The concept of “the social potential of the youth” is seen as a set of interrelated characteristics, reflecting its personal creative social resources that this social group and each individual strives to develop and realize in social practice to translate it in humanistic values and ideals. The social potential of the youth includes the willingness of young people to fulfill social roles and functions, the social and cultural experience of social groups and of each individual, his social competence, the need and readiness for self-realization in social practice, initiative, responsibility, citizenship, moral ideals and values, social subjectivity. Formation of social potential is a function of the institutions of training and education as social entities, as subjects of state-legal construction; it is based on socio-cultural traditions of education, taking into account the social and cultural environment as necessary ethical, moral and spiritual principles, on the involvement of children and young people into social practice; on social control as an integral socialization of the individual. Education is carried out in concrete historical conditions as a result of the existing social relations and ways of life of the society. The main criterion for its implementation and realization is the degree of correspondence of the qualities and properties of a person to life requirements. On the one hand the development of the potential of young people involves the creation of favorable conditions for the development of young people’s capabilities, improving the living conditions and the quality of the social environment, on the other hand – the increase of competitiveness of the potential of the youth throuth development of social sectors of economy. The tool that can solve the problem of the formation of the social potential of the youth is the social pedagogy.

The article deals with informational waves as a new notion of up-to-date informational and media paradigm. We picked out some types of informational waves, such as strong and weak in accordance with degree and force of influence on society; long and short according to duration of social interest to informational occasion, which stimulates informational waves. In accordance with form and character of informational waves’ spreading (peculiarities of their components’ realization in global communicative sphere) we distinguish such types of informational waves as cumulative resonance; cascade; funnel; prism. We described peculiarities of every type. The article is devoted to development of a technique of training of foreign students in the Russian technical higher educational institution. The linguistic barrier is a basic reason which interferes with effective development of technical disciplines. The feature of technical disciplines is a large number of special terms and processes and the phenomena which can be described only by difficult technical formulations. The idea of this article is to search for methods to reduce the impact of the language barrier in the teaching of foreign students to Russian as a foreign language. The initial stage of training should be aimed at preparing students for training in the Russian-speaking environment. Preuniversity preparation became such a stage. Here students reach only elementary level. They are able to establish and maintain social contacts in standard situations of the daily life; they have a minimum of linguistic means, the vocabulary of such students can reach not less than a thousand of lexical units. After that the student passes to studying of special disciplines. The first step is training of the student for perception of special terminology. For this purpose foreign students were offered to study the bilingual glossary. The bilingual glossary included an interpretation of concepts in the Russian and the English languages. The reason of the choice of English is that it is an international language, in many countries it is the second official, most of electronic translators are adjusted to translate into English. The second step is the use of methods of visualization for the best perception of information. Illustrations (drawings, maps, schemes) and demonstrations (demonstration and studying of the device of special geodetic devices) were chosen as objects of visualization. The combination of these two acceptances in training of foreign students allowed to increