The density of energy flux of electromagnetic field generated by precessing magnetic dipole at arbitrary distance from the dipole is analyzed. It is shown that in the far field approximation only radial component of the Poynting vector exists, and it represents the intensity of radiation. In the near zone the Poynting vector has not only radial but also sufficient azimuth component. The pattern of field energy flux distribution is constructed. The obtained results can be used at research of dynamics of atmosphere of magnetized celestial bodies.

The first Chancellor of Germany created the world's first welfare state in the 1880s. Following that works of German researchers are mostly devoted to problems of internal policy realized by O. Bismarck, such as “an exclusive law against socialists”, “Kulturkampf”, social legislation of 1880-ies, the author makes a conclusion about the necessity to study in complex the historiography of a social policy implemented in the second half of XIX century by O. Bismarck.

The results of airpollution monitoring in towns of Republik of Khakasia demonstrate that the average annual concentration of benzapilene increased by 14,6 % in Abakan, 51% in Sayanogorsk and 24 % in Chernogorsk in 2002. 47,7 % of emissions fall to mototransport’s lot. The analysis of snow and soil by the method of gas chromatography and chromatography – mass spectrometry in the zones of blowout dispersion by the heat and power plant of «Khakasenergo» proved that the content of benzapilene in the blanket of snow is 4·10-5 mg /dm3, in the soil is 0,0010 mg /kg. The usage of different methods of atmospheric emission purification and technology of complete combustion of fuel contribute to the solution of enviromental problems. Methane fluxes from bog lakes are close too, as in subta1ga they are estimated at tens and first hundreds of mgС GH4-m 2-h 1. Сareful study of the rich experience of the Russian and Soviet higher schools is required in modern conditions of reforming the Russian educational system. Such a study will allow to take into account the mistakes of the past and to find the roots of modern problems, and also to formulate the most optimal ways of the current modernization. The need to study the dynamics of the development of the Soviet higher school is due to the scientific and historical relevance of the topic. Analysis of statistical data, archival records management showed that the development of higher education in the USSR in the 1970s and 1980s was ambiguous and contradictory. On the one hand, during this period there is an increase in the quantitative indicators of the output of specialists, the number of higher education institutions is increasing and the number of specialties is expanding. On the other hand, the system of higher education was subordinated to the needs and opportunities of the state planned economy. The state purposefully expanded the training of personnel for the extensive development of production. The growth in the number of specialists with higher education was achieved due to an increase in admission to correspondence and evening departments. Decrease in the financing of education by the end of the 1980s. gradually led to the obsolescence of the material and technical base of universities, to a decrease in prestige, both university professors and graduates who did not find a decent job in their specialty. All this deformed the system of higher education and adversely affected the development of the Soviet state and society.

The article reviews method and technique of research used by Yu.I. Ozheredov who applies integrated approach to study genesis of indigenous peoples of Western Siberia. Linguistic analysis of the river name Kionga has many flaws and defects that materially disprove the conclusions. Such a linguistic analysis is to be based upon presence or absence of sound alternations between the indigenous languages and not upon single cases of resemblance between assimilated forms in Russian.

The article covers the problem of development of philosophy of Russian education and the role of Leo N. Tolsloy, great Russian writer and philosopher, in this process. Under his influence a new religious and philosophic trend appeared at the turn of the 19th and the 20th centuries. According to this trend, spiritual formation of personality could be achieved without religion and moral values are consciousness and conscience. The writer differentiated the terms «upbringing», «education», «learning», «teaching». He determined to each of them certain position in the life of a person. The initial positions of educational philosophy of L. N. Tolstoy, called «free pedagogics», were intellect, labor, freedom of spiritual search of one’s own way of life.

Productivity of Lactuca sativa, variety Moskovsky parnikovy growing in protected cultivation under fluorescent film luminescent with maximum of 615 nanometers is studied in dynamics. Change of conditions of plant cultivation by fluorescent film promotes accelerated growth, development and productivity improvement of Lactuca sativa relative to plants growing under unmodified film. Increase in productivity of Lactuca sativa in 1.5 times under fluorescent films is determined by increase in ratio IAA/ABA and decrease in content of АA in plants, and also conjugated with change of enzymatic activity of aboriginal soil microflora.

Moral and aesthetic problems are cleared out, and special attention is paid to the problem of the hero's choice: either to heed the sound of the demonic inspiration or to follow the voice of the Almighty.

Two motives of the bear festival are considered: spraying with water and fumigation. They were described by various authors in ob-ugric peoples (the Khanty and the Mansi) and are mentioned in their bear’s song. Both rites are cleansing ceremonies which are used with respect to a bear and participants of the bear’s festival. These rites of purification are more ancient than Christianity.
