This article represents by itself the historical survey of the Russian liberal phenomenon. The main author's thought is contained in that during all the times of the lib¬eral ideas existence in Russia, they penetrated in a kind of philosophic and religion discourse of intellectuals only. Thus the liberal traditions appeared in the narrow layer of Russian society.
