The standard model has the form of a recommendation and it is built to provide the methodological unity of regional programs and their agreement with the state strategy of the economical and social development.

The article reveals the actual problems of high qualification specialists (doctors of sciences) training. The author of the ar¬ticle sees the main reason of complication of the analyzed prob¬lem in reducing the amount of state expenses on science de¬velopment with the result of «brain drain» out of Russia. At the same time the article notes such tendencies of high qualification specialists training as an increasing number of doctors and professors in the filed of physical-mathemat¬ical, psychological-pedagogical and humanitarian sciences; rejuvenation and feminization of new doctors of sciences. The article emphasizes the necessity of further improve¬ment of financial and social positions of scientists.

This paper is about new development in the field of the decision of calculating problems of physics. The decision of a problem is carried out in program development «System of visual modeling and the decision of problems». The basic stages and rules of work in system allowing to describe (to simulate) a problem and to solve one are described. Advantages of the system, in opinion of authors, are problems’ structure modeling as graphic notations and the numerical methods using a method of componental circuits built-in the program. The advantages allow to concentrate directly on modeling and the decision of problems, instead of its numerical performance.

The Voguls (Mansi) of the Vejakor group are settled on the rivers Gornaya or the Great Ob, they belong to the Ob territorial group which is part of northern ethnographic group. The representatives of the following families – the Kostiny, the Partrnovy and the Schadriny belong to the phratrie Por. The Kuleyabkiny, the Saviny and the Grishkiny are the representatives of the phratrie Mos. This group has one and the same spirit-patron Konsing oika “The Clawed Man”; the same cemetery, spirits-patrons of the families are in certain relationship among each other.

Kapustina Evgeniya Aleksandrovna POETRY ABOUT TRAGIC OPPOSITION (DATA: “THE CANARY TEXT” BY I. A. BUNIN AND S. A.YESENIN AND OTHERS) // Tomsk State Pedagogical University Bulletin. 2013. Issue 2 (130). P. 89-95

The biographic sense of I. A. Bunin’s poem “Canary” (1921) is reconstructed in the article. The communicative status and “parallel” reading of the poem and documentary prose (memoirs, letters, etc.) have specified Bunin in the interference of two stories – a singing canary and a poet-emigrant. The author’s relation to the events, which have occurred in Russia of 1917, through the latent communication of the latter with “wonderful island” and Atlantis, comes to light. The research of “the canary text” of this period allows us involving Bunin into the context of recreated literary dialogue.

In this work we have done the analysis of the concept of personality, which was formed in the Christian intellectual tradition, based on the substantial ontology and the apophatic method. In the research personality is presented as a transcendental condition of existence of the anthropological reality, which can not be immediately objectified. This makes it possible to talk about the mystery of personality in the context of general cognitive process and governs the apophatic method. Essential difference between the Eastern and Western apophatic traditions is presented.

The main strategic objective of advertising is to increase sales of a particular company. There is no doubt that the consumer knows about this problem and about the various methods of advertising impact. Some of these methods seem to be quite complex, and some clear and simple. The relevance of the study due to the fact that the effectiveness of traditional promotional tools, such as direct advertising and public relations, goes down each year. Marketers develop alternative ways of influencing consumer. The article actualizes the problem of implementation of innovative strategies for creative self-development of Russian and foreign students in vocational education, presents the content of the phenomena of «innovation strategy», «creative self-development», «vocational education», reveales modern trends of the Russian professional education, the importance and relevance of the innovation strategy in the process of modernization of Russian education based on priority documents of Russian education development. Considers the components of the innovation strategy: the implementation of the concepts and pedagogical technology of the formation of value orientations for creative selfdevelopment, expanding educational space, implementing different areas and forms of cooperation. The authors reveal the system of valuable and semantic orientations which includes: humane and moral values (internal harmony, altruism, tolerance, wisdom, emotionally positive attitude towards people and the world), cooperation values (aspiration to personal and professional self-development, ability of creation of a scientific project, training in the new strategy of behavior, aspiration to the maximum creative realization in educational and extracurricular activities, improvisation, intuition and openness to communication), values of orientation to creativity (the strategy of creative self-development, ability to generate the new ideas, the value for creative self-development, internal motivation on creative selfdevelopment, creativity, commitment, autonomy of thinking, behavior and activity, high intellectual level, experience of the solution of creative and research tasks), social values (health, freedom as a possibility of choice, aspiration to selfdevelopment, aspiration to self-determination, ability to overcome difficulties, leadership). The results of implementation of innovation strategies of Russian and foreign participants on creative self-development are provided.

Bolotnova Nina Sergeyevna INDIVIDUAL AND PERSONAL PECULIARITIES OF PUBLIC LANGUAGE PERSONALITY AS A FACTOR OF INFLUENCE IN MEDIA DISCOURSE // Tomsk State Pedagogical University Bulletin. 2017. Issue 11 (188). P. 53-60

