Introduction. The history of general and pedagogical education in Russia always attracts the interest of researchers, and this is connected with the modern processes of reform of the domestic educational system, they should be supported by historical experience. The purpose of this article is to reconstruct and generalize the experience of the State Duma of the Russian Empire in reforming pedagogical education. Material and methods. The material of the research is historical sources of various origins whose use makes it possible to form an objective view of the development of education in Russia and to re-evaluate the risks and genetic problems in the solution of modern problems of educational reform. General scientific and special historical methods of research are used. Results and discussion. With the establishment of the State Duma in Russian society, there were hopes for positive changes in the development of science and education. The State Duma of the first two convocations began a debate on education: The State Duma of the third convocation has done a great deal, and contemporaries praised its results in this area. Education was the subject of heated debate among deputies of different political factions. All deputies advocated the development of school business, the opening of teachers’ seminaries, institutes, courses, the raising of the status and salary of teachers, but disagreed on the forms and methods of achieving the goal. During the existence of the III Duma, several important normative documents concerning the development of pedagogical education have been adopted. Draft Regulations on Women’s Teachers’ Seminars, discussed over six months, were approved by both Houses of Parliament and approved on 1 July 1908. The Draft Regulations on Women’s Teachers’ Seminars were approved by both Houses of Parliament. As a temporary option for solving the personnel problems of primary schools until the opening of the required number of teacher training institutes and seminaries, on June 6, 1909, a decision was made and highly approved to open two-year pedagogical courses at city schools. One month later, on 10 July, a proposal for temporary teacher training courses for secondary school teachers was accepted. The next step in solving the personnel problem of secondary school was the draft law on “Rules on testing of female persons in knowledge of the course of higher educational establishments and on their acquisition of scientific degrees and titles of female teachers of gymnasiums” which was discussed by the Duma in January 1911 and approved on 25 February. Successfully passed in the Duma and the legislative act on “the establishment of one-year and short-term courses for the preparation of teachers and female teachers of secondary educational institutions”, which on March 29, 1911 was considered and already adopted on July 3. A special place among the projects developed by the commission on public education was occupied by proposals for the transformation of teachers ‘seminaries and teachers’ institutes, which should have had a positive effect on the cultural development of the country, but the bill was discussed for a long time, first in the Third Duma, then in the Fourth Duma, but did not find support. Work in the Fourth Duma on the reform of teacher education institutions was interrupted by the outbreak of world war. Conclusion. Thus, the desire of broad sectors of Russian society and, above all, of the educational community for effective educational activities was reflected in the work of the deputies of the State Duma at the beginning of the last century. The first two Dumas proved to be opposed to the Government and demonstrated the mutual inhospitability of society and the authorities to make concessions, which delayed decision-making even on such obvious issues as the fight against illiteracy. The results of the activities of the Third Duma were the most productive, however, due to the large number of discussions on private issues, the deputies did not have time to complete work on many important bills in the field of education. In the fourth Duma, even the draft laws that had already been drafted were first reviewed and, with the outbreak of the world war, forgotten or rejected, among the latter being the bills to reform the educational system. During the Soviet period, the basic provisions of the draft laws on teacher’s institutes and seminaries were reintroduced, but they were interpreted in the light of the principles of a unified labour school and the education of teachers of the new formation.

At present the problem of changing quality of education is very urgent. It’s necessary to work out a new conceptual scheme of measuring the system of students’ intellectual abilities and of the qualities which constitute their competence. The project-research activity which is realized in a process of study, helps, on the one hand, to develop competence, methodic and research culture of students, giving the possibility to show one’s knowledge and to get appraisal of one’s achievements. On the other hand, this project-research activity becomes the means of finding out and monitoring interests and capabilities of each student at math lessons.

Words used for the representation and the activation of the linguistic ideological frame “person as a societal component” can be divided into some categories. The research confirmed that the structure of these lexical semantic categories is identical to the social structure. The analysis of the categories allowed to disclose the whole range of the anthropo-centred aspects which were used as the discriminatory aspects and influenced the perception of the social context and the members of all stratum of the society.

The paper aims to investigate the domain of spatial relators in Eastern Khanty and the notions they serve to express. The domain of basic topological relations is represented by a class of postpositions which are more or less equivalent to prepositions in English. In the present paper we would like to approach the analysis of postpositions in Eastern Khanty within the modern grammaticization theory framework. Thus, the analysis is performed from a perspective of the evolution of postpositions out of earlier lexical forms. This involves etymology and explanation of changes in language through semantic and cognitive accounts of words.

