The importance of Good Governance in the coun¬try's development process was emphasized by the World Bank, which also pointed out four main princi¬ples of Good Governance. In this article, the author focuses at the present conditions of Kazakhstan's Governance and whether it goes along with the prin¬ciples of Good Governance announced by the World Bank. One of the main outcomes of the analysis of Kazakhstan's Governance is the instability of the pub¬lic sector management, in particular, of the bureaucratic apparatus; a quite sufficient financial accountability; and legislation being at the development stage. Trans¬parency and information are improving. However, in order to build the real Good Governance the Republic of Kazakhstan needs time. And, to become a democ¬racy, Kazakhstan should promote political competition in a real sense.

Mastepak T.G., Poleva E.A. THE MOTIF OF WIND/STORM IN THE NOVEL DESPAIR BY V. NABOKOV // Tomsk State Pedagogical University Bulletin. 2019. Issue 6 (203). P. 47-55

The year of 2019 is the anniversary of two writers of different eras – A. S. Pushkin (1799–1837) and V. V. Nabokov (1899–1977). This study did not initially include the goal of identifying the “bringing together “of two writers, but an analysis of the wind motive led to results that broadened the ideas about the creative dialogue between Nabokov and Pushkin already established in literature. The aim of the work is to analyse the wind / storm motive in V. Nabokov’s novel “Otchayaniye” (Despair) in relation to cultural tradition. Material and methods. Motive and intertextual analysis based on the work of B. Gasparov, I. Silantyev. For understanding of the functionality and archetypical semantics of the wind / storm motive, the studies of K. Nagina and E. Nikanorova are significant; among the research work on Nabokov, the baseline for this study is, firstly, the article by A. Dolinina, who described the principles of using V. Nabokov to use Pushkin’s intertext in the novel “Otchayaniye” (Despair). Results and discussion. When analyzing “Otchayaniye” (Despair), it was considered that the narrative motive is often implemented in conjunction with an anonymous motive, therefore the focus of research attention was not only the wind motive / storm motive, but also windcalm. It was revealed that the wind motive in the novel is polysemantic and “works” to reveal the main themes and problems in the novel, “involved” in the design of the author’s concept of the work. It is associated primarily with moral and ethical issues: the definition of boundaries and the essence of free will, crime and punishment. It was found that the motive functionally considered in the novel correlates with the archetypal image of the storm, which traditionally embodies above the personal will and trial, the condition of passage of which is the strength of the moral basis of the individual. For the immoral character, who is the central hero of the novel, Herman (a murderer who is not experiencing remorse and torment of conscience), the wind turned into a storm, carries the semantics of punishment (“frightening” wind, “murderous drafts”). The study revealed the use of Nabokov’s method of increasing gradation in the design of the wind motive, which accompanies Hermann’s doubts and moral throwing, turning into a storm at the moment of final despair. Stillness arises at the climax points of the plot (the murder of an imaginary double and Herman reading his own, which must justify, but expose his mediocrity, “story”). If Herman interprets windcalm as the indifference of being to human life, as the absence of God, then at the author’s level “silence of being” emphasizes Nabokov’s idea of free will: nature does not give signs and does not interfere with a person’s moral choice. The analysis of the wind motive made it possible to reveal, the Pushkin’s fairy tale “Skazka o Rybake i Rybke” / About the Fisherman and the Fish as a significant intertext of the novel; the final “Otchayaniye” (Despair) correlates with the outcome of the tale: the character who wished to become a “despot” not only of his own being, but also of the lives of others (to take the place of God), remained “by the broken washtub”. Conclusion. This study made it possible to expand the understanding of the intertextual connections of the novel by V. Nabokov, to clarify the author’s concept of crime and punishment.

