THE SPONTANEOUS SELF-ORGANIZATION OF INDIVIDUALS IS A KEY FACTOR IN THE FORMATION OF SOCIAL RESPONSIBILITY ECONOMIC ACTORS IN RUSSIA // Tomsk State Pedagogical University Bulletin. 2013. Issue 12 (140). P. 26-30

The article discussed the role of civil self-organization in the process of social responsibility economic actors in Russia. It is described the requirements for social groups, presents approaches to evaluating the effectiveness of spontaneous self-organization. An assessment of the current state of civil self-organization in Russia is carried out. The author comes to the conclusion that there are some elements of local social capital in Russia, she justifies the need for expanding the boundaries of trust networks with the active participation of the state.

The article considers the institutional design of social responsibility mechanism through the relationship between the institution and formal rules, as well as culture, traditions and values. It is ascertained that the institutional design “with the foundation” is the preferred strategy, because it allows using the evolutionary process of human and social development.

WELFARE STATE VS SOCIAL DEPENDENCE // Tomsk State Pedagogical University Bulletin. 2014. Issue 8 (149). P. 102-107

The paper presents the nature characteristics of the welfare state, the basic features of welfare states, problems and contradictions in the social policy implementation. The authors conclude that it is necessary to reform implementation mechanisms of government social policy. Authors examine the causes of welfare dependency (high social rate of discount, inefficient legal framework, reducing the degree of horizontal and vertical integration between agents). The authors propose measures aimed at improving the mechanisms for overcoming social dependency. It is necessary to stimulate the social responsibility of economic actors and provide socio-economic policy of government to ensure economic growth.
