The present-day state of social economic development of regions is characterized by a great variety of climatic, demographic, economic, social, cultural resources and unbalanced regional social economic policy of the previous years. The main tasks of the modern regional policy of the Russian are to solve old and current problems of social economic development of regions. The most important mechanism of state regulation in the sphere of regional development is to create special federal programs.