Kovylin S.V. TOWARDS THE PROBLEM OF MULTIPLE NEGATION IN EASTERN KHANTY AND SOUTHERN SELKUP // Tomsk State Pedagogical University Bulletin. 2014. Issue 10 (151). P. 106-113

The article addresses the problem of multiple negation in eastern, Vach and Vasjugan, dialects of Khanty and Southern dialects of Selkup. The article is based on the typology of multiple negation according to which four types of multiple negation can be pointed out: double negation, weakening negation, negative concord and emphatic negation. In the beginning of the article the information on theory of common and multiple negation is given. Also some peculiar theoretical moments such as negative polarity items and etymological duplets are discussed. Then, consequently, for each language, different markers and strategies of negation are discussed: common negation, imperative negation, existential negation, negation at pronouns and adverbs, negative modal verbs, morphological negation, negation under the influence of Russian. On this basis, different strategies of singular and multiple negation were revealed. At the end of the article the comparison of these strategies in two languages and conclusion takes place. In the languages under discussion, in the sphere of negation, some systemic changes took place connected with the influence of dominating Russian language. Different negation markers were loaned from Russian and adapted to the common use of native speakers.

The article describes the specifics of training of Chinese students of physical and technical profile to the perception of authentic material in the specialty using training innovative manuals. Tackling language material for the manual was due to educational and professional activities of students, peculiarities of the technical communication. The sequence of presentation from the word to the text reflects the understanding of authentic material from “recognition” of the words (phrases, cliches) to its context use and independent use in speech and in the production of secondary texts (written and oral). This logic of the material is motivated primarily by the features of teaching chinese-speaking students to a foreign language (Russian). As a result, the complex of tasks focused on the development and improvement of all types of speech activity in the field of professional communication is presented.

Boldyreva I.I. THE PROBLEMS OF IMAGE AND STATUS OF EDITH OF WESSEX IN THE LIFE OF EDWARD THE CONFESSOR // Tomsk State Pedagogical University Bulletin. 2015. Issue 9 (162). P. 196-201

The paper considers specific features of image and status of English king Edward the Confessor’s wife Edith based on “Vita Ædwardi Regis” that was written in the middle 60-s of the XI c. on the orders of Edward’s widow. Edith’s status as the queen at her husband’s court as reflected in the “Vita…” well fitted in the overall trend of late Anglo-Saxon rulers’ wives strengthening influence on state affairs. However, the key factor in Edith’s “career” and in her image interpretation by the “Vita…” was her kinship with the powerful Godwin’s clan, the English king had to reckon with. By representing herself in the “Vita…” as the ideal wife, queen, sister and daughter of the powerful Godwin family members Edith attempted at strengthening her position at the royal court after the death of king Edward, her husband.

The article deals with the role of value-semantic component in forming the professional orientation of an adolescent. It is noted that an important feature of values is their role in defining strategic life goals. As a result of the research among schoolchildren aged 14 and 15 we revealed low indices of rationality and high dependence on other people’s opinion that is due to the fact that adolescents have inadequate recognition of their values. We also noted a significant role of external motives in choosing a career which can have a negative effect on realizing the individual potential of adolescents in their future professional activity.

The article describes some results of a research on the techniques of teaching the discipline «Methodology and information technologies of project management» to the students of the field «Applied Informatics». This work develops the statements of works [1–3]. The present article generalizes authors’ teaching experience and demonstrates some working practice. The research on educational process shows the necessity of subject field extension to provide future graduates with related theoretical and practical knowledge that will enlarge their professional skills and thus will forward them to be more successful and competitive in work. Thus, the aim of the study is to improve the existing disciplines’ programs to build a branched system of teaching and learning materials that will meet the requirements of contemporary educational process. In this article some questions of teaching techniques the discipline «Methodology and information technologies of project management» are considered. Some elements of electronic courses are presented, as far as the system of evaluation of educational achievements is described. Microsoft Project that is studied among existing management systems was chosen to demonstrate some evaluation tests and education material. The Moodle platform served as basis for summing up and testing of created techniques. Further goals on educational system development are also argued. It is planned to continue the development of electronic courses intended for supporting independent student work while studying the disciplines. The question of remote professor’s guidance is also mentioned.

