| 4302 | The global financial and economic crisis in different ways influenced the budget system of the Federation, therefore to analyze fiscal policy regions were grouped in such a way as to identify subjects with similar crisis consequences. In the article all regions were divided into nine types, they were subsequently divided into three groups. As a result of this work, we found that the most sensitive to the crisis was a group of regions with the average development, as well as areas of the economy which is the basis of engineering, also clearly observed low degree of competitiveness of the manufacturing sector. Among the regions, where the main focus is the mining industry, as part of the study we revealed a high degree of dependence on conditions in the world oil market. Under these conditions, the role of government fiscal policy, especially in the field of intergovernmental relations, is becoming one of the defining factors of socio-economic development of regions. | 4303 | Social and domestic background of the short novel “Stroybat” (Construction Battalion) today is archaic, but the problems of betrayal, the preservation of culture in a hostile environment, youthful irresponsibility remain up to date. The story representing retelling of events on behalf of the character, is richly intoned and intonation gives topical character to its main subjects. Sergey Kaledin builds his story at the intersection of many voice streams: through the detached comment of an “alien” character, combination of exalted and everyday speech, alien words, chronotop “cutins”, playing with the rhythm and text density. The art world of the story is actively sated with the cultural and paracultural signs which today have become part of “the Soviet myth”. In reader's perception they also don't contribute to dokumentalizm of “Stroybat”, and on the contrary, promote his perception as parables about the good and evil. The system of the speech creates a feeling of convention of terrible details of stroybat as a social phenomenon and allows the reader to focus on the inner life of the character. Currently evaluating the activities of children’s health camps is carried out by the expert Commission established in the area of interagency working group. The competition is characterized by the establishment of certain criteria for evaluation of activities of children’s health camps: it and security recreation and health of children, as well as the pedagogical content of children’s activities. The contest consists of several stages to demonstrate the best practices as well. Every year the competition reveals new leaders among organizations for summer recreation and health of children, but camps can become the best of them. The concept education is one of the most significant in the conceptual sphere of modern society, as evidenced by the unflagging interest in this mental-linguistic universalism both at the level of the national conceptual sphere and at the level of individual discourses and discursive practices. In the online diaspora discourse, the representation of the concept education acquires vivid features, since the analysis of the Internet communication of the representatives of the Russian diaspora in China reflects a special variant of the Russian linguistic culture oriented to the Chinese culture, which is due to the novelty and relevance of this research. Aim and objectives. The purpose of this article is to describe the specifics of representation of the concept education in network discourse of the Russian-speaking diaspora of China, based on the analysis of its inolinguistic cultural substrate. Material and methods. More than 10,000 texts of Internet communication of members of the Russian-speaking diaspora community in China, containing the name of the analyzed concept and its other lexical representatives, became the material of the study. In addition to the methodological tools of interlinguoculturology and lexical semantics, the analysis uses techniques of quantitative, contextual and discourse analysis. Results and discussion. As the analysis has shown, among the components of the inolinguistic cultural substrate of the concept education, the following lexical units of Chinese characteristic of the Russian-Chinese language environment are of the greatest interest: лаоши 715 (老师138), вайцзяо 138 (外教 40), сюешен/сюэшен 5 (学生 112), сюэюань 2 (学院 64). Conclusions were made about the ambiguity of the definition of the concept сюэюань due to the ambiguity and multivariance of its translation, leading to disputes about the correctness of the classification of higher education institutions in China; about the exceptionally positive connotation of the xenonym вайцзяо, the ambivalent connotation of the lexemes лаоши and сюэюань, as well as predominantly negative – the lexical unit сю- ешен; the identification of oneself by Russian teachers from лаоши and вайцзяо without the need to translate Chinese equivalents into Russian in connection with full acceptance of this professional role and status as respected and honorable in Chinese society and culture. Conclusion. The network discourse of the Russian-speaking diaspora in China is distinguished by a certain set of xenonyms that express the concept education. These lexemes are characterized by a special cultural value and relevance, and their analysis indicates a strong influence of the foreign language environment on the perception of information by representatives of the diaspora community, self-identification in accordance with the social and professional statuses adopted in the Chinese tradition, as well as a more expressive expression of emotions and assessments using the foreign word. | 4306 | Introduction. The article reveals the specifics of the archetypal images of earth, water, and air in L. Goralik’s trilogy about Venisana, which, in our opinion, contributes to a deeper understanding of the main trends in the development of modern Russian-language prose. The purpose of the work: to reveal the originality of archetypal images in L. Goralik’s cycle about Venisana. Material and methods. The theoretical basis of the research was the works of Russian structuralists and mythologists. The research material is L. Goralik’s trilogy about Venisana. Results and discussion. The analysis made it possible to identify the characteristic