An important element of the complex was the social policy of its enterprises and organizations, one of the areas which has been the development of health care. This article discusses the steps of the logistical establishment and financing of the health care system, developing a network of health care institutions in the Tyumen region under the conditions of the oil and gas industry. Based on the principles of historicism and objectivity the author applied historical and comparative chronological methods. The purpose of this paper is to analyze the dynamics of the material-technical base of health care system in the Tyumen region in connection with the implementation of social programs in the 1964–1991 years. The Government's policy on oil and gas development of the Tyumen region was conducted successfully, but significantly lagged behind the development of infrastructure. 1876 | The paper considers interjections in the framework of the theory of speech acts. Different approaches of foreign linguists to the description of the illoсutionary purpose in interjection’s utterances are analyzed. The ideas of Anna Wierzbicka about the absence of illocutionary purpose in this type of utterances as consequence of their spontaneity was criticized by D. Wilkins and T. Wharton. These researchers adduce arguments in favor of illocution’s presence in interjections and argue that the extent of illocution varies from interjection to interjection, depending on the degree of it’s linguistics or paralinguistics. On the basis of discursive analyses data I argue that above-mentioned regularity contradicts the obvious language facts. The first fact is that the same interjection can be used in various types of speech acts, and another one is that the subclass of volitive interjections has an evident illocutionary purpose in spite of its strong extent of paralinguistics. In this paper I propose new solution to the interpretation of interjections within the speech acts theory, which is based on the understanding that non-controversial description of interjections can be achieved on the base of recognition of their interactional character. An interactional character is understood in this case as subject-subject or object-subject forms of speech behavior which take place at the moment of interjections uttering. Such approach allows to overcome the restrictions of numeral interpretative theories which are relevant only for prototypical emotive interjections. The understanding of interactional nature of interjections speech acts allows us to elaborate the theory that can be used as theoretical basis for all subclasses of interjections. Under this approach all types of interjections could be qualified as behabitives that had been characterized by J. Searle as reactions to behavior of other people. Within the offered classification there is a need of a reinterpretation of the term “behabitives”. This category has to be expanded from traditional etiquette speech acts to all types of utterances containing emotive and volitive interjections. 1897 | The purpose of the article is to define the reading strategy with the help of which the development of skills in foreign language reading on the basis of independent educational-cognitive activities of the the technical University students will be most effective. Therefore, it is proposed to classify reading strategies from the point of view of development of the relevant skills. The results of the study allow us to conclude, that teaching reading on the basis of independent educational-cognitive activity using reading strategies, determines the behavior in the learning process of both a teacher and a student: increases activity of a student, enhances educational, stimulating role of a teacher. Mastering the strategies has a significant influence on the formation of students’ abilities to independently acquire knowledge from different sources of information. The practical significance lies in the fact that the results can be used in teaching reading in different languages for teaching students of non-linguistic specialties. 1898 | The article analyzes the place and role of leisure in the life of the speakers of the Russian language and modern national culture from the standpoint of the linguistic conceptual approach: it examines the structural and informative characteristics and lexical means the of the concept LEISURE expressing, which represents a significant fragment of the worldview for the modern Russian society. Leisure plays an important role in the self-realization of the individual and the regulation of its relationship with the outside world. Leisure is a space for personal improvement. The linguistic-culturological characteristic of the LEISURE concept is emphasized, since the value perception and understanding of leisure by the Russian people is fixed in the language. Proverbs, sayings, aphorisms, which include the lexeme leisure, its wide representation in Russian texts of various genres and styles, the interpretation of the features in dictionaries indicate the extreme importance of this concept in the Russian linguistic culture. Currently in Russia there is a multi-layered leisure space permeating the social being. The following informative components of the concept LEISURE are marked: “rest”, “free space”, “freedom”, “the opportunity to do your favorite hobby”, “soul celebration”, “the chance to show your creative abilities”. The increase in the amount of free time, scientific and technical progress, the national diversity of cultures contributes to the complication of the structure of leisure and the creation of many forms and types of leisure activity. In particular, this article deals with such leisure areas as leisure, organized by means of computer technologies, art and sports. The end of XX - the beginning of the XXI centuries is characterized by the flourishing of consumer culture in Russia and the replenishment of new types of leisure activities. The article substantiates the thesis that the specificity of modern leisure activities is determined by such property of consumer culture as creative consumerism. From this point of view, consumption is viewed as a process of creatively constructing an identity with the help of acquired goods and services. In language, this tendency is realized in the form of using in modern speakers’ speech the newest borrowed words denoting certain forms of leisure (shopping, body art, piercing, tattoo, face art, hand-made hobby, scrapbooking, patchwork, quilling, felting, etc.).