Yan Z. INVARIANCE AND VARIABILITY IN THE PHRASEOLOGICAL SYSTEMS OF THE RUSSIAN AND CHINESE LANGUAGES: FROM THE EXPERIENCE OF THE COMPARATIVE LINGUOCULTURAL DESCRIPTION // Tomsk State Pedagogical University Bulletin. 2020. Issue 5 (211). P. 9-18

Introduction. The article is devoted to the consideration of ways of implementing language variability, represented at the level of phraseological subsystems of the Russian and Chinese languages. The object of the scientific description is the sphere of linguistic semantics, which receives conceptual understanding in connection with its study in the aspect of intercultural and interlanguage communication. The presence of a semantic invariant in the content of Russian and Chinese phraseological units is determined by the existence of general tendencies of sense formation and the action of universal laws of development of any national language. Semantic variants arise due to the peculiarity of national linguistic cultures as a result of the combined action of a number of extralinguistic and linguistic factors. Aim and objectives. The aim of the study is to study the functional manifestations of the theory of variation at the phraseological level of the Russian and Chinese languages in the aspect of comparative linguocultural interpretation. Material and methods. 54 phraseological units operating in modern Russian and Chinese languages, selected because of a continuous selection from lexicographic sources, were used as units of analysis. The main one is the comparative linguoculturological research method. Results and discussion. The starting point of the study was the thesis that phraseological units have not only linguistic, speech, but also linguocultural and linguocognitive status. In the meaning of most Russian phraseological units there is a pronounced national-cultural component of meaning. Taking this factor into account, general (invariant) and private (variative, characteristic for a particular linguistic culture) semantic components in the semantics of phraseological units that make up correlation semantic pairs (equivalent, non-equivalent, incompletely equivalent) are identified. In equivalent paired phraseological units, the core of semantics is the semantic invariant, nonequivalent ones are dominated by variable semantic attributes, incompletely equivalent are transitional types. Conclusion. Comparative linguistic and cultural studies make a significant contribution to the study of various linguistic concepts, including the theory of language variability, semantic interpretation, translation, on the basis of which it is concluded that they are extremely relevant for the modern scientific paradigm.

In this article we apply BRST approach to Lagrangian construction for massive fermionic fields in d-dimensional anti de Sitter space. The obtained Lagrangian theory is a reducible gauge model containing, besides the basic field, a number of auxiliary (Stuckelberg) fields and the order of reducibility grows with the value of the rank of the antisymmetric field. We show that one can get rid of all the auxiliary fields and the final Lagrangian for fermionic antisymmetric field is formulated only in terms of basic field.

Open ination is a cosmological scenario in which the universe is a vacuum bubble nucleated from false vacuum decay and a period of inationary expansion followed in the nucleated bubble. This scenario is currently receiving renewed interest in the context of the string theory landscape. Since there are a large number of metastable de Sitter vacua in the string landscape, tunneling from one vacuum to another occurs frequently through the bubble nucleation and open ination is naturally realized. We argue that though the universe appears to be very at, a small deviation of омега0 from unity can make the effect of tensor-type perturbations on the large angle CMB anisotropy signicant. Thus we are already testing the string landscape against observations.

Contextual co-occurrence of morphemic repetition and syntactical parallelism in English fiction is by no means an exception. Interrelation of these syntagmatic phenomena reveals itself in the diversity of word combinations specifically correlated as to the following features: the number of constituents, the extent of syntactical parallelism, the linguistic status of the reiterated morpheme, the type of semantic ties between the morphemically related constituents. The interrelation considered is not a mere interplay of the twofold reiteration – on the morphemic and the syntactical level but primarily it is a most important means of carrying the meaning.