Pragmatics of speech behavior of public language personality subject to its individual and personal peculiarities in conditions of media communication is not still examined enough. According to this fact in the aspect of influence on mass audience individual and typical linguistic and extra linguistic peculiarities of media discourses of public language personalities of an actress Tatyana Dogileva and film director Vladimir Khotinenko as the members of radio show “Dithyramb” on radio “Echo of Moscow” were considered in the article. Comparative and contrastive analysis allowed to determine some important in the aspect of influence on collective addressee typical and individual gender peculiarities, psychological (temperament, character), social (dependence on status), professional and some speech peculiarities (preference on the level of language means, which reflect specificity of human mentality). For researching of media discourse influence of individual and personal factors of language personalities on mass addressee contextdependent and semantic and stylistic analysis of questions and comments before broadcasting and comments after broadcasting, and analysis of regulative means and structures have been used. Connection of pragmatics of public language personalities’ media discourse with their informational field have been revealed. It was determined that first of all the content of language personality’s message is important, though form of expression also matters. The common factors, which are important for media discourse of creative public language personality’s influence according to the research, are the following: high level of media discourse emotionality as a reflection of not only gender peculiarities, but even cognitive style, that is connected with figurative and metaphoric reality perception used for creative persons. With such variety of regulative means used by language personalities, repetition in aggregate with other means and structures dominates (comparison, parcelling, rhetorical questions, etc). Some individual and personal peculiarities of media discourse may increase influence effect and at the same time reduce it. The results are of interest for theory of speech influence, media linguistics, communicative stylistics of the text.

In the article the authors touched on one of the topical issues of defectological education: improving motivation to self-correction and self-control among children with severe speech disorders. For children with severe speech disorders the corrective-speech process at kindergarten speech therapy center lasts 2–3 years. During this time it is necessary to help children to correct the defects of the entire system of language: aspects of pronunciation, lexical and grammatical side, of coherent speech. The necessity of examination and formation of a stable motivation for corrective speech work is caused by the low level of interest of senior preschool children with severe speech disorders to speech therapy classes, because they require perseverance from the child, and this quality appears later. The authors identified three stages of diagnostics, necessary for a comprehensive examination of children with severe speech disorders. Stage 1 – speech diagnostics, stage 2 – study of children’s motivation, stage 3 – parents’ questioning to identify the child’s interests. The attention is focused on the stage of studying of motivation for speech therapy classes, with the aim of identifying conditions for the formation of stable motivation of children with severe speech disorders. The diagnostic parameters of the motivational component are demonstrated, their connection with speech therapy tasks is specified.

Tsygankova Anna Sergeevna, Tsygankova Elena Vladilenovna FROM THE EXPERIENCE OF STUDENTS’ GRADUATION PROJECTS BASED ON REAL INDUSTRY TASKS IN THE FAR EASTERN STATE TRANSPORT UNIVERSITY (1958–1989) // Tomsk State Pedagogical University Bulletin. 2018. Issue 3 (192). P. 121-125

The article discusses the establishment of students’ graduation projects based on real industry tasks in the Far Eastern State Transport University (former Khabarovsk State Railway University) as a progressive form of students’ scientific research at the end of the 50–80-ies of XX century. At first real-life graduation projects were introduced into educational process at the chair of “Railway operation” in 1958. The article presents a list of important students graduation projects of 1958–1960 completed for the Far Eastern Railway and the city of Khabarovsk. In addition, the stages of students’ the thesis design are analyzed, starting from information gathering to the presentation of projects to the examination committee. Also, the characteristics of real-life graduation projects are discussed such as the passthrough design (real and meaningful tasks of the industry were selected in the third year of the study, allowing students to do research in the format of coursework), group projects (the projects that require complex calculations were entrusted to a group of students), the use of computers for accurate design calculations. The author proves that students’ real-life projects were the most time-consuming form of research work as they were executed on the basis of real data; they were relevant, responsive and reliable and solved the tasks of the Far Eastern Railway and industries; they allowed students to be actively involved in the projects of industries, to adapt faster at the future workplace and have better career prospects.

It is shown that in broadband transistor amplifiers with minimum-phase two-port compensation networks, a non-minimum-phase shift of transistor does not signifi¬cantly influences phase and transient responses. Thus, the design of amplifiers with desired phase and transient responses can be reduced to providing a suitable ampli¬tude-frequency characteristic, as in the case of mini¬mum-phase circuits. The design examples of ultra-wideband amplifiers with prescribed phase and transient responses are presented.

In this article the urgency of the problem related to the study of subjective wellbeing of collectors in the professional sphere is proved. The main results of ascertaining research are presented here. During this research the real conditions of collectors’ work, their subjective perception of these conditions, and also the satisfaction with the professional activity were studied. It was revealed that the better labour conditions were, more often the collectors were not satisfied with them, and their experience of subjective wellbeing in the professional sphere was less expressed.

The relevance of studying the problem of the oil factor in the policy of the Soviet state is due to the exceptional value of oil strategy of the state during the Soviet period. The study of this phenomenon is presented by the fragmented historical periods, that does not allow to see the continuity of the state policy in relation to oil, the similarity was performed with the help of state tasks. The purpose of this study is to analyze the priorities of the state approaches to oil and its changing role in the implementation, the state solved problems. Among the objectives set by the author is identification of the main factors influencing the strategic approaches to oil. The author comes to the conclusion that the oil factor in the policy of the Soviet state held an especially significant place, the oil was mainly the export of energy resource and the means to achieve geopolitical goals. The main provisions of the state policy, formulated in terms of electrification with respect to oil, remained virtually unchanged during the entire Soviet period. The evidence of this is the prevalence of export of oil products before 1958, and crude oil since 1958. There was also noted the period of reducing the proportion of oilexport in the total exports of the USSR: the decline was seen in the period from 1929 to 1934, and continued until the end of the reign of I. V. Stalin. The highest value of oil exports in the state strategy was in the 1920s. and since the end of the 1950s. In the second half of the XX century oil was in the center of economic competition between the two political systems. Throughout the Soviet period, oil is an important tool for solving problems of strategic importance both within the country and outside it. Changes in approaches to the problems of oil were determined mostly by the foreign policy factors.
