The article is devoted to the perspectives for the application of speech act theory in the sphere of translation studies. The material of analysis comprises the authentic juridical texts and their Russian translations. The equivalent translation of the juridical texts is based upon the principle which presupposes saving the illocutionary force of the original speech act. The illocutionary force is treated as the legal force of a document, producing the the equivalent target perlocutionary effect both on the primary text recipient and on the secondary text recipient (who is not a native speaker).

The article analyzes the German historical literature devoted to various aspects of social policy realized by Otto von Bismarck. The first Chancellor of Germany created the world's first welfare state in the 1880s. He worked closely with large industry and aimed to stimulate German economic growth by giving workers greater social security. Following that works of German researchers are mostly devoted to problems of internal policy realized by O. Bismarck, such as “an exclusive law against socialists”, “Kulturkampf”, social legislation of 1880-ies, the author makes a conclusion about the necessity to study in complex the historiography of a social policy implemented in the second half of XIX century by O. The paper suggests an etymological analysis of the proper names of heroes – characters of “heroes’ songs”, and mythological and folklore images. As it was found out the nominative units origin from stems meaning “magic, sorcery”, “witchcraft”, “fortunetelling”. The names, in their turn, form a semantic base for verbs meaning “beat”, “knock, whack”, “crush”, “twist, screw”, “roll”, i.e. – verbs denoting heavy physical impact onto the subject. The harder the applied effort is, the more malicious is the mythic character. The analysis of names of mythic ancestors, good and wicked spirits, sorcerers, magicians and wizards showed that they are widely represented in the system of nomination and in the system of word building of the Selkup language.

The density of energy flux of electromagnetic field generated by precessing magnetic dipole at arbitrary distance from the dipole is analyzed. It is shown that in the far field approximation only radial component of the Poynting vector exists, and it represents the intensity of radiation. In the near zone the Poynting vector has not only radial but also sufficient azimuth component. The pattern of field energy flux distribution is constructed. The obtained results can be used at research of dynamics of atmosphere of magnetized celestial bodies.

Сareful study of the rich experience of the Russian and Soviet higher schools is required in modern conditions of reforming the Russian educational system. Such a study will allow to take into account the mistakes of the past and to find the roots of modern problems, and also to formulate the most optimal ways of the current modernization. The need to study the dynamics of the development of the Soviet higher school is due to the scientific and historical relevance of the topic. Analysis of statistical data, archival records management showed that the development of higher education in the USSR in the 1970s and 1980s was ambiguous and contradictory. On the one hand, during this period there is an increase in the quantitative indicators of the output of specialists, the number of higher education institutions is increasing and the number of specialties is expanding. On the other hand, the system of higher education was subordinated to the needs and opportunities of the state planned economy. The state purposefully expanded the training of personnel for the extensive development of production. The growth in the number of specialists with higher education was achieved due to an increase in admission to correspondence and evening departments. Decrease in the financing of education by the end of the 1980s. gradually led to the obsolescence of the material and technical base of universities, to a decrease in prestige, both university professors and graduates who did not find a decent job in their specialty. All this deformed the system of higher education and adversely affected the development of the Soviet state and society.

Methodological strategies of solving these tasks can be put as dilemma. Constructive solution of this dilemma is based at “Semiotic Attractor” conception. The concept became a synthesis of the philosophy of process, results of methodological research related to information phenomenon as a process and results of fundamental research of non-linear dynamics and semiotics. The concept expresses conditions of organization of states meeting nature of managed system's attractors. This “Semiotic Attractor” is realized as an occasion – occasion of random selection and occasion of unexampled innovation's generation. Organization of conditions leading to occurrence of similar occasions is relevant to solution of innovations management tasks. Solution was obtained on basis of four interdependent conditions: 1) innovations management is management of targets; 2) phase states of targeted situations set by semiotic means exclusively; 3) information mechanisms of self-organization require intermediary situation to be formed which should be dependent on asymptotical target; 4) verbalization of asymptotical target should represent current intermediate situation. The latter does not mean concealment of final targets but meet requirement for future should be open for the future innovations. Selection of final target is a choice between aspirations of altruism, perfectionism, hedonism or utilitarianism.

Sounds-images are looked upon as the echo of the legend «On the mis¬sion of a singer» so they are considered as very mean¬ingful for the poet's work as a whole. Moral and aesthetic problems are cleared out, and special attention is paid to the problem of the hero's choice: either to heed the sound of the demonic inspiration or to follow the voice of the Almighty.

The article is devoted to the analysis of the work of Re¬search Institute of Education in Siberia, Far East and North, Russian Academy of Education at the end of the XXth - the beginning of the XIXth century. There was marked a consid¬erable contribution of Russian Academy of Education (Acad¬emy of Pedagogical Sciences) in the organization of psy¬chological and pedagogical research in Western Siberia. There were distinguished the main stages of the formation and the development of the Institute, from its foundation in 1988 as a branch of the Research Institute of Labor Train¬ing and Vocational Guidance (USSR Academy of Pedagogi¬cal Sciences) up to 2003. There was characterized a conception of the work and the development of Research Institute of Education in Sibe¬ria, Far East and North in the new social and economic con¬ditions, worked out by the scientific body of this Institute, assisted by the leading scientists and participants of the region and approved by the Siberian Branch of Russian Academy of Education. There were revealed aims and goals of the activity of the Institute at the modern stage, described its structure, brought out the main results of the research and experi¬mental work of the scientific body for the last three years.

The results of airpollution monitoring in towns of Republik of Khakasia demonstrate that the average annual concentration of benzapilene increased by 14,6 % in Abakan, 51% in Sayanogorsk and 24 % in Chernogorsk in 2002. 47,7 % of emissions fall to mototransport’s lot. The analysis of snow and soil by the method of gas chromatography and chromatography – mass spectrometry in the zones of blowout dispersion by the heat and power plant of «Khakasenergo» proved that the content of benzapilene in the blanket of snow is 4·10-5 mg /dm3, in the soil is 0,0010 mg /kg. The usage of different methods of atmospheric emission purification and technology of complete combustion of fuel contribute to the solution of enviromental problems.