The article explains the use of the net present value for the evaluation of the effectiveness of forest management strategies for specific sites. In Russian practice, this indicator is mainly used for the evaluation of investment projects, but in forestry developed countries such as Finland and Canada for several decades now this index is used to evaluate the effectiveness of management of forest areas and planning for logging and reforestation on them. This is due to the fact that in the forestry sector, as well as in investment projects a great role is played by the factor of time, i. e. flows of revenues and expenses can be considerably spaced apart in time. This means that the use of indicators such as net income, profit, profitability, etc. do not allow to obtain complete information and give distorted results, as the time factor is not taken into account. Using an integrated model of economic evaluation in the context of strategies may also lead to an increase in the volume of selective logging, because their benefits can be assessed more clearly.

The article presents the results of an experimental study of the volume and quality specificity of educational material reproduced by students five years after memorizing. Analyzes the number of generic semantic units, sentences, words, and the number of eligible and introducing distortion. At this stage of the experiment students aged 17–18 took part, the sample size was 25 people. The results show that the longer the period of time between memory and recall, the clearer is the influence of its success of such factors as the level of representation of information in the memory of man, and especially the functioning of intelligence in general. Conducted longitudinal study provides a unique opportunity to follow the laws of preservation of educational material by students in a modern comprehensive system.

Komparelli R. FESTIVITY’S SUBJECTS IN B. POPLAVSKIY’S POETRY // Tomsk State Pedagogical University Bulletin. 2015. Issue 6 (159). P. 197-200

The article analyzes the semantics of the lyrical themes related to the situations of the festivity in its different variations: funeral processions, circus performances and others. It is deduced that the importance of these lyrical subjects in the contest of the city’s image and in the aspect of their connection with the inner life of the lyrical hero. It should be noted that there are cases of contamination of different type of festivity in a single poetic text. Nevertheless it doesn’t mean that the individual content and form of each type of festivity’s system is missing. The author marks the motives of festivity’s lack of organicity, participants’ tiredness from their own dissembling. The situation of festivity is included in the context of ontological bases of being, principles of time and death. The importance of festivity’s catastrophic conclusion, when the man is unable to defend himself from tragic state of the world is deduced. Those texts in which emerges the phantasmagoric scene of the Ball of the dead men occupy a particular position. This scene represents the generation of the lyrical hero-poet’s inner world. This kind of festive plots’ transformation incarnate the idea of tragic bases of creative gift.

Shchukov D.A. THE ECHO OF V. A. ZHUKOVSKY’S WORKS IN N. V. GOGOL’S STORIES “NEVSKY PROSPEKT”, “THE PORTRAIT”, “THE OVERCOAT” // Tomsk State Pedagogical University Bulletin. 2022. Issue 4 (222). P. 107-120