It is established, that the influence of moderate low temperatures on using a cold method of calves cultivation stimulates haematopoiesis of young cows that is shown in rising the level of erythrocytes and hemoglobin, and also in increase in phosphorus in whey of blood for strengthening power processes and thermoregulation process. The increase of the level of cortisol in blood by the 15-th day of the research specifies the development processes of adaptation, as a result the exchange processes directed to the maintenance of organism are mobilized and this fast is proved by the lowered level of triiodyronine.

The article considers the role of the principle of the accounting of specifics of the native language in training of younger school students in the conditions of bilingualism and polilingvizm of the Republic of Dagestan. Gives definitions to concepts bilingualism and polilingvizm, reveals the main features of the principle of the accounting of specifics of the native language, lists the areas in which bilingualism and polilingvizm are widespread, emphasizes the role of Russian as the most important means of international communication of the people of our country. Researches at national schools of Dagestan testify that specifics of the native language have to consider originality of the purpose and character of the studied linguodidactical material. At the same time take into account the degree of the children’s Russian language competence. So, at an initial level of learning the second language the teacher and the pupils often should address to the native language. However in the process of increase of the pupils’ lexicon, the development of oral and written skills, the sphere of its use gradually decreases.

The article considers the question of the use of information and communication technologies in algebra classes in the context of visualization of the learning process. The author of the article pays special attention to the interaction as a didactic opportunity of information and communication technologies. According to this aspect, the article determines the types of visual interactive learning materials: interactive visual models of the learning information representation (information schemes, classifying schemes, interactive posters, mental maps, clusters, etc), that can be used both for explanation and checking learning tasks; and the visualized interactive tasks, that can help learners develop their acquired skills and ways of learning. The author reveals the relevance of the use of information and communication technologies in visualization of learning process. New Federal State Educational Standards support visualized means of learning due to their wide didactic opportunities such as interactivity; computer visualization of information; the use of huge amounts of information, using Internet; automatization of information search and informationmethodological processes; the computer can play the role of a mediator between the student and the teacher in a dialogue form, which is a distinctive feature of all interactive ways of learning. The article presents the means of information and communication technologies for creating visual interactive learning materials according to developing criteria. The author describes the opportunities of allocated program means.

In recent years, in Russia only 36 % of students master technical specialties, which does not meet the needs of engineers for the Tyumen region. The results of the analysis of the problem of professional development of the individual and its self-determination allow to assert the need for the use of new forms of career guidance in higher education. To create conditions for personal self-determination, a well-built system of interaction between school, University and employer is necessary. One of the first experiments to attract students to technical specialties, namely the oil profile, was the organization of profile classes by PJSC “Rosneft” in the regions of Russia. The socalled“ Rosneft-classes” carry out pre-university training. In the process of teaching, students study physics, mathematics, chemistry in depth for the successful passing of the exam, also get acquainted with future profile subjects. After graduation, 95 % of graduates enter technical areas of higher education. As a result of cooperation with Rosneft, the idea to develop engineering skills was born, starting with primary school. At Tyumen Industrial University was launched the project “School of Engineering Reserve” for schoolchildren (grades 1–11), which contributes to the formation of engineering mentality at an early age. The school curriculum includes a number of disciplines: entertaining physics, mathematics, 3D modeling, robotics, young oilman, Geology, applied chemistry. The training is based on the application of project training methods. Most graduates of the school (in 2016 and 2017 93 %) go to study at technical universities.

Peat deposit of marsh ecosystem «Tagan» is characterized by presence of mani groups of soil microorganisms, which are able to convert different peat compounds. In upper lay of native soil of ecosystem ammonificative microorganisms with domination nonsporiferous forms are the most abundant, and in bottom lay organisms assimilating mineral forms of nitrogen are plentiful (that is coordinated with distribution N-NH3 on deep is deposits). Cultivation of permanent grasses during 18-20 years stimulated development of microflora on deep of relict peat. Content of all groups microorganisms including organisms assimilating mineral forms of nitrogen, bacillus, actinomycete, denitrifiers, nitrifiers was essentially increased. Increase in the number of these (and others) microorganisms can point out probability of destruction amplification of organic matter in recultivated part of soil

The authors studied soil microbial activity in oligotrophic, eutrophic and mesotrophic peat bogs of Siberia by method of substrate-induced respiration (SIR). Intensity of microbiological processes depends on the type of peat bogs and hydrothermal conditions. The average for vegetation period 2013, the highest microbial biomass was observed in oligotrophic peat bog of Vasyugan (4,16 mcg/g dry peat, with limits – 1,66–8,28 mcg/g d. p.). The minimum value of microbial biomass was recorded in mesotrophic peat bogs Kutushskoe (3,29 mcg/g d. p., with limits 0,78–6,94 mcg/g d. p.). Eutrophic bog Tagan on the microbial biomass took an intermediate position (middle – 3,74 mcg/g d. p., limits – 0,41–13,43 mcg/g d. p.). Investigated bogs can be arranged in the following order of intensive basal respiration: eutrophic bog Tagan > oligotrophic bog Vasyugan > mesotrophic bog Kutushskoe. It is fixed that in spite of genetic differences all bogs had the stable ecophysiological status. Functioning of microbial communities of peat bogs is within natural variability, and indicates their environmental sustainability. The eutrophic bog Tagan is not resistant to environmental factors.