features of archetypal images in the L. Goralik trilogy. The images of stone, earth, water, air reveal their symbolic nature, reflecting the inner movement of the heroine in search of finding the meaning of her existence, at the same time, revealing the deep desire of the individual to change a destructive, unstable society. Conclusion. The author is involved in a postmodern game with the text, plays with meanings, so that the plot that unites the trilogy into a whole can be interpreted as 1) the story of the heroine’s growing up; 2) transformation of the fairy-tale plot of the journey to the afterlife; 3) the struggle of the conscious/unconscious. The text of the trilogy is a step-by-step analysis of the spiritual life of the main character, trying to find her place in a destructive society and her own family, burdened with an analysis of her own frustrations and, first of all, the drama of birth. The heroine is bound by the laws of the stone, unfree world, trying to escape into the space of freedom, relive the euphoria of birth, which ends in disaster – the newfound freedom discourages with its alienation and emptiness. The scenario with some variations is repeated several times throughout all three stories included in the cycle. The lack of freedom associated with the world of the city (stone), depending on the situation, turns out to be hostile (at the beginning of the quest), and desirable at the end. The return to the usual way of life is again replaced by the desire for freedom and leads to the next round of transformation. The practice of segmentation of vocabulary is traditionally based either on a certain (situational) set of criteria for this procedure, or on a larger methodological basis for example the apparatus of a separate linguistic discipline, which often defaults to lexicology as a science about the lexical structure of the language. Being limited to the object of observation, lexicology is hardly capable of independently solving the question posed for the entire linguistic science or, at least, for such a macroscopic discipline as stylistics that urgently needs a reliable criteria base, despite their various functional specialization: stylistics studies the expressive, whereas lexicology the nominative function of language. The aim of the paper is to propose segmentation of the vocabulary fund of the German literary language through the prism of the environmental approach. Material and methods. The implementation of the epistemological (rational-empirical) framework of the environmental approach, which far exceeds not only the limits of the science of language, but also humanitarian knowledge in general, is determined by the specifics of being and development of the language itself as an anthropological phenomenon (loquens), erroneously attributed by poststructuralists exclusively to man. The basis of the environmental approach is the thesis about the environmental origin of the human language and the impossibility of its existence outside the Herder environment. Language exists in the “nutrient solution” of culture and acts as a connecting element of the social interaction of all individuals inhabiting this artificial world. The environmental approach is a capacious epistemological platform that is used to account for the various functional varieties of the language that serve as the basis for its vocabulary segmentation. Results and discussion. The following criteria have been developed for more weighted and general linguistic segmentation of a vocabulary on the example of the German literary language: a) selectivity, b) naturalness, c) reproducibility, d) temporality, e) age. The lexical system of the German language is taken as a model not by chance: the hybrid nature of this language idiom and the high heterogeneity (hybridity) of its resources correlating with it are an advantageous dialectical field of observing the phenomenon of a lexical system functional stratification. The apparatus of the environmental approach is formed by extensive interdisciplinary data that have become commonplace clichés in scientific use and help to obtain interdisciplinary meaningful and objective segmentation of the German literary language vocabulary. The scientific novelty is determined by the implementation of a fundamentally new set of criteria for identifying the components of the vocabulary system of the specified language based on the enlarged epistemological basis of the analysis. Conclusion. The proposed segmentation is intended to expand the boundaries of the lexicology apparatus of the German language, the ideas about the heterogeneity of its lexical system and its evolutionary laws. The data obtained can be used as a material for theoretical courses in lexicology and stylistics when training specialists in the field of German linguistics at all educational levels. The implementation of theoretical objectives and conceptual provisions of the advanced vocational training system, including the authors’ contribution; the experience of the Siberian Polytechnic School reflected in its training, retraining and advanced training programs used for training students, graduates of secondary vocational education institutions, and the unemployed people who lost their jobs due to aggravated socio-economic situation. These are the main drives for designing a new digital platform able to ensure the transformation of the regional economy and social sphere. | 4316 | Introduction. Civilizational challenges to a person determine the need to actualize the humanistic paradigm in education. An example of the search for ways of humanization is the direction of social-emotional-ethical training, developed at Emory University in the USA, which is based on the idea of holistic human development by means of education. Within the framework of the grant of the Russian Foundation for Basic Research “Direction of socio-emotional and ethical education”, the aim was set to identify the features of Russian education in the implementation of this humanistic idea. Material and methods. The analysis is based on the concept of “anthropological tradition” as a systematic characteristic of the ideas about the integral education of a person, which gives an idea of the pedagogical experience, its preservation and further development, starting from the fundamental works of K. D. Ushinsky