| 5651 | The prosecutor’s office in the Tuva National Republic (TNR) has been formed in 1935. Formation of bodies of prosecutor’s office took place during the difficult historical period: very low educational level of the population and total absence of legal personnel. The legislation only arose and was imperfect. The work of prosecutor’s office was provided by only four persons. “To guard legality” was not only difficult, but also life-threatening. So, the first prosecutor Kara-Sal Pirinley has been shot for refusal to approve arrest of a number of heads of the Tuva state due to the lack of the sufficient bases. Voluntarily TNR was a part of the USSR in 1944 as the autonomous region. Bodies of prosecutor’s office should not just construct the work according to new Soviet laws, and to provide their uniform application in all its territory and by that to promote its economic development. Tuva was agrarian area. In this regard activity of prosecutor’s office has been directed generally to check of a state and storage conditions of agricultural stock in state farms and collective farms, in machine and tractor stations and the tozhzemakh (associations on joint processings of the earth). At detection of cases of the thriftless relation to their storage, damage and plunder, measures were taken: disciplinary character on the party line and criminal prosecution. Quality of work of prosecutors and investigators were checked by «audits» during which were studied the conditions of work, «political qualities» of the worker, the positive and negative sides of work of employees, thier mistakes came to light. The prosecutor of the region personally checked the compromising materials for workers, implementation of separate orders, carried out complex inspections of regional prosecutor’s offices. As archival documents testify, there was severe criticism, but in prosecutor’s office, and in the public the management tried to keep authority of both the institute of prosecutor’s office, and his workers. The mission of prosecutor’s office owing to features of the Tuva statehood has initially been connected with a number of the problems connected with a social and economic development of the region, insufficient financing and providing material resources of bodies of prosecutor’s office, shortage of qualified personnel, poor quality of work of employees, the rights caused by weak knowledge of branches. However historical experience of Tuva shows that the need for such government body as prosecutor’s office, with inherent only to it tasks, functions and powers, was especially sharp and was applied as the effective tool of the adoption of development of the public relations, as an indispensable development tool of the Tuva statehood. | 5652 | The new concept of the humanities emphasizes breaking down barriers between different disciplines, creating a new system of disciplines and a knowledge system, emphasizing the development of students’ thinking abilities through the transfer of knowledge, and re-establishing the link between “teaching” and “learning”. The goal is to analyze the way of reforming the teaching of foreign literature in the context of the “new concept of the humanities”. The material of the study was the documents of the Ministry of Education of the People’s Republic of China on the construction of a “new concept of the humanities”, the relevant research papers of the CNKI of China, as well as examples of the author’s training in teaching “Foreign Literature”. The study uses the literary method of research and the empirical method of research. In this context, the teaching of foreign literature should break down barriers between courses and integrate between courses. Foreign literature in various universities in China is divided into the history of foreign literature, the reading of foreign literature and the theory of foreign literature, but we must combine these courses in teaching. During the teaching of literary history knowledge, we must make students understand the characteristics of the literary language in original literary texts, we must penetrate the literary theory in the study of works, teach students to analyze specific literary texts through literary theory and criticism method, and realize the combination of theory and practice. In teaching foreign literature, we must not only have a global vision, but also have national and family feelings, in order to spread Chinese culture in the international arena and tell Chinese stories well and establish cultural confidence in cultural differences. Russian literature especially contains a deep patriotic spirit, humanitarian spirit, deep cultural heritage and civic consciousness. Through the teaching of this course, we guide students to create patriotism, build the consciousness of citizens and develop a humanitarian spirit. As a result, we will combine knowledge, ability, and a view of value in order to improve the ideological and moral literacy of students. While teaching, we encourage students to actively participate in teaching activities and discussions. Interactive activities between teachers and students can mobilize students’ enthusiasm, stimulate their creativity, provide them with opportunities to use and demonstrate their own abilities, and help them improve their language skills. At the same time, teaching foreign literature can not only impart knowledge, but also cultivate thinking ability and stimulate students’ imagination ability. The use of auxiliary tools such as multimedia, internet, film, boutique course site, can not only expand the scope of the curriculum of literature courses and make the teaching method diversified, but also keep in touch with information technology, digital culture and the network. This teaching method can stimulate students’ enthusiasm