The article describes decay dynamics of dominant plant species in bog complexes of the south taiga subzone in West Siberia. On bog plant material decomposition has taken place during warm time of year when water table was low and oxygen passed easily in upper part of peat. Plant fractions are divided into two types in accordance of the character decay. Plant fractions are grouped in three groups relatively of rate decay. The maximum decay rate belongs to Menyanthes trifoliate L., the leaves and rhizomes losses are 80 % mass relatively initial value after two years of experiments. The roots and rhizomes of Eriophorum vaginatum L. decomposed slowly then other fractions; the losses were 20 % after two years of experiments. Sphagnum mosses were lost from 20 to 40 % of mass.

Petrov A.V. FISCAL POLICY OF RUSSIAN REGIONS IN THE FINANCIAL CRISIS. Tomsk State Pedagogical University Bulletin. 2014. Issue 8 (149). P. 120-126

The global financial and economic crisis in different ways influenced the budget system of the Federation, therefore to analyze fiscal policy regions were grouped in such a way as to identify subjects with similar crisis consequences. In the article all regions were divided into nine types, they were subsequently divided into three groups. As a result of this work, we found that the most sensitive to the crisis was a group of regions with the average development, as well as areas of the economy which is the basis of engineering, also clearly observed low degree of competitiveness of the manufacturing sector. Among the regions, where the main focus is the mining industry, as part of the study we revealed a high degree of dependence on conditions in the world oil market. Under these conditions, the role of government fiscal policy, especially in the field of intergovernmental relations, is becoming one of the defining factors of socio-economic development of regions.

The image of death – sowing – became highly significant. The human body dipped into soil becomes nutritious environment and obtains the qualities of a seed, from which a new world, the heaven on earth, is to grow. Sarkisova A.Y. INTERFERENCE DIFFICULTIES OF MASTERING OF RUSSIAN PHONETICS BY NATIVE SPEAKERS OF THE MONGOLIAN LANGUAGE. Tomsk State Pedagogical University Bulletin. 2016. Issue 7 (172). P. 39-44

The article analyses the most typical pronunciation errors of the Mongols in the mastery of the Russian language. Characteristic phonetic differences are determined by different phonetic systems of two languages (lokalisasi and consonant), the difference of articulatory bases, the laws of the positional distribution of phonemes and phonetic oppositions, and peculiar to each language characteristics in suprasegmental level. The most serious errors that lead to misunderstanding are related to the violation of the structure of the Russian word. It is expressed in the reduction of vowels in all syllables except the first, the frequency of prosthetic and epistatically vowels appearance. Reduction of vowels at the end of the Russian word leads to the lack of expression of grammatical values. Interference difficulties in mastering the Russian accent are determined by the constant (fixed) accent in the Mongolian language and articulatory differences in the accentuation of the main syllable in two languages. The law of vowel harmony in Mongolian language is the cause of most mistakes in the Russian words concerning positional distribution of phonemes. Carried out in a comparative aspect the systematization of the main phonetic difficulties can be used in the methodological development and practical training of the Mongols Russian as a foreign language.

Stepanov A.A., Osipov Y.M. To the question of the dialogue nature of thinking and its methodological value for engineering applied designees. Tomsk State Pedagogical University Bulletin. 2001. Issue 2 (27). P. 60-63

The article considers mental dialogue as a methodological basis for engineering applied designees The author makes a supposition of an invariant structure of the dialogue thinking and suggests the conditions under which the dialogue takes place. The conclusion of the article is as following: a traditional linear scheme of design stages (technical task - technical offer - draft design - technical specifications and test samples) should be considered in terms of hermeneutic circle. In other words it is necessary to include certain returns to early stages of the design process into the course of the dialogue.

This very problem caused the environmental disaster of the planet, it was settled that the spirit of a man is a form of synthesis, it binds together the highest senses of the spiritual life and the consciousness of a man. It was found out that onesided development of one of the poles of the spirit leads to the formation of soulless highbrows on the one hand and senseless crowds of people living by instincts, archetypes of individual collective unconsciousness (the experience of fascism and Stalinism) on the other. A man's soul in predominant of the spiritual life of a man, being the main to determine the consciousness of a man. This constitutes the freshness of the work.
