The paper suggests an etymological analysis of the proper names of heroes – characters of “heroes’ songs”, and mythological and folklore images. As it was found out the nominative units origin from stems meaning “magic, sorcery”, “witchcraft”, “fortunetelling”. The names, in their turn, form a semantic base for verbs meaning “beat”, “knock, whack”, “crush”, “twist, screw”, “roll”, i.e. – verbs denoting heavy physical impact onto the subject. The harder the applied effort is, the more malicious is the mythic character. The analysis of names of mythic ancestors, good and wicked spirits, sorcerers, magicians and wizards showed that they are widely represented in the system of nomination and in the system of word building of the Selkup language.

The density of energy flux of electromagnetic field generated by precessing magnetic dipole at arbitrary distance from the dipole is analyzed. It is shown that in the far field approximation only radial component of the Poynting vector exists, and it represents the intensity of radiation. In the near zone the Poynting vector has not only radial but also sufficient azimuth component. The pattern of field energy flux distribution is constructed. The obtained results can be used at research of dynamics of atmosphere of magnetized celestial bodies.

Productivity of Lactuca sativa, variety Moskovsky parnikovy growing in protected cultivation under fluorescent film luminescent with maximum of 615 nanometers is studied in dynamics. Change of conditions of plant cultivation by fluorescent film promotes accelerated growth, development and productivity improvement of Lactuca sativa relative to plants growing under unmodified film. Increase in productivity of Lactuca sativa in 1.5 times under fluorescent films is determined by increase in ratio IAA/ABA and decrease in content of АA in plants, and also conjugated with change of enzymatic activity of aboriginal soil microflora.

Сareful study of the rich experience of the Russian and Soviet higher schools is required in modern conditions of reforming the Russian educational system. Such a study will allow to take into account the mistakes of the past and to find the roots of modern problems, and also to formulate the most optimal ways of the current modernization. The need to study the dynamics of the development of the Soviet higher school is due to the scientific and historical relevance of the topic. Analysis of statistical data, archival records management showed that the development of higher education in the USSR in the 1970s and 1980s was ambiguous and contradictory. On the one hand, during this period there is an increase in the quantitative indicators of the output of specialists, the number of higher education institutions is increasing and the number of specialties is expanding. On the other hand, the system of higher education was subordinated to the needs and opportunities of the state planned economy. The state purposefully expanded the training of personnel for the extensive development of production. The growth in the number of specialists with higher education was achieved due to an increase in admission to correspondence and evening departments. Decrease in the financing of education by the end of the 1980s. gradually led to the obsolescence of the material and technical base of universities, to a decrease in prestige, both university professors and graduates who did not find a decent job in their specialty. All this deformed the system of higher education and adversely affected the development of the Soviet state and society.

Discusses general issues of formation of legal consciousness as a form of social consciousness and the specific features of the education of the professional legal consciousness of the cadets of universities of national guard troops of the Russian Federation as future officers, whose professional activity is closely linked with law and order, indicates that cadets of higher education institutions of national guard troops of the Russian Federation are carriers of specific professional legal consciousness, represented by a set of legal knowledge generated values and due to the specific military service personal and professional experience. The process of education of professional legal consciousness of the cadets of universities of national guard troops of the Russian Federation as future advocates and enforcers, is considered in indissoluble communication with their legal education and legal culture. Examines pedagogical and educational conditions for the formation of a high level of professional legal consciousness of the cadets of universities of national guard troops of the Russian Federation in the personality-oriented education model and principles of competence approach in education.

In the article categories of speech and language com¬petence of an individual, types of speech culture of native speakers are compared and analyzed as well as different factors of the categories' formation. The idea of the expedi¬ency of educational linguistic paradigm change, connected with the aim at the leading type formation of the speech cul¬ture of a native speaker of the Russian literary language is suggested. The article is devoted to the analysis of the work of Re¬search Institute of Education in Siberia, Far East and North, Russian Academy of Education at the end of the XXth - the beginning of the XIXth century. There was marked a consid¬erable contribution of Russian Academy of Education (Acad¬emy of Pedagogical Sciences) in the organization of psy¬chological and pedagogical research in Western Siberia. There were distinguished the main stages of the formation and the development of the Institute, from its foundation in 1988 as a branch of the Research Institute of Labor Train¬ing and Vocational Guidance (USSR Academy of Pedagogi¬cal Sciences) up to 2003. There was characterized a conception of the work and the development of Research Institute of Education in Sibe¬ria, Far East and North in the new social and economic con¬ditions, worked out by the scientific body of this Institute, assisted by the leading scientists and participants of the region and approved by the Siberian Branch of Russian Academy of Education. There were revealed aims and goals of the activity of the Institute at the modern stage, described its structure, brought out the main results of the research and experi¬mental work of the scientific body for the last three years.

The author suggests studying English in primary school with the use of the textbook «English Intensive Course For Children and Their Parents by A.A. Vostrikov. E.N. Dudina, and I.A. Itsenko. The main ideas of this technology are: - exposing of the didactic difficulties; - organization of training exercises for development of special abilities (such as communicative abilities, imagination, different types of memory, etc. ); - organization of transitional exercises from development of special abilities to realization of studying activity in intensive conditions; - using of training exercises during the whole course; - using productive methods of teaching. Some tables presenting students' results of the tests taken are included n the article. They illustrate the improvement of the students' results. This technology can be used in teaching German as well as other school subjects.

The stylistic consistency of the heading, title and text contains the semantic code of the type of publication and marks the professional degree of journalism.

The results of airpollution monitoring in towns of Republik of Khakasia demonstrate that the average annual concentration of benzapilene increased by 14,6 % in Abakan, 51% in Sayanogorsk and 24 % in Chernogorsk in 2002. 47,7 % of emissions fall to mototransport’s lot. The analysis of snow and soil by the method of gas chromatography and chromatography – mass spectrometry in the zones of blowout dispersion by the heat and power plant of «Khakasenergo» proved that the content of benzapilene in the blanket of snow is 4·10-5 mg /dm3, in the soil is 0,0010 mg /kg. The usage of different methods of atmospheric emission purification and technology of complete combustion of fuel contribute to the solution of enviromental problems. Per 2003–2004 years the analysis of a snow cover and ground on pollution BP in various areas of city Abakan is carried out in view of sources of pollution
