subject knowledge and skills, but also with the formation of their personality mastering them by universal methods of educational activity, which ensure the successful solution of individual cognitive and other tasks both in the learning process and in other practices. In this regard, today the demand for a highly qualified, creatively working, socially active and competitive teacher who is able to educate a socialized personality in a rapidly changing world has increased. Teachers working with students should have a set of certain professional competencies that meet urgent needs of modern life. Conclusion. Based on the results of educational environment research, the idea of 6 (six) key skills meeting the following needs of modern society has been configured: cooperation, communication, critical thinking, content, creativity, self-confidence. The development of these competencies just provides a competency-based approach in education.

The purpose of the article is to identify the features of scientific linguistic habitus. The author proceeds from the interpretation of science as a form of social practice and understanding of its subjective basis as a set of dispositions (scientific habitus). The linguistic habitus of science is defined as one of the sets of dispositions of the subject of scientific practice, acquired in a particular socio-historical context by taking into account the peculiarities of its carrier, and reflected the linguistic identity of a scientist to a particular tradition (educational, disciplinal, national, cultural). Responding to the question of how linguistic habitus is associated with an actual scientific practice, what specific nature it has and what the mechanisms of formation are, – the author, firstly, asserts the existence of a gap between the linguistic habitus of science and scientific practice itself. Secondly, the analysis of works of local researchers allows to refer intertextuality, expressivity and dialogueness identifying to the features of scientific linguistic habitus. Thirdly, the dynamics mechanism of scientific linguistic habitus is described on the basis of theories of P. Bourdieu and W. Labov.

The article deals with the analysis of means of expressing the semantic field of the category of deficiency in the novel “The Minds of Billy Milligan” by Daniel Keyes in English. The category of deficiency includes two main components: physiological and mental. The notional category of deficiency is represented by the structure in the semantic field with the core and peripheral parts. The core of the semantic field of the mental deficiency includes three components: 1) medical terms of mental disorders; 2) lexis meaning underdevelopment of mental abilities; 3) lexical means expressing psychic disorders. The peripheral part of this mental unit has not been represented for special consideration in this work. Means of multiple personality disorder component within mental constituent of the category of deficiency in English have been presented. The interconnections between mental component of the category of deficiency and legal-regulatory, moral-ethic aberrations in English have been observed.

Introduction. The multiethnic environment of the school can act, on the one hand, as the basis for the manifestation of tolerance, interethnic interaction, and on the other hand, a high degree of ethnic identity of students can cause interethnic conflicts and hostility to representatives of a different nationality. The formation of the personality of a younger student takes place in the context of socialization, which is characterized by a desire for success and social recognition, social activity, which are indicators of social success. Various kinds of contradictions arise between ethnicity and the achievement of the social success of elementary schoolchildren in multinational classes. The aim of the study was to study the features of social success of younger students of polyethnic classes. The objectives of the study were to determine the formation of components of social success of primary school students, to establish differences between the components of social success of the ethnic majority and minority, to identify the ratio of socially successful and socially unsuccessful students of polyethnic classes. The sample was made by primary school children of 2 and 3 classes with a multi-ethnic composition (n=182), which is represented by the main ethnic group – Russians and an ethnic minority consisting of students of different nationalities. Diagnosis of social success was carried out using the methodology of sociometry (J. Moreno), questionnaire of interpersonal relations “My class” (Yu. Z. Gil’bukh) testing motivators socio-psychological activity of a person (N. P. Fetiskin, V. V. Kozlov, G. M. Manuylov). The parametric student t-test was used to compare the social success of students of different ethnic groups. Results and discussion. Experimental research has established the levels of formation of the components of social success of elementary schoolchildren of multinational classes: the prevalence of favorable sociometric status (stars, the preferred), achievement of success, tendency for affiliation, the school life satisfaction, low conflict and lack of solidarity, mainly among representatives of the ethnic majority. The features of the social success of primary school students of multiethnic classes are the differences in conflict, solidarity, and the tendency to the affiliation of the ethnic majority and minorities. In the total sample of elementary schoolchildren of multinational classes, by the positive indicators of socially successful students, twice as many were identified as socially unsuccessful. Conclusion. It is emphasized that the social success of primary school students of multi-national classes is not due to national affiliation, but other social and personal characteristics. The study enriches and complements the pedagogy of primary school, the theory and methodology of education of younger students with new data on the socialization of the child’s personality in the system of interethnic interaction, the features of social success of students at the stage of primary education. The study of these aspects is necessary for primary school teachers working with a multi-ethnic composition of students to develop intercultural interaction and communication among younger students, the formation of a tolerant attitude to representatives of other ethnic groups, understanding ways and means of achieving social success.

