The reason for this was the conversion in the early sixties the provincial statistical committee, which until that time was held with the governor’s office. Since that time, the statistics committee became an independent institution, which attracted intellectuals to work in the province, as every more or less educated person was invited as a member of this committee. Ufa Provincial Statistical Committee was created in May 1865 on the basis of Orenburg Provincial Statistical Committee. As mentioned above, in the organization of the Committee actively participated along with government officials a number of local historians: R. G. Ignatiev, V.S. and M. V. Lossievskiye, G. S. Rybakov, V. L. Olszewski, V. A. Novikov, P. I. Dobrotvorsky, A. A. Packer, A. B. Ivanitskii and many others. The biggest contribution was made to the organization of its activities by the member of the secretary N. A. Gurvich. Under his leadership, was held a lot of work, which contributed to the development of statistical work in Ufa province. The research objective is to reveal the inner meanings of the studied lexemes and find out cultural value of the parts of the body that they denote. The object of the investigation is the dialectal variants of the lexemes denoting top and back of a head in the Selkup language.The author has collected and classified the dialectal variants of the lexemes denoting the considered parts of the head in the Selkup language. The paper gives the etymological review of the somonyms ket. sumba ‘top of a head’, ‘back of a head’ and ket. nukku ‘back of a head’, whereas the somonym taz. par ‘back of a head’ was considered from semantic point of view. Linguistic analysis of ket. sumba and ket. nukku which both denote ‘back of a head’ revealed that they refer to different parts of the back of a head. Also the mythological materials describing the studied parts of the head were analyzed. The results show that the somonyms ket. sumba, ket. nukku and taz. par have different cultural meanings and value. The nomination taz. par integrates the idea of interconnection of physical and spiritual worlds, the terms ket. sumba and ket. nukku comprise information about the Selkups’ apprehension of the Universe. | 4471 | The theory of the semantic deployment of the text in opposition addresser – addressee is relevant in modern linguistics, anthropocentric in its ontological essence. In the 21st century many scientists are studying the problem of text perception by the reader from different angles, based on linguistic argumentative resources and with the help of related sciences: cognitive science, philosophy, sociology, psychology, etc. The goal is to show how the semantic deployment of the text of memories by readers occurs, based on the works of philosophers exploring the relationship between the concepts of cognition, consciousness, language, the achievements of cognitive linguistics and the communicative style of the text. The material are responses to the memory book by O.B. Sirotinina “Life despite everything, or I am a happy person”. The basis of the study were the analysis, comparison and generalization of scientific literature on the theory and history of the issue, the use of comparative, contextual, semantic-stylistic, and discourse analysis. The semantic and stylistic analysis of responses to the memories with the involvement of knowledge of the components of the addressee image made it possible to conclude that the authors of the responses reflected the general meaning (hyperconcept of the primary text) in their texts. The moral principles of humanism, courage, justice, tolerance, etc. reflected in the book of memoirs resonated with all of its readers. However, if for her fellow scientists Olga Borisovna is the unconditional bearer of these norms, for young people the emphasis has shifted towards the imperative modality: a book of memoirs for them is a motivator of life. The high level of speech production ability demonstrated in the responses, the formed cognitive base, the value orientations of scientists led to the conclusion that the older generation is free from restrictions in the ability to express the state of consciousness. They have communicative and life experience comparable with the author’s, they are not bound by the conventions of the social environment of communication. For young people, the level of awareness is not always available for analysis due to interference in speech production, this awareness reflects not yet rich life experience, etc. The text, according to philosophers, “is a certain duration of content, focused on a certain state of consciousness”. Other paradigms of “obtaining” knowledge can offer other interpretations of the states of consciousness, reflected in the primary text and perceived in the secondary one. Only the life-affirming moral principles of interpersonal relationships, which are mentioned in the memoirs book and which the authors of the responses comprehended, will remain unshakable. Only they, these norms, are a guarantee of the existence of life on Earth. | 4486 | The article analyses the most typical pronunciation errors of the Mongols in the mastery of the Russian language. Characteristic phonetic differences are determined by different phonetic systems of two languages (lokalisasi and consonant), the difference of articulatory bases, the laws of the positional distribution of phonemes and phonetic oppositions, and peculiar to each language characteristics in suprasegmental level. The most serious errors that lead to misunderstanding are related to the violation of the structure of the Russian word. It is expressed in the reduction of vowels in all syllables except the first, the frequency of prosthetic and epistatically vowels appearance. Reduction of vowels at the end of the Russian word leads to the lack of expression of grammatical values. Interference difficulties in mastering the Russian accent are determined by the constant (fixed) accent in the Mongolian language and articulatory differences in the accentuation of the main syllable in two languages. The law of vowel harmony in Mongolian language is the cause of most mistakes in the Russian words concerning positional distribution of phonemes. Carried out in a comparative aspect the systematization of the main phonetic difficulties can be used in the methodological development and practical training of the Mongols Russian as a foreign language. A detailed description of the process of creating new knowledge as the main management of an intellectual resource that determines the competitive advantage of an individual is given. The structure of information resources providing scientific and cognitive activity is considered. To create new knowledge, a process is needed that makes hard-to-reach knowledge understandable and accessible to perception. To start such a process, convert explicit, hidden knowledge into explanatory information. Information resources are an important component of the development of information and knowledge capacity. Therefore, the methodology for selecting information data can be used as knowledge management tools. The ways of selection of information resources based on the complex approach on selection of the most important periodicals with the purpose of updating information and knowledge potential are described. The proposed methodology allows to solve an innovative task: from the acquisition of own funds and the formation of its list of priority publications to the accumulation of its own knowledge potential.
