This article is about specific process of time perception (future, present and past) in different social-cultural system. The importance of time is dependent on the different view points of people's origin respectively culture. Nowadays time concept is more important and complex than in the past. Applying post-non-classical methodology and information-synergetic approach we analyze dynamics of utopian ideas depending on perception of time. The Role of Madam Lavoisier in History of Science and a Problem of Admeasurements // Tomsk State Pedagogical University Bulletin. 2008. Issue 1 (75). P. 68-78

The aim of the article is to set a problem of admeasurements in classical studies. It is an area that fixes people’s knowledge about themselves and about their social surroundings. The author is aware of difficulties of the problem: despite natural sciences describe less complicated things than human beings; they face many problems connected with admeasurements. It is the first time that problem of admeasurements is studied from the processual standpoint. It determines the main task of the research which is to reveal an influence of information mechanisms on human life. Positiveness of the approach can be proved by the author’s understanding information as a process which consists of sequential stages. Previous stage determines the following one. Information processes cause in nonlinearity and multivariativeness that can be measured. Post-non-classical information theory can measure novelty, quality, quantity, value and effectiveness of information. In other words, it can measure the criteria that characterize each stage of information process. The conceptual models, that illustrate stages of information process, provide with methodological way to set a problem of admeasurements of self-organization within socio-cultural systems

The problem of measurement in the human studies is discussed in the article. It’s established that the mechanisms of self-organization of social and cultural systems are information processes. On the basis of the information and synergistic approach the interdependence of characteristics of information is defined. Application of characteristics of information for the measurements in the human studies is discussed. The conclusion is verified on the basis of the established correspondence of stages of information processes and anthropological impacts of collective dreams.

On the basis of information-synergetic approach (I. V. Melik-Gaykazyan) on the generation of information as the process of choosing option «out of chaos» justified the efficiency criterion of philosophical solutions to the problems caused by the pace of scientific and technological development. These problems are characteristic: they are deprived of the genesis of the evidence, their condition has a strong instability, their decision is unprecedented and requires quick action. From the standpoint of understanding the creative chaos of informational efficiency criterion set by the ratio of brevity and originality justify the choice of options, overcoming the state of instability. On the example of Ecology and Bioethics discussed the effectiveness of philosophical decisions. The paper presents some results of the project RFBR № 11-06-00160 “Criteria for self-organizing information systems” and grounded in the draft statement of the problem RFH № 12-03-00198 “Bioethics as a form of self-consciousness of modern culture”.

Application of a conceptual model of information-synergetic approach to determine the reasons for the formation of anthropological bioethics reveals the new trend of philosophical studies – the memory-turn. Melik-Gaykazyan), and an understanding of bioethics as a form of protection of identity in contemporary culture (T. V. Meshcheryakova) – allows you to discover a contradiction in continuing professional education between the inevitable standardization of the individual and the requirements of the personality meet the criteria of creative class. A method of measuring the directions of socio-cultural transformations was proposed in the article. This method was named by the author as "semiotic diagnostics".

The direction of the application of nonlinear dynamics methods for semiotic diagnostics of social attractors in modern culture is presented (the result of the RFBR project № 14-06-00440). On the basis of semiotic diagnostics of images and symbols of social egoism and social altruism the arguments for the understanding of bioethics as a phenomenon of self-consciousness of modern culture are put forward (the result of the RFH project № 12-03-00198). The finding out about pragmatics of new culture is done within the framework of project № 155 “Methodology of the modeling the semiotic mechanisms of management of educational systems nonlinear dynamics” of the State assignment for Tomsk State Pedagogical University.

“SEMIOTIC ATTRACTOR”: CONCEPT FOR SOLVING DILEMMA OF INNOVATIVE MANAGEMENT // Tomsk State Pedagogical University Bulletin. 2015. Issue 5 (158). P. 147-153

Two tasks of innovation management require its methodological solution. Those tasks are effective selection of asymptotical target and management of generation of unexampled innovations. Methodological strategies of solving these tasks can be put as dilemma. Constructive solution of this dilemma is based at “Semiotic Attractor” conception. The concept became a synthesis of the philosophy of process, results of methodological research related to information phenomenon as a process and results of fundamental research of non-linear dynamics and semiotics. The concept expresses conditions of organization of states meeting nature of managed system's attractors. This “Semiotic Attractor” is realized as an occasion – occasion of random selection and occasion of unexampled innovation's generation. Organization of conditions leading to occurrence of similar occasions is relevant to solution of innovations management tasks. Solution was obtained on basis of four interdependent conditions: 1) innovations management is management of targets; 2) phase states of targeted situations set by semiotic means exclusively; 3) information mechanisms of self-organization require intermediary situation to be formed which should be dependent on asymptotical target; 4) verbalization of asymptotical target should represent current intermediate situation. The latter does not mean concealment of final targets but meet requirement for future should be open for the future innovations. Selection of final target is a choice between aspirations of altruism, perfectionism, hedonism or utilitarianism.