In this paper ab initio HONDO calculations of SnCI4, SbCI5 and TiCI4 with H2S complexes have been per¬formed. All 35CI-NQR frequencies for above-men¬tioned nv-complexes are obtained by ab initio calcula¬tions. It was shown that ab initio calculations might be useful for the appropriate interpretation of experimen¬tal NQR frequencies. The optimized geometry of the complexes has been used to calculate the quadruple coupling constants, the ionization potentials, the MO composition and the orbit¬al energies for each of the compounds investigated. Our calculations have been pointed out that TiCI4, SnCI4 and SbCI5 complexes are somewhat stabilized. The most stable complex is SbCI5 that is in a good agreement with the experimental data. The stability of the complexes depends both on the stabilization of the occupied donor molecular levels and the vacant ac¬ceptor and donor levels.

The distinctive features of the latitudinal-zonal distribution of fresh-water mollusks in the water basins of Western, Middle and North-Eastern Siberia are discussed. The species composition of mollusks occurring in the various types of basins of every region is reported, moreover, the Pulmanata-to-Branchiata ratio is considered. As based on the biotopic features and malacofauna composition, a series of present-day ecological - zoogeographical complexes is distinguished and the species composition of malacofauna is reported. By pooling data on the current composition and distribution of the ecological - zoogeographical complexes of mollusks, the ecological - zoogeographical regionalization of North-Siberia basins has been updated.

In this paper the modified Hill’s canonical variables are introduced. They are v, G, H; r, g, h, where r is the distance to the primary for Keplerian orbit ; v = dr / dt; G= aј(1e2) and H = G cos i are Delaunay’s variables; g = Й is the argument of the periapsis; h = © is the longitude of the ascending node. We show that the modified Hill’s canonical variables are useful in some analytical theories of motion where it is need to avoid expansion of the perturbations in powers of eccentricity and where it is advantageous to use the eccentric anomaly as independent variable. As an example, we consider the single-averaged analytical model in the frame of the restricted three-body problem for satellite case.

The paper is devoted to the identification of the composition of structural fragments of humic acids (HA) extracted from the peat in the peat bog of Balanak. The alkyl elements predominate in the composition of HA, and the amount of oxygen-containing functional groups and phenolic fragments is reduced. The identified characteristics of the composition of HA are connected with the slow processes of peat formation in the North-Eastern Altai. It is shown that with the increase of the degree of the peat decomposition in humic acids the degree of aromaticity increases, and the amount of carbohydrate and alkyl fragments decreases.

Expansion of professional communication, business talks with foreign partners, work with the technical documentation in a foreign language, the importance of the traineeships abroad require more use of foreign language in the training of future engineers. Therefore, the subject “Foreign Language” has a special place, because it should provide not only the language itself, but the country’s culture and language, and by comparison it may overshadow the peculiarities of national culture and acquaint with universal values. In other words, foreign language should contribute to the education of students enrolled in non-language majors, in the context of intercultural dialogue. This, in its turn requires knowledge of norms and traditions of communication of people-native speakers, that is all that is meant by communication behavior as part of the national culture. Knowledge of the rules and traditions of communication allows the participants of the speech act, belonging to different national cultures, adequately perceive and understand each other, which contributes to intercultural communication.

The goal of this article is to reveal language formulas in the Khanty folklore on the basis of text analysis, to investigate the theory of formulas’ classification and to apply it to the described Khanty language formulas. The formulas may be considered a speech unit which is repeated in the same text or several different texts. In comparison with the fabulous formulas, the language formulas don’t depend on the folklore genre and can be found in different folklore texts. The investigation of these formulas allows obtaining the view of the language picture of the world and the archaic features of the Khanty mythology and religion preserved to the present.

Cosmological Bianchi-I type model in the (n + 1)-dimensional gravitational theory with several forms is considered. When electric non-composite brane ansatz is adopted the Wheeler-DeWitt (WDW) equation for the model, written in the conformally-covariant form, is analyzed. Under certain restrictions asymptotic solutions to WDW equation near the singularity are found which reduce the problem to the so-called quantum billiard on the (n − 1)-dimensional Lobachevsky space H^n−1.