for learning and form a virtuous learning cycle. Teachers should introduce their research results, research trends, as well as scientific methods in the classroom, constantly enrich and update teaching content, conduct flexible classes, ensure students learn the latest knowledge and cutting edge concepts, at the same time cultivate students’ interests in scientific research, improve the ability of students in research and stimulate the interests of students in research. At present, assessments of foreign literature studies at various universities in China are in writing. This assessment method does not contribute to the development of creative abilities and the improvement of students’ literary assessment and analysis abilities. Therefore, we are trying to use a combination of written tests and oral tests in the assessment of learning to comprehensively improve students’ language skills and cultural literacy. The “new concept of the humanities” is to throw off the unreasonable barriers set by disciplines, not bound by the boundaries of invisible disciplines. The “new concept of the humanities” are the inevitable result of the humanities and social sciences adapting to social development. An integral task of teaching foreign literature is to cultivate outstanding talents who can serve the needs of the country and take responsibility for national revival against the backdrop of the “new concept of the humanities”. | 5653 | The problem of communication’s harmonization in different spheres is relevant in accordance with the modern communicative-cognitive paradigm of linguistic knowledge. This is especially true of media communication in connection with the media vector of development of up-to-date Russian studies. The promotion of the interview as one of the leading genres is of interest in terms of the interaction of its participants and as an object of perception of the mass addressee who perceives this media discourse. The purpose of the article is, based on the theory of regulativity as one of the directions of the communicative style of the text, to identify some linguistic mechanisms that form a harmonizing dialogue between a journalist and his guests as interview participants. The study is based on the use of the methodology and conceptual and terminological apparatus of the theory of regulativity developed in the communicative style of the text, the use of discursive, linguo-semantic, semantic-stylistic analysis. The material of the study was the author’s program “Very Personal” in the format of an interview with the famous journalist Viktor Loshak on the ORT channel. The effect of harmonious communication in the interview genre is achieved due to the overall positive and trusting emotional tone of the dialogue between the journalist and the guests; installation on the actualization of the objective successes and merits of the invited participants by the host program; the predominance of communication strategies and tactics of support, consent, compliment, self-presentation of the journalist and guests. The format of the author’s program includes a system of individual media genres, united by a common idea and image of the author of the program, which determine the integrity of the general media discourse, its coherence, conceptual completeness, communicative and pragmatic effect. In addition to the key media genre of the interview, the author’s program on ORT V. Loshak “Very personal” includes informative genres: presentation of the program and the guest, as well as etiquette genres: greeting, compliment, gratitude. Among the extralinguistic regulatory means, that form the effect of communication harmonization, the following stand out: the choice of guests – famous public figures; musical screen saver for the program; non-verbal behavior of the journalist and program participants (friendly look, supportive gestures, facial expressions); logical-compositional deployment of a discourse aimed at emphasizing the personal and professional merits of invited media persons who are of interest to a mass addressee. Linguistic regulatory means and structures that have a communicative-pragmatic effect include: quoting a guest, pick-up questions; clarifying questions, including options for answers to choose from; questions aimed at revealing the merits of the guest and his social significance; supporting remarks, the use of ameliorative evaluative vocabulary and vocabulary with the semantics of agreement, support; the appropriate use of figurative and expressive means and an explicit regulatory strategy of an amplifying-convergent type. The use of the theory of regulativity and its terminology allows us to judge some of the mechanisms for the formation of the communicative-pragmatic effect of harmonious communication between a journalist and guests during an interview in the author’s program “Very Personal” by Viktor Loshak on Public Television. The obtained observations are of interest for further development of the problem of the effectiveness of media communication and the study of the mechanisms of speech influence in the dialogue of communicants. | 5662 | The research material is two short stories by the classic of Soviet literature for children Y. Ya. Yakovlev, united by the theme of the Great Patriotic War: “Where the Battery Stood” (1967) and “Ivan-Willis” (1982). The analysis revealed the artistic features of understanding this topic. The writer combines two plans in space-time poetics (the post-war and the military world being restored in memories), the presence of two generations in the character system is significant – veterans and schoolchildren who were born already in peacetime. Yu. Yakovlev uses various techniques to show the process of starting the work of the memory of the war. In the story “Where the battery