The article contains the first investigation of the work of the Ministry public enlightenment of the Temporary Government and of the Russian national government of Siberia in Omsk and Tomsk in the most severe time of the Civil War; the light is thrown upon the personnel of the Ministry; the measures of preparation of the school reform; renovation of pedagogical educational institutions and of improvement of the material standing of teachers; the article also shows the prominent actions of the Ministry of the science development and higher education in Siberia.

Grenobl L.A. AREAL TYPOLOGY AND SYNTACTIC CHANGE // Tomsk State Pedagogical University Bulletin. 2012. Issue 1 (116). P. 101-105

In the present study I make specifi c claims about the borrowing of structural categories and the impact of such borrowings on structural typology. I argue that certain linguistic strategies for clause combining are readily borrowed and that massive borrowing of these categories can result in structural change so extensive/signifi cant that the result is typological shift. Eurasia has long been identifi ed as a particular type of language typology. Early typological studies [1] identifi ed correlations between verb-fi nal word order, postpositions, relative clause before the noun, and, signifi cantly for the present study, subordinate clause before the main verb. Subsequent studies have shown that these correlations are statistically signifi cant only in Eurasia, suggesting that Eurasia is itself a zone for areal typology [2]. Siberia is an important part of that zone, and the indigenous languages of Siberia, are OV (namely the Mongolic, Tungusic and Turkic languages, Chukchi, Itelmen, Nivkh, and Yukaghir, as well as the Eskaleut languages). In the present paper I argue that the Siberian languages are undergoing typological shift as a result of contact with Russian, a change which began prior to language attrition which is now well underway for many if not all of the indigenous languages with small numbers of speakers.

The complex of volunteers’ training for the Olympic and Paralympic Games in Sochi in Tomsk training center of Tomsk Polytechnic University the module of first aid is included. This is connected with the fact that when there is such a big event so there are a number of potential threats to health and life as athletes so spectators, service staff, volunteers and local residents. In Tomsk State Pedagogical University the training technique has been developed. This method includes theoretical knowledge and practical skills. As a result of volunteers’ training their knowledge and skills in first aid in emergencies were improved.

Kuryanovich A.V. LEGAL RISKS AND TACTICS OF HANDLING THEM IN THE NETWORK VERBAL INTERACTION (BASED ON EPISTOLARY ELECTRON MEDIA TEXTS) // Tomsk State Pedagogical University Bulletin. 2016. Issue 11 (176). P. 9-16

The article considers discourse and in particularly speech activity of epistolary media language personality in terms of Internet interaction in the aspect of implementation of the communicative strategy “risks aversion”, the relevant tactics and text units of representation of the latter. The risks, which the native speaker potentially makes himself liable to in the network interactions are evaluated from the ethical and legal points of view. The communicantss’behavior in cyberspace is regulated by both external factors (from government agencies, non-governmental organizations, moderators and site administrators, and so forth.) and by the users themselves. The emphasis is laid on the specific features of epistolary electronic-media texts tby means of which can be solved the problem of full / partial blocking by the addressers the risks associated with violation of the current legislation and the existing moral and ethical standards. Drawing on available sources on the topic of research gthe author presents a list of tactics that contribute to managing risks in public communication: the manifestation of subjectivity, “blackout” of the referent, torn predication, deauthorisation, autor rehabilitation. Implementation of tactics of risk avoiding is seen as an example of open letters’ texts, online-petitions and appeals of citizens to the City Administration’s website. Research perspectives are associated with the identification of dependence of choice of tactics and the appropriate means of expression in the text activity of the addresser according to the genre and stylistic and functional-pragmatic properties of epistolary electronic-media texts of different types.

Borisova V.A. IMPLEMENTATION OF TRAINING PROGRAMS FOR THE JUNIOR SKILLS COMPETITION: TRADITIONAL CLASSROOM AND REMOTE LEARNING FORMATS // Tomsk State Pedagogical University Bulletin. 2021. Issue 5 (217). P. 105-115

Introduction. Preparing schoolchildren for participation in JuniorSkills competitions is an urgent task of modern education. A feature of the process of teaching robotics, electronics and engineering and technical creativity is activities based on the practical implementation of tasks. A hands-on approach to professional self-determination is well presented through the events of the World Skills Junior movement. The question of determining the effectiveness of the organizational forms used in face-to-face and remote learning remains open. It is important to take into account the peculiarities, strengths and weaknesses of each format of interaction. It is important for effectively ensuring the continuity of the educational line and the process of self-determination of students in the conditions of the unpredictability of our time. Aim and objectives. Determination of the pedagogical conditions for the formation of the necessary practical skills among schoolchildren in preparation for the Junior Skills competition through face-to-face and remote forms of interaction. Material and methods. The distance model of the Junior Skills program was tested on the basis of two sites: The Children’s Center for Educational Robotics of the Tomsk State Pedagogical University and the Kurlek Secondary School of the Tomsk District. Since 2018, 75 students in grades 3–6 and 58 students in grades 9–11 have been prepared for competitions in the field of professional self-determination. The training took place in face-to-face and remote formats. Results and discussion. In the course of the experimental work, a model of the distance format for the implementation of the educational program for the preparation of schoolchildren for competitions of professional skills of the Junior Skills Russia level was developed and tested. A series of tasks has been developed for the formation of primary independent practice-oriented tests (for the profiles of robotics, programming, modeling, electronics). Conclusion. The remote form of the educational program adds additional experience of self-control training to the general list of preparation measures for professional skill competitions. It takes schoolchildren out of their comfort zone and helps them learn to control their stress levels when working in non-standard conditions. Also, it gives the opportunity to take responsibility for their actions and allows self-determination with a further professional profile.

The article considers the problem of sources of philo¬sophical and aesthetic idea of M.M. Bakhtin. From the point of view of the author, Bakhtin cannot be implanted in one of the philosophical paradigms developing in the beginning of the XXth century. For this reason the consid¬eration of the ideas of the Russian thinker in the context of the history of Russian literature is represented with much more perspective. Vodoleyeva M.P. THE TRADITIONS OF THE RUBAI BY O. KHAYYAM IN THE «THE VERSES FOR A RING» BY H. SAPGIR // Tomsk State Pedagogical University Bulletin. 2009. Issue 9 (87). P. 167-171

The tradition of the poetic translations of the rubai by O. Khayyam is developed enough both in the European and Russian literature. In 1950th years Henry Sapgir made the translations of the poems by O. Khayyam, and created the cycle of the quatrains «The Verses for a Ring» (1981), which similar by the composition and the subjects to the classical firm form of the east poetry – rubai. Continuing the traditions of the east literature, H. Sapgir modified the canon of the form and the poetic translation of the rubai, he changed its metric figure, the rhyme, the composite structure and the semantic filling, thereby contributing to the development and the actualization of this form.

A comparative analysis of the effect brassinolide (BL) on the morphogenesis of the etiolated seedlings of nontransgenic (SR1) and three transgenic monoinsertion lines (IL18 № 7-1, IL18 № 7-11, and IL18 № 28-3) of Nicotiana tabacum L. on the early stages of ontogenesis was carry out. BL (10–6 M) significantly inhibited the growth of root and hypocotyl as at the non-transgenic, so and the genetically modified plants. The inhibitory effect of BL for all studied plant object decreased by lower concentration. The difference in the growth responses of etiolated seedlings for three transgenic and non-transgenic lines caused by exogenous BL was detected.

The article is devoted to the actual problem of modern ethno-cultural education. It gives an attempt to reveal the specifics of ethnic culture: the presence of cultural and historical traditions of the ethnic group: features of religion, values of family life and daily life through rituals and traditions, aesthetic values of language, manifested in folklore. The features of the inclusion of ethnic culture in educational institutions of ethnic society and to its implementation are shown. This paper is the result of the analysis of ethnological and educational literature. Results of the study contribute to a deeper understanding of the role of ethnic culture in the life of the surrounding society and the formation of ethnic self-consciousness.

In recent years the spread of information warfare has encouraged increasing interest to influencing and manipulative capacity of media. In this regard it appears to be relevant to analyse how this capacity is realized in different publicistic texts. The article aims to illuminate the function specific of a political essay. A political essay combines features of publicistic and newspaper styles. Newspaper style determines realization of informative function while publicistic style – influence function. Those functions are realized through objective and subjective modality respectively. The author uses influence function to impose on readers his ideas and positions, which he does openly and directly. Usually these ideas are stated in the title of the essay and the essay itself is devoted to it. The analysis implies that the influence function is most commonly represented by metaphors, emotionally loaded words and epithets. A political essay is also influenced by the political discourse, which is highly manipulative by its nature. So political discourse makes influence function evolve into manipulation one. The author manipulates when he does not want to reveal his position and tries to indistinguishably force it on readers. That is why the author uses manipulation function to communicate ideas, which are not openly stated and usually are not mentioned in the title or subtitle of the essay.

