Introduction. The article is devoted to the study of the actual problem of development of the International educational program “Step by Step”. The analysis of sociological, psychological, pedagogical, methodical works of famous domestic and foreign scientists and practitioners allowed to consider the historical and pedagogical aspects of the problem of development of this program, both abroad and in Russia and Kazakhstan. Material and methods. The study was conducted on the basis of use of theoretical and empirical methods, the main of which was the analysis of interaction of participants of educational process and research is based on the lessons of science and math in elementary school. This work was carried out in three stages. The first stage was to determine the main theoretical and methodological provisions for the problem, analyzed the degree of its study, defined the General provisions. The second stage was to identify the features of the application of “Step by Step” in the classroom model of primary school. The third stage was to analyze the effectiveness of children’s education using the technology “Step by Step”. Results and discussion. The comparative analysis allowed to consider the historical and pedagogical aspects of the problem of development of this program abroad, in Russia and Kazakhstan, as well as to justify the validity of the use of the term technology in relation to”Step by Step”. The presented analysis of the concepts “technology”, “educational technology”, “pedagogical technology” proves the possibility of using the term “technology” with respect to “Step by Step”. Much attention is paid to the problem of social competence of the modern primary school student and its development in primary school. Conclusion. Historical and pedagogical analysis of the development of “Step by Step” allows us to understand the essence and main idea of this technology. The goal of the educational process is the development of a child’s personality, its individuality, uniqueness, based on beliefs and faith, with the features of own “internal world model”, the structure of subjective experience, where the subject relations are based on the principles of individualization, cooperation, partnership and freedom of choice activities. The use of technology “Step by Step” increases the value of learning through a fundamentally new democratic approach that meets the standards of today and promotes dynamic cooperation of all parties to the educational process, during which there is an individual improvement.

In this article the duality of mentality of a man of traditional cultures of Siberia and the North is characterized by a combination of empirical and pre-ioglcal elements of mentality. Empirical element of mentality of a man of traditional culture embodies individual practical experience of formal-logical order. But being indifferent to the objective cause and effect relationships of the phenomena, he reveals particular attentiveness to manifested and hidden mystical links between phenomena, the basis of which is the law of mystical contiguity of cause and effect. As a result of domination of such law a man of traditional society makes his behavior in the culture. This explains the duality of mentality of a man of traditional culture of Siberia and the North, whose empirical intuition is subjected to the «supreme collective notions*.

The paper outlines the main patterns of negation in the endangered Eastern Khanty dialects of Western Siberia. Eastern Khanty negation is coded primarily by the negator of two types, indicative/declarative YntY and imperative дl. In terms of the position of negative marker, Eastern Khanty shows consistent preference of preposing. Concerning the morphosyntacic symmetry of negatives, Eastern Khanty appears predominantly symmetrical, showing no morphosyntactic variation between affi rmative constructions on one hand, and negative constructions on the other, while main variations in the marking negation concern imperatives and existentials.

The article substantiates the need for a project competence in teacher’s personal resource. It is noted that fixed in the federal state educational standard of higher education requirements for students’ project competencies involve the selection of adequate to the content of these requirements methods of pedagogical work on their formation. The paper reconstructs the experience of developing the project competence of philology students in the process of organizing educational events in the practice of collaboration between tertiary and secondary educational institutions. An empirical model of such interaction, the joint production of innovative developments, has been revealed using humanitarian research methods. A combined model where the vertical impurity dis¬persal was calculated by means of a set of differential equations, such as equations of motion, turbulent dif¬fusion and heat conduction, while the horizontal dis¬persal was computed by a Gaussian model was used. The proposed model is complemented with as¬signed semi-empirical dependences for altitude varia¬tions of wind velocity, turbulent exchange coefficient, atmospheric temperature and turbulence statistics. The calculations done allowed us to estimate the pollution level for different meteorological conditions and pollu¬tion sources and provide recommendations as to how to reduce its disastrous effect on the environment.

