| 1 | The need for the transition of the Russian economy to innovative development is discussed in the article. The main cause of barriers for implementation of this transition is shown. The limited use of direct government regulatory instruments and the necessity of combining them with indirect methods to stimulate this development are described. Creating a favorable climate for innovation as the main indirect instrument of regional development is presented herein. The analysis of the innovation climate definition and its structure was conducted. Indicators of innovations development of the Tomsk region are considered and reasons for the success of this process are summarized, including: the development of scientific and educational complex in the region, the availability of skilled labor, the active support of innovative development authorities, development of regional legislation in the sphere of innovation compared to other Russian regions. The current issue of further innovative development of the region and the ways to solve them are highlighted.