stood” these are symbolic images connecting war and peace (poplars destroyed by the Nazis and a school bell resembling the sound of a siren); in “Ivan-Willis” – a car that was perceived by the owner, and then by a teenager as a comrade, colleague, songs and even the weather, evoking memories of military events. In the poetics of short stories, the techniques of psychologism are significant (the use of various syntactic constructions to convey the inner state of a character, portrait characteristics and behavior showing emotions, feelings, thoughts and their dynamics). The stories have a weakly expressed plot level, the emphasis is on the inner life of the characters, on changing their consciousness, on the formation of values. At the center of the ideological content of the stories is the familiarization of post–war generations of schoolchildren with the memory of past events, the formation of post-memory (in M. Hirsch’s terminology) and the joint experience of different generations through dialogue, friendship, and common cause. Yuri Yakovlev defends the importance of the idea of the continuity of time, that modern peaceful life has been achieved at the cost of the efforts of the front-line generation. Therefore, it is important for new generations to realize their responsibility to contemporaries and descendants for preserving historical memory. In the texts of Yu. Yakovlev on the Great Patriotic War comprehends the way of formation of the child’s personality and the formation of his worldview through familiarization with the memory of the tragic past of the Motherland and the people. | 5669 | Introduction. In the analyzed cycle, L. Goralik actualizes complex problems of modern children’s literature, among which the following can be distinguished: the problem of the relationship of generations (“fathers and children”), the attitude to death, the understanding of one’s own identity, ways of knowing the surrounding world. The purpose of the work is to characterize the system of characters in L. Goralik’s cycle about Venisan. Material and methods. The works of Russian structuralists, folklorists, and mythologists were used in the work. Results and discussion. The cycle about Venisan presents a rather complex and diverse system of characters, among which one can distinguish heroes-helpers, pests, mythological characters. Pests, like assistants, serve the purpose of plot development, helping the main character to go beyond the usual existence. Mythological characters contribute to the development of the inner world of the heroine, i.e. they largely determine the inner plot of the main character’s growing up. Conclusion. The cycle about Venisan can be attributed to the fantasy tradition, however, attention to the complex inner world of a child trying to survive in a terrible world complicates the problems of the work. L. Goralik uses mythological images to create the inner world of a girl who intuitively tries to figure out the ontological problems of life and death, the meaning of her existence. If in fantasy literature for this purpose there were heroes-helpers (sages) who give answers to difficult questions, then Agatha finds herself face to face with a hostile and complex world order in which communication with adults only complicates the situation: adults demand help (mother), make them suffer (father), threaten life (smugglers, “merry men”, etc.).In an unhealthy and hostile atmosphere, children try to come up with their own explanation of what is happening (rumors, scary stories), learn to mimic (invent a secret language). Agatha, unlike most children, develops the ability to intuitively comprehend the truth about the world through mythological images that appear to her in dreams, memories, sensations. The article accentuates the difficulties, negative consequences of re-evacuation, the shortage of cadres related to it and the measures taken to overcome it. The article underlines that re-evacuation had shown the urgency of the cadres problem in general and especially that of the highly qualified ones, which was characteristic of the West Siberia in the pre-war years and which was solved only for a short period of time merely by means of evacuation and arrival of the great number of specialists to the region. So the success of the country’s transition to peaceful conditions of national economy rehabilitation depended greatly on the timeliness of solving the human resources question. | 5675 | A relevant social ideal in the modern era in the context of national cultural and historical memory is the legendary personality of D. M. Karbyshev. His most important qualities, which influenced not only his life and activities, were: a high desire to serve the Motherland, a focus on victory, integrity and uncompromising, aggravated – a sense of truth and justice, courage and bravery. In this regard, the social ideal of the personality of D. M. Karbyshev is considered in the context of domestic cultural historical memory. The goal is to analyze the pedagogical potential of forms of patriotic education of student youth on the basis of means of memorializing cultural and historical memory. The research material was open Internet sources, as well as materials of a sociological survey conducted in April 2022 among students of the Omsk Pedagogical University on the basis of a random sample. The study used methods of comparative and systemic analysis, as well as methods for developing design technologies. The theoretical significance of the results of the study consists in the systematization of the forms and methods of patriotic education of student youth by means of memorialization of historical memory. Lacunae were discovered in the youth’s knowledge of means of perpetuating the memory of D. M. Karbyshev, which was the basis for the development