In this article we can see the application of Marxian and Weberian conceptions of estrangement for the description of the conditions of work and education in the USA in the 19th century. If in the Marxian conception the estrangement in capitalistic society increases permanently, then in Weberian conception the estrangement weakens by the increase of qualification and by the reformation labour ethics of “beruf”. However in case of the USA we can see what the estrangement was not weakened owing to reformation labour ethics of “beruf”, but owing to diversification of possibilities. The problem of estrangement is a problem of development of capitalism but it needs its own methodology.

Concept “los” (“destiny”) as a key in the Polish culture has many lexical representation. “Destiny” in Polish is the life, the existence of someone or something; future, sequence of events; the supreme regulatory beginning. Destiny is thought of as contradictory, ambivalent beginning. It is able to help or hinder. Carriers of the Polish language are ambivalent in their relation to the destiny. Presence of the destiny may either be approved or denied. Poles have different views on the nature of destiny. On the one hand, destiny is presented as unchangeable and predefined from above. On the other, there is a view that it is created during the life (existence), and, for example, a person can have a significant influence on it. Metaphorically in Polish destiny is represented by the signs of person, connecting or disconnecting, gracious or formidable beginning.

For the first time the attention is paid to the little-known review (obozrenie) “Odyssey” (1928) by Nikolay Erdman and his co-author Vladimir Mass. This text is travesting performance of the adventures of Odysseus, the main hero of Homer’s epic poem of the same name. The review includes three monologues of the assistant director (pomoshnikrezhissera). These monologues are not directly related to the plot of modern Odysseus’s adventures. Based on the works by Y. M. Lotman the article examines these monologues as a particular case of text within a text / theater within a theater. The article reveals peculiarity of comicality in the speeches of the assistant director, nature and functions of this character which unite him not only with chorus of Ancient Greek drama, but also with performers of Russian farce (balagan).

This article deals with precedential phenomena in political discourse. Aim and objectives. The aim is a comparative research of national precedential phenomena which function in Russian political discourse and of their translation into the English language. The objectives of this paper are to define methodology of the research, to select the necessary language material and to find the ways of translation of precedential phenomena taken from Russian culture into English. Material and methods. The methodology of the research is based on the cognitive linguistics theory. The methods are cognitive modelling, discourse analysis, comparative analysis. The selection of the material was carried out with the solid sampling method. To analyze and systematize the material a method of description was used. The material for the study were sampled out from the official website of the Russian president Vladimir Putin. Results and discussion. The results of the research showed that political discourse is a very productive sphere for the creation of national precedential phenomena. As a rule, precedential phenomena in political discourse are very specific. Their source can be found either in the sphere of politics or historic events of the nation. Precedential phenomena in political discourse usually have a short life span. There types are precedential texts, names and expressions. While translating national precedential phenomena, interpreters prefer to use concrete definition, equivalents or analogues of phraseological units. Sometimes precedential phenomena are lost in translation. Conclusion. So national precedential phenomena represent an important characteristic of political discourse. They serve as a link between the author and the recipient, make the speech more vivid and emotional and influence the audience in a specific way. But their national peculiarities often impede the translation process. Anyway some knowledge of cultural sources is necessary for correct interpretation and understanding of precedential phenomena.

The various types of water basins, i. e. river, accessory, marsh and continental ones, are considered as biotopes for fresh-water mollusks of North-Siberia. For each of the above basin types the qualitative and qualitative composition of mollusks is reported and the most widely spread species are indicated. Regarding the biotopes and environmental factors involved, rheo-, stagno- and eurybionts are found to predominate among the fresh-water mollusks of Northern Siberia. The adaptation of mollusks to certain environmental factors of the water basins and their distribution in the biotopes because of these factors are considered.

The presented results of the calculation water balance element for three represent water basin of big Vasyugan mires with a different degree of paludification on month interval for the period 1990–2009 years. There was analysed the perennial track records of the precipitation, evaporations and expenses of water, influence of the change the climate on hydrological marshes regimen. The correlations are estimated between elements of the water balances at different years.