and up to the present day: at the stages of Russian, Soviet and Russian schools. Results and discussion. The article provides a genetic analysis of the idea of the emotional development of a child in education in relation to the social component. Two aspects of its development are highlighted: emotional-social (psychophysiological) and socio-emotional (socio-cultural). The features of the development of the emotional and social line in the works of scientists of the Russian school are considered and the continuity with the stage of the Soviet school in psychological works is revealed. The genetic analysis of the development of the socio-cultural line revealed two main directions in the interaction of social and emotional components: artistic and aesthetic and social inheritance of the cultural tradition of Russia. The study of the emotional-social direction shows the continuity of the anthropological tradition: from the provisions of K. D. Ushinsky on the need to use the power of human emotions in his education along with the intellectual sphere – to the research of the emotional sphere carried out within the framework of pedology – and further to psychological research on the importance of human interests and needs in his upbringing. In the socio-emotional direction, the continuity of emotional saturation of socialization of children and adolescents in artistic and aesthetic creativity is revealed: from the experience of the beginning of the last century in organizing the life of children’s communities to the modern practice of additional education of children. The spiritual orientation of the social inheritance of cultural values of society is also highlighted. | 4317 | Introduction. The focus of this paper is the observation and comparison of several symbolic connotations of British and Slavic basic color terms. Aim and objectives. The paper’s aim is to discuss cultural and linguistic commonalities and peculiarities of a few color terms and prepare educational resource for different disciplines, such as English, Russian as a foreign language, ethnolinguistic and linguacultural studies. Material and methods. This paper observes British and Slavic idioms with the component ‘color’ in its connotative meaning. A cross-disciplinary approach helps identify the essential place of color terms in interpreting linguistic picture of the world and emphasizes the integrative role of culture. We consolidate with ideas of L. Bloomfield and J. Lyons concerning connotative meaning in linguistic semantics. Results and discussion. Connotative meanings of color terms often become cultural symbols and serve as signs of some abstract concepts. Since color perceptions relate to the sensory sphere, they are easily transferred to the characteristics of emotions, dignity of character, behavior, appearance. Interpretation of color terms in their connotative meanings will provide insight into the national mentality. Connotative meanings reflect individualized situations based on national cultural values and norms of social life. In provided examples the basic meaning of a color term is becomingusually narrower. Conclusion. The comparative analysis of connotations of five color terms leads to following conclusions: 1) color is able to evoke certain emotions traced in languages in the form of idioms containing a color component; 2) differences in the semantic structure of color connotations in English and Russian are due to national and cultural peculiarities; 3) etymology of color terms and historical facts sometimes make it possible to establish the dependence of a symbol on practice; 4) the main (perhaps the most universal) source of color terms are natural objects with a characteristic color. According to this approach the person appears to be the central reference point in measurement and description of objects of the surrounding reality. The question of spatial orientation is not quite studied at the moment in the Selkup culture which owing to its originality is of special interest for consideration. The article is devoted to studying of the above-stated question through the “prism” of a human body. Having carried out the linguistic analysis of names of parts of a human body it has been revealed that a human being is considered to be a focal point in view of the Selkups both in plane (horizontal) division of space and in vertical. Somonims are used by representatives of the Selkup ethnos to describe positions of parts of objects in space. Thus, somatic vocabulary is revealed to denote upper, lower, front, back, side and inner parts of objects. Moreover, some of them changed their grammatical category into postpositions and are currently used to describe the movements against parts of objects having certain position in space, i.e. the movements against the upper, lower, front, back and side parts of objects and the movement oriented inside. The relevance of the study is determined by the situation in the education system, when the active participation of members of the professional pedagogical community into the discussion of documents in the field of education on special Internet portals has become a bright positive trend in recent years. The aim of the study was to examine the motives of Internet users participating in such discussions. Material and methods. The edu.crowdexpert.ru web portal contains 17 government documents, in which 99,027 people participated. The motivation for participation, as well as other characteristics of the sample, were studied using a specially designed questionnaire, which was answered by 362 respondents. Results and discussion. It turned out that not only for teachers and administrations of educational organizations, but also for other school employees and simply active and interested in issues of education of Russian citizens, a desire to take an active part in the discussion of documents regulating the educational activities of the country is characteristic. As a result of the study, it was found that the main motives for participation in the public discussion of documents in the field of education were (in descending order of importance): personal interest to the discussed problem, the desire for professional growth and development, the desire to gain useful experience in discussing socially significant problems, the desire to improve professional