Therefore, the study of foreign languages for all sectors of society, including pupils, students, scientists, businessmen, engineers and doctors, is very important. In recent years, in the Islamic Republic of Iran teaching of English and other languages for people with hearing impairments has improved considerably, but still there are a number of problems in this area in institutions, schools and universities in the country. Firstly, the hearing impaired are taught only the English language, and secondly, the imperfection of methods of teaching leads to a decrease in interest of this category of students in learning a foreign language. It is necessary to reform the methods of teaching deaf and hard of hearing people to a foreign language, which will result in increased interest in learning a foreign language and expanding the diversity of the languages studied. Khrabrova A.V. THE PROBLEM OF CORRELATION OF CREATIVE SYSTEMS BY LERMONTOV AND EARLY DOSTOEVSKY: THE CATEGORY OF DOUBT AS A REPRESENTATIVE. Tomsk State Pedagogical University Bulletin. 2016. Issue 3 (168). P. 121-124

The present article is devoted to the problem of the category of doubt as representative of interference and convergence of late Lermontov’s and early Dostoevsky’s artistic worlds. The category of doubt is central on epoch’s boundary as it reveals the transitivity of the world in 1830–1840s. and a state of total criticism. Firstly, this category is considered a central epoch’s philosophical problem and secondly, a problem of narrative methods. As a philosophical problem, category of doubt gave birth to a new type of hero and new methods of psychologisation, which caused different changes and transitions from doubt through uncertainty to the condition of hopelessness and hero’s self-recognition of powerlessness towards actions and choices. As a result, the doubting intellectual is replaced by the sick consciousness of a “small man” (“malen’kiy chelovek”), who loses his trust being in doubts and lives under the condition of fear and anxiety. The narrative aspect of the category of doubt determines the combinatorics of plots’ lines, the overlay of psychological conditions, the retardation of narration. All this produces the parts’ montage in some texts which comes along with rhetorical questions which intensify the doubt.

Nguyen Thi Le Q. SPEECH GENRE “BOW” IN A. P. CHEKHOV’S LETTERS. Tomsk State Pedagogical University Bulletin. 2017. Issue 7 (184). P. 87-93

The article is devoted to the analysis of the etiquette of the speech genre «bow» in the epistolary discourse of Anton Pavlovich Chekhov. Substantiates the validity of allocation of etiquette speech genre “bow,” which is widely used in the Chekhov’s letters. The description of etiquette speech genre is held with regard to its main constitutive parameters of speech genres (following the T.V.Shmeleva’s Model of speech genre): the communicative purpose, the image of the addresser, the image of the addressee, the factor of the eventful past, the factor of the eventful future, structural and linguistic peculiarities. The “bow” in Chekhov’s letters is a method of transmitting an indirect recipient (recipients of the bow) through the direct recipient of letters. The communicative purpose of the speech genre “bow” is an expression of a respectful and kind attitude of the addresser to his addressees. With this speech genre, the author shows himself as a person who knows the conventional speech etiquette (including correspondence etiquette) and simultaneously supports, maintains contacts and good relations with people, regardless of temporal and spatial factors. Speech genre “bow” as one of the most consumed etiquette genres in Chekhov’s letters, written during the period 1892-1894 years, generally performs the phatic function. The features of Chekhov’s linguistic expression in the speech genre “bow” give his epistolary communication emotions that determine the overall positive communication background.

On the basis of the pseudopotential method and the phenomenological model of coupling intervalley transitions in the conduction band of superlattices (GaAs)m(AlAs)n(001), caused by interface and trapped in the layers of the optical vibrations of the atoms were investigated. The analysis of quantum size effects in the electron and phonon states was done, dependence of the deformation potentials of the composition and thickness of the layer superlattices was defined. It is shown that the intervalley Г-M scattering is most intensive when the wave functions of electrons and the polarization vector of the phonons are localized in the same layers of superlattice. Interface oscillations occur in superlattices with a sufficiently thick layers and cause a relatively weak intensity of T-Ј transitions of electrons from the central valley to the upper conduction bands.

Gorlova N.I. CHARTERS AND REPORTS OF CHARITABLE INSTITUTIONS AND PUBLIC ORGANIZATIONS AS A SOURCE OF INFORMATION ABOUT VOLUNTEER ACTIVITY IN RUSSIA IN THE SECOND HALF OF THE XIX CENTURY. Tomsk State Pedagogical University Bulletin. 2018. Issue 3 (192). P. 198-205

The history of volunteer practices in prerevolutionary Russia is among the major problems that attract increasing attention of researchers. The need to study them is caused not only by scientific, but also by the practical need for a deeper consideration of volunteer activity in the system of charitable institutions and public organizations. The statutes and reports of these organizations are valuable sources, significantly broadening and refining our understanding of the history of volunteerism in Russia in the second half of the 19th century. Reflecting the nature of society itself, they contain information about their composition (quantitative and personal), organizational structure, subordinate organizations and activities, as well as practices of public volunteers. Thanks to the availability of such a document as the charter, members of the society first got an idea of the procedure for using the rights granted to them and the sphere of application of volunteer efforts and free labor. The article analyzes statutes and reports of the Tver Charitable Society for the Promotion of Women’s Labor, the Orenburg Slavic Charitable Society, the Arkhangelsk Sobriety Society, the Odessa Society for Combating Drunkenness, the Charitable Society for the Publication of Useful and Cheap Books, the Society for the Improvement of National Labor in Memory of the Tsar Liberator Alexander II, the Charitable Society for the Protection of Animals, the St. Petersburg Slavic Charitable Society, and others.

The article deals with the actual and very important question of educator`s professional competence which determines the level of his information culture. Theoretical bases of the problem of educators` information culture formation in any kind of an educational organization are deeply studied and taken into consideration. The characteristics of the concepts of information culture, organizational and methodological support, a model of organizational and methodological support of educators` information culture formation are given. Many examples of studying educators` professional difficulties working with information and communication technologies are presented. A methodology for estimating the level of the use of information and computer technologies is proposed. A model of organizational and methodological support of educators` information culture formation is developed. The composition and the content of organizational and methodological support as a management technology are determined: diagnosticanalytical block; value-semantic block; methodical block: information-methodical module, organizational-methodical module and practical or empirical experienced module; prognostic block. Examples of the implementation of the above mentioned blocks and modules of the developed model are given. Various methodical activities, measures and steps for educators` information culture formation within the presented model are described. The principles, forms and methods of forming the information culture of an educa tor are defined.