The article deals with some aspects of scientific research activity management. The author defines specific features of scientific research activity management in a higher education institution. The author describes a model of teachers’ scientific research activity management in the pedagogical university, which includes the substantive, managerialexecutive and resulting components. The given structural-functional model vividly demonstrates the studied phenomenon, its inner organization and gives a whole picture of the process of teachers’ scientific research activity management in a higher education institution. Methodological basis of teachers’ scientific research activity readiness is the subject and systemic pragmatist approach. The emphasis is placed on the substantive component of the model, which is represented by the unity of management functions determined by the tasks and objectives as well as the content of the scientific research activity at all stages. The author singles out information-analytical, motivational-target, planned-prognostic, organizational-performing, control-diagnostic, and regulatory-corrective management functions in a higher education institution. The article also describes the principles of teachers’ scientific research activity management in a higher education institution such as scientific rigour, continuity and consistency, cooperation, unity of management and self-management, unity of command and team-spirit. Peresada O.V. THE SPEECH VERBS SEMANTICS ORGANIZATION IN THE RUSSIAN DIALECTS OF BAIKAL REGION // Tomsk State Pedagogical University Bulletin. 2018. Issue 6 (195). P. 9-15

The article contains a fragment of the analysis of the semantics of the derivatives of dialect verbs of speech with the aim of studying the pragmatic aspects of linguistic meaning. Classification of dialectal verbs is carried out in accordance with the classification of lexico-semantic groups of commonly used Russian verbs. Cognitive models are defined in the formation of characterizing actions associated with speech activity. Examples of propositions of verbs are given. It is established that characterizing verbs of this group can have mono- and polypropositive structures. It turned out that for the nomination of situations related to the speech activity of people, the subject of the proposition is relevant. It was determined that one of the propositions of the verbs can reflect the objective properties of the named action, the other can be the result of evaluating these properties. It turned out that the evaluation is contained in the derived verbs formed from the estimated nouns or arises in the process of word formation on the basis of the metaphor. Actual for carriers of dialects are LSG verbs of verbal communication and LSG verbs of speech influence. Dialectal verbs usually reflect a conflict situation. To form these verbs, metaphorical models are used, complicated by the Fictitious modality and the emotional modality. Emotional assessment is able to influence the interlocutor. The presence of metaphorical names is explained by the anthropocentricity of the group and the special discourse. It turned out that for the speakers, the dialect is characterized by a negative attitude toward meaningless, unproductive, verbose arguments; to the moral discredit of the interlocutor (semes “scold”, “gossip”). Such qualities as intelligence, ability to convey information in a clear and accessible form are valued.

The author introduces the concept of the basic functions of a female and gives the analysis of its structure. Concrete examples are given to show the complexity of the transition the female from patriarchal femininity to contemporary femininity. The article is devoted to the obstructive cholestasis – a type of violation of the outflow of bile from the liver (cholestasis), which is quite common in the clinical practice. An urgent problem is that of evaluation of its degree on the basis of diagnostic systems of marker indicators of metabolic status of the organism (static and dynamic), one of the leading may be the antioxidant activity and the level of oxidative modification of proteins, in combination with the average mass of the molecules – a universal test of the severity of endotoxemia. For such experimental studies (in vitro) it is suitable to develop model biological systems, which will allow to test the sensitivity of the studied metabolic tests to varying degrees of severity of subhepatic cholestasis and in the future – to create diagnostic systems on their basis.

Cultural-historical periodization of the early Iron Age in Surgut Ob’ river basin developed by J.P. Chemyakin is viewed in the article. The author of the article raises an objection against the names of the stages of Kulay culture of the Iron Age of the region. The analysis of the periodizations of the epoch of the yearly Iron Age of Ob-Irtysh basin shows that extracted by the archeologists cultural formations are synchronous just in part. Formation of Kulay culture in Surgut Ob’ river basin is connected with penetration of migrants whereas in Narym Ob’ river basin Kulay culture has autochthonous basis. This peculiarity of the early stage of the region’s epoch should be reflected in its name and the name of the early stage of Kulay culture should stay the same as it is in literature.