status, the desire to get intellectual pleasure and the possibility of communicating with colleagues. With a high level of motivation to participate in the discussion of documents regulating the activities of the education system, the degree of the impact about many of the respondents is estimated low enough. Conclusion. The further direction of research can be the study of prospects and points of growth of Internet resources, which are organized to discuss important documents in the field of education within social and professional expertise because it gives an opportunity of real influence of professional community on the state meeting of education challenges, public legitimization of these decisions, creation of mechanisms of formation of public opinion and determination of ways of development of Russian system of education. A solution to the problem of improving the quality of higher education in the era of digitalization through the activation of cognitive processes of students is proposed. The Aim is to show the possibilities of using neuropsychological exercises in a remote format of higher education for the prevention of neuroerosion and stimulation of learning motivation and cognitive processes of students are shown. Material and methods. The article is based on the author’s generalization of the experience of teaching subjects for bachelors and undergraduates in the field of «Speech Therapy» and «Oligophrenopedagogics» with the inclusion of neuropsychological exercises in the structure of lectures and seminars. The following methods were used: theoretical analysis of scientific literature, materials and publications of the psychological and pedagogical press, questionnaires and interviews of students in the remote learning format during the summer session of 2020. Results and discussion. Changing the educational environment with the advent of digital reality in higher education involves the development of new ways and forms of learning, the inclusion of means of activating students in order to reduce the risks of remote education. Significant problems of digitalization of education are prevention of weakening of cognitive processes, activation of learning motivation, development of self-control of educational activities. The expediency of using neuropsychological exercises as a tool that stimulates higher mental functions of students in higher education is shown. As a result of a questionnaire survey of 213 full-time and part-time students in the direction of preparation 44.03.03 Special (defectological) education in the profile of «Speech therapy» and «Oligophrenopedagogy», projected results of the use of neuropsychological exercises to increase the productivity of learning in the online format were revealed. Conclusion. Neuropsychological techniques can be used in professional training as a universal means of developing cognitive processes and preventing inhibition of higher mental functions of students, increasing motivation to master academic disciplines at the bachelor’s and master’s levels. In the digital format of University education, the need to increase students’ internal motivation to study, form ways of self-organization and develop self-control over the development of the educational program is actualized. The tendency shows the function of expressing the meanings of possibility, necessity and wish from grammatical means, i. e. moods, transferring to the lexical ones, i. e. verbs. To explain this process, the “weakest” parts of the modal subsystem of Gothic are being established. They are involved in changes: these are optative, imperative and preterite-present verbs. The analysis of various “shades” of meaning of potentiality and wish, verbalised by the contemporary lexical and grammatical means allowed to establish semantic relations of variability between grammatical and lexical means as well as within the former ones thus it allowed to define the status of preterit-present verbs involved in the process of appearing modal verbs in Gothic as means expressing the internal modality. The results obtained earlier in the course of the study made it possible to conclude that the first-year students participating in the study who chose the direction of training “Human Resources Management” have low awareness of the specifics, nature and content of the professional work of personnel specialists, orientation and expression of motives, formation of professionally important qualities. This determines the necessity to strengthen the orientation on the formation of personal readiness to master the profession from the first days of study at the university. In this regard, a set of pedagogical means has been developed and implemented, namely: the program of the training course “Introduction to Professional Activitiy”, a training manual and other methodical means. The content of the training course was realized according to a specific algorithm, including the decomposition of learning objectives and related with them planned results of training, selection and structuring of content, determination of methods for assessing the results of course mastering during and at the end of the study according to criteria and indicators for the implementation of relevant diagnostic tasks. This approach made it possible to ensure the structural, substantive and methodological integrity of the course, the relationship with other training courses and, in general, to pay attention to improving the level of readiness of bachelors in management to master professional competencies at the initial stage of training. The results of approbation confirm the hypothesis put forward by us on the need to include this course in the professional training of bachelors of management to ensure its effectiveness. Instrumental equipment of pedagogical technology on methodological side is provided by the scientific and the methodological, the organizational and the methodological recommendations, as well as by the educational and the methodological complexes on the subjects and the disciplines of training. The procedural component of educational technology on each level of education is indicated by the diagnostic-hermeneutical, the emotional-meaningful, the activity-based and creative, as well as by the innovativereflective stages, in the frameworks of which the expected results are achieved.
