The solution to the problem of child abandonment in Russia is possible in the development of the institution substitute parenting. The question of assessing the effectiveness of the replacement of the family is not enough developed. The article describes the main provisions of the structural and dynamic concept of deviance and the deviant behaviour, based on long-term theoretical and empirical research of the author. It presents the results of comparative study of the structure and dynamics of deviant behaviour on the example of its three actual forms: violent crime, drug addiction and alcohol abuse.