In the article the rendering of the possible way of pronominal system formation in the Selkup language is offered. Interrogative pronouns were historically the names of mythical ancestors. Tabooing of the names caused the use of allegories in form of interrogative, indefi nite, negative pronouns. The substitutes of the names became the key elements of word formation: kaj “duck” (totem); kaj “who”, “what”, “what”; kajdo “why”, “what for”; kajne “nothing”.

The article deals with theoretical and organizational problems of introducing European credit transfer system (ECTS) into Russian non-state higher institutions. The author has come to the conclusion that the introduction of ECTS causes a lot of questions on the part of professors and students of higher educational institutions. It is noted in the article that when working out the conception of the credit system for Russian higher school it is important to discuss principles of credit assessment of educational curriculum content on the basis of planning the results of its realization. This article analyzes the impact of high technology (Hi-Tech) and high socio-humanitarian technologies (Hi-Hume) on the person. The increase of humanity’s technological capabilities is accompanied by the increase of our dependence on those capabilities. High technologies (information technology, nanotechnology and biotechnology) show the fragility and vulnerability of the person in front of them as generated power. Hi-Hume are aimed at manipulating individual and mass consciousness. To these technologies the author includes some modern marketing and management technologies which accompany Hi-Tech-manufacture (advertising, PR, personnel management and knowledge management, etc.). Hi-Hume promote the growth of human dependence on technology, because they form the new needs. The man begins to be seen as a natural-technical system (in Hi-Tech) or as a socio-technical system (in Hume), and the body and mind of the man as driven technological objects. This puts the problem of ecological safety of high technologies. Assessment of environmental safety on the basis of the «precautionary principle» should be held in respect as Hi-Tech and so Hi-Hume. The difficulties of their ecological expertise revealed: the lack of scientific data, scientific and technological backwardness of experts who carry out the assessment of environmental safety of Hi-Tech, secrecy in technoscience, mythologizing of Hi-Tech and veiled actions of Hi-Hume.

In the composition of communities of testate amoebae (Amoebozoa, Rhizaria) from the sediments of the shores of lakes and river Tom of Tomsk territory found 27 species and subspecies. Characteristic elements of the fauna are eurytopic species with wide geographical distribution: Arcella discoides difficilis Deflandre, Centropyxis discoides (Penard) Deflandre, Difflugia bidens Penard, Difflugia corona Wallich., Difflugia schurmanni van Oye. The diversity of species in each habitat ranges from 6 (Sennaya Kuria) to 13 (Boyarskoe Lake, the Tom River) species per sample. The density of organisms did not exceed 2,000 speciments/m 2. Changes in the diversity of the amoebae community in Sennaja Kuria are considered as a result of mechanical cleaning of the bed of the lake produced in 2012–2013.

Introduction. Modern corpus-oriented linguistics allows us to study the phenomena of language, expanding the database on which research is based, attracting for analysis the wide possibilities of text and metatext markup of corpus. The aim of this work is to describe, based on the data of the Russian National Corpus, the functional peculiarity of Russian verb prefixes (based on the material of verbs with the prefix pred-), which are «responsible» for the use of the prefixal verb in texts of a certain sphere of functioning and subject matter. Material and methods. The object of this study is the prefix pred- with the prospective semantics «to do an action in advance» and verbs with it, formed according to the model introduced into the Russian language from the Old Slavic language. Based on the statement that the prefix, which has a relative independence in the structure of the verb in comparison with the suffix, is able not only to modify the meaning of the verb, but also to change the scope of its use, the article offers a comparative analysis of the functioning of the verb with the prefix pred- and the corresponding non-prepositional verb by analyzing the sphere of use and the subject of texts in which these units are realized. The article analyzes the occurrences of the verbs in the texts of 9 spheres of functioning (artistic, church-theological, educational-scientific, etc.) and 42 subjects (law, science and technology, politics and public life, etc.). Results and discussion. We suggest that verbs with the prefix pred-, due to its Old Slavic origin, are involved in the texts of the church-religious sphere in modern Russian, as well as in the texts of those spheres of use that correlate with the “predictive” function of prospective verbs. Based on this assumption, we consider pairs of units to predict/say, foresee/see, destine/assign, precede/march, prescribe/write; the percentage of their use in texts of a certain sphere of functioning and subject matter is calculated in relation to the number of texts in this sphere and subject matter; we identify the most significant areas of functioning (church-theological, educational-scientific, artistic, industrial-technical) and subjects of texts (philosophy, philology, astronomy, physics, etc.) in which the studied units are realized. Conclusion. The reference to the data of the Russian National Corpus revealed a change in the sphere of use of verbs with the prefix pred- (less often the subject of texts), which allows us to assert that the prefix is really able to influence the use of verbs with it.
