The article reviews the main conceptual items of national education development doctrine. It supposed to supply consolidation of advanced forces around education - circles of politicians, governers, teachers and scientists. Education in this case will be means of regional social system development. The doctrine includes economical, political, ethnoidentificational, social and governmental aspects and mechanisms of educational system development.