of innovative forms and means of patriotic education. The methods of sociological survey, systematic and comparative analysis show the reflection of the means of memorialization of the feat of D. M. Karbyshev in the forms and means of patriotic education. The practical significance of the study is as follows. The social ideal of the personality of D. M. Karbyshev in the context of domestic cultural historical memory. Forms of patriotic education are distributed in project technologies by age groups of children and youth and certain loci – places of patriotic actions. Using the method of sociological survey, traditional and innovative forms of patriotic education proposed by students were identified. A set of forms of patriotic education is distributed in project technologies by age groups of children and youth and certain loci – places of patriotic actions. The structure of the developed technologies includes means of patriotic education. Along with immersion in the atmosphere of patriotism, military romance and conviction in the greatness of the feat, his visual museum and excursion display is carried out, built on the inclusion of various objects of cultural and historical memory in the route of excursions. To work with young people, seven main active forms of patriotic education in the context of project technologies have been developed. It is determined that for student and working youth, along with common excursion routes, there are seven other loci: special cultural institutions for youth, as well as citywide libraries, museums, the Cinema House, the space of the Immortal Regiment. As a result of the development of technologies, the pedagogical potential of these patriotic actions was revealed: their continuity, taking into account the lessons of history, and the sacred essence of military-patriotic exploits in the name of life, visibility, spectacular effect, dispersion among audiences, brightness, significance of cultural and historical memory, emotional saturation of impact. We derive the minisuperspace (discrete) Faddeev action by evaluating the Faddeev action on the spacetime composed of the (flat) 4-simplices with constant 4-vector fields. This is an analog of the Regge action obtained by evaluating the Hilbert-Einstein action on the spacetime composed of the flat 4-simplices. One of the new features of this formulation is that the simplices are not required to coincide on their common faces. The option based on an average arithmetic assessment of knowledge of studied disciplines is considered. Sources of the errors arising at such expert assessment are studied. It is shown that the size of an error can be reduced if to use probabilistic approach. It is based on the introduction of functions – mathematical expectation estimation. The mathematical technology of processing of indicators of progress is offered. It is noted that the main problem there is a choice of an expert assessment. An example of objective calculation of an assessment is reviewed. The conclusion that the number of indicators of progress should not exceed three-four is drawn, otherwise errors of measurements increase more, than for 50 %. The problem of choice of indicators for assessment of level of training of the student is formulated. It is shown that the main priorities for the employer are his professional competences, and common cultural pale into insignificance. The conclusion can be drawn on quality of education, later some period after the beginning of work of the graduate of educational institution. It is shown that the state of educational-methodical documentation of the department has little effect on the quality of education. | 5684 | Introduction. The analysis of Siberian newspapers of the early 1880s, which contains information about I. S. Turgenev: Irkutsk newspapers «Siberia» (1873–1887), «Eastern Review» (1882–1906) and Tomsk; Sibirskaya Gazeta (1881–1888), Sibirskiy Vestnik (1885–1905). The purpose of the study was to identify the reception of the personality and work of the great Russian writer by the Siberian educated society and an understanding of his role in the spiritual life of Siberia and Russia. Material and methods. In the course of its implementation, a system of methods was used: biographical, historicalliterary, historical-functional, cultural-historical and comparative-typological. Results and discussion. Turgenev turned out to be a significant figure for the cultural life of Siberia. His works were sold in bookstores in Tomsk, Omsk, Barnaul, Irkutsk, and were in many libraries in Siberia. With the appearance of the first Siberian newspapers, reviews and materials about the work and events of the life of the Russian writer were printed on their pages. Most often his name was found on the pages of the «Siberian newspaper». The love story of S. S. Sinegub was known among the populist revolutionaries. She found, in the opinion of the author of the article, its reflection in the development of the love affair of Nezhdanov, Marianna and Solomin (novel «Nov»). The secret editor of the newspaper was F. V. Volkhovsky, a political exile, tried in the socalled «trial of the 193s» in 1877 y. | 5687 | In the Randall-Sundrum scenario we consider exact 5-dimensional solutions with localized gravity which are associated with a well defined class of conformal bulk fields. We analyze tneir behaviour under radion field perturbations. We show that it the Randall-Sundrum exponential warp is the localizing metric function and the equation of state of the conformal fields is not changed by the radion perturbation then the 5-dimensional solutions are unstable. We present new stable solutions which describe on the brane the dynamics of inhoinoqeneous OUST, generalized dark radiation and homogeneous polytropic matter | 1793 | |||||
