The article is dedicated to forming of ecological culture from the point of value settings. The application of historical and genetic approach is contributed to this process. For the analysis of different periods in the development of ecological consciousness, the following stages of perception of nature by a man could be distinguished: ecophobia, ecophylia, object perception of the nature, subjective perception of the nature, pragmatical perception of the nature, coevolutional interaction of the nature and society. In this aspect education is presented as space producing conditions for self-actualization, self-activation of a person, and working-out by a learner his or her «ego» The main and essential in this process is under-standing of coevolution of a person and nature, that is combined coexistence. In connection with it, from our point of view, the development of ecological education taking ecological culture into consideration is necessary.

Filchenko A.Y. NEGATION IN EASTERN KHANTY. Tomsk State Pedagogical University Bulletin. 2012. Issue 1 (116). P. 38-44

The paper outlines the main patterns of negation in the endangered Eastern Khanty dialects of Western Siberia. Eastern Khanty negation is coded primarily by the negator of two types, indicative/declarative YntY and imperative дl. In terms of the position of negative marker, Eastern Khanty shows consistent preference of preposing. Concerning the morphosyntacic symmetry of negatives, Eastern Khanty appears predominantly symmetrical, showing no morphosyntactic variation between affi rmative constructions on one hand, and negative constructions on the other, while main variations in the marking negation concern imperatives and existentials.

Zhukova E.A. HIGH TECHNOLOGY FROM THE PERSPECTIVE OF HUMAN ECOLOGY. Tomsk State Pedagogical University Bulletin. 2014. Issue 11 (152). P. 199-205

This article analyzes the impact of high technology (Hi-Tech) and high socio-humanitarian technologies (Hi-Hume) on the person. The increase of humanity’s technological capabilities is accompanied by the increase of our dependence on those capabilities. High technologies (information technology, nanotechnology and biotechnology) show the fragility and vulnerability of the person in front of them as generated power. Hi-Hume are aimed at manipulating individual and mass consciousness. To these technologies the author includes some modern marketing and management technologies which accompany Hi-Tech-manufacture (advertising, PR, personnel management and knowledge management, etc.). Hi-Hume promote the growth of human dependence on technology, because they form the new needs. The man begins to be seen as a natural-technical system (in Hi-Tech) or as a socio-technical system (in Hume), and the body and mind of the man as driven technological objects. This puts the problem of ecological safety of high technologies. Assessment of environmental safety on the basis of the «precautionary principle» should be held in respect as Hi-Tech and so Hi-Hume. The difficulties of their ecological expertise revealed: the lack of scientific data, scientific and technological backwardness of experts who carry out the assessment of environmental safety of Hi-Tech, secrecy in technoscience, mythologizing of Hi-Tech and veiled actions of Hi-Hume.

Keywords: high technology, high socio-humanitarian technologies, Hi-Tech, Hi-Hume, technology of consciousness manipulation, human ecology, ecological safety, ecological expertise of high technologies, environmental aspects of high technologies

Matviyenko O.V., Ushakov V.M. The computational investigation of the impurity dispersal in the atmosphere. Tomsk State Pedagogical University Bulletin. 2002. Issue 2 (30). P. 17-20

A combined model where the vertical impurity dis¬persal was calculated by means of a set of differential equations, such as equations of motion, turbulent dif¬fusion and heat conduction, while the horizontal dis¬persal was computed by a Gaussian model was used. The proposed model is complemented with as¬signed semi-empirical dependences for altitude varia¬tions of wind velocity, turbulent exchange coefficient, atmospheric temperature and turbulence statistics. The calculations done allowed us to estimate the pollution level for different meteorological conditions and pollu¬tion sources and provide recommendations as to how to reduce its disastrous effect on the environment.

As a rule, precedential phenomena in political discourse are very specific. Their source can be found either in the sphere of politics or historic events of the nation. Precedential phenomena in political discourse usually have a short life span. There types are precedential texts, names and expressions. While translating national precedential phenomena, interpreters prefer to use concrete definition, equivalents or analogues of phraseological units. Sometimes precedential phenomena are lost in translation. Conclusion. So national precedential phenomena represent an important characteristic of political discourse. They serve as a link between the author and the recipient, make the speech more vivid and emotional and influence the audience in a specific way. But their national peculiarities often impede the translation process. Anyway some knowledge of cultural sources is necessary for correct interpretation and understanding of precedential phenomena.