Introduction. The creative heritage of N. V. Gogol to this day encourages many literary critics to productive studies. In particular, researchers are interested in the intertext of V. A. Zhukovsky in the works of the writer. When considering the works dedicated to the personality and creativity of Gogol, it is really difficult not to find a mention of this Russian poet, since he was important for Gogol’s creative consciousness. In this regard, the purpose of the article is to determine the degree of Gogol’s acquaintance with Zhukovsky’s work during the writing of the “Petersburg Stories”. It is also important to identify and analyze the motives, plots, allusions and reminiscences of Zhukovsky’s works in Gogol’s stories. This will help to see the peculiarities of Gogol’s mastering of the poet’s works, to identify the transformations that Zhukovsky’s discoveries used by him have undergone in Gogol’s artistic system. Material and methods. Since most of the references to Zhukovsky’s work are present in Gogol’s stories “Nevsky Prospekt”, “The Portrait” and “The Overcoat”, the study will be organized on the basis of them. Biographical and comparative research methods are used in the work. Results and discussion. In the story “Nevsky Prospekt”, the narrator describes a refined, creative nature. A similar type often appears in Zhukovsky’s lyrics. In addition, the features of Zhukovsky’s idyll are revealed in the description of the image of the stranger Piskarev met: simplicity is glorified in it and the hero’s desire for harmony and purity is obvious. You can also pay attention to the fact that the artist deifies the young person he met. Probably, in her image, the author tried to reflect the highest manifestation of female beauty on earth, which for Gogol-Christian, of course, was the Madonna. In this case, the feelings of the young man are similar to those described by Zhukovsky in the aesthetic manifesto “Raphael’s Madonna”. However, the beauty leads Piskarev to a brothel. His idealistic consciousness cannot admit that beauty and vulgarity can be synonymous. This correlates with the principles of kalokagatiya, which were common in the Russian literature of the Romantic era and were reflected in the works of Zhukovsky. Having failed to resolve the conflict between reality and dream, Piskarev resorts to opium sleep, which, replacing life for him, becomes one of the factors that led to the tragic denouement, because, seeing his personal paradise in a dream, the artist increasingly moves away from reality and, ultimately, loses the ability to real life. In the features of the story’s plot, one can see the transformation of the idyllic motifs of Zhukovsky’s works. Faced with reality, Piskarev loses his mind. Such a finale is correlated with the plots of ballads which were translated by Zhukovsky. In them evil tempts and lures the unfortunate victim into a trap, and then takes his / her life (“Der Taucher”, “Erlkönig”). Thus, beauty for Gogol is no longer a sign of good. He comes closer to understanding the true beauty and the false beauty of Zhukovsky’s balladeer, shows the fragility of harmony in the world. The novel “Portrait” is considered by some researchers as an aesthetic manifesto of Gogol. This also suggests following the traditions of Zhukovsky. In addition, the two-part structure of the story may refer to the architectonics of Zhukovsky’s story “The Twelve Sleeping Maidens”. Her two ballads “Gromoboi” and “Vadim” are also opposite in their ethics and have ideological similarities with Gogol’s story. In the work, one can also find plot echoes with such works of the poet as the ballads “Lyudmila” (Lyudmila’s grumbling at fate is similar to Chartkov’s behavior) and “Varvik” (the character’s sin also provokes the appearance of otherworldly forces, which is a kind of warning and test). It can also be mentioned that Zhukovsky’s rebel heroes, dissatisfied with their lot, as a rule, suffer a painful defeat and their soul goes to hell. Something similar is happening with Chartkov. As for the second part of the story, it also has common features with Zhukovsky’s manifesto “Raphael’s Madonna”, because Gogol’s icon painter creates a picture that literally “breathes” divine grace. In the story “The Overcoat”, humanistic and Christian motives are revealed. The main character does not expect a better fate, but humbly fulfills his official duties. Children’s enthusiasm and sincerity, coupled with a truly zealous service, turn him into a real ascetic. Bashmachkin’s purity and love for people, as well as his self-sacrifice, allow us to say that his behavior is akin to chivalry, which was characteristic of the main character of “Don Quixote of La Mancha”, the translator of which was Zhukovsky. However, having received “God’s mercy” in the form of a greatcoat, which could well personify a “beautiful lady”, Bashmachkin is no longer so zealously performing his service. The tragic ending of the work can be connected with this. Similar ethical laws apply in the art world of Zhukovsky. Nevertheless, after death, the official returns to true service: by returning in the form of a ghost (which is the image characteristic of Zhukovsky’s works) to a significant person and other high-ranking officials to pick up overcoats, he restores a certain balance in the world. Thus, the universal justice inherent in the artistic world of Zhukovsky is being actualized again. Conclusion. The “Petersburg period” of Gogol’s work is closely connected with Zhukovsky’s creative activity. Gogol gets acquainted with the poet’s lyrics and publicism, actively reflects on what he found in it. It is important to emphasize that Gogol directly assimilates the aesthetics and poetics of Zhukovsky, after which he reproduces certain aspects of the poet’s creativity in his works, subjecting them to his own creative processing, which in general contributed to the formation of the writer’s unique genius.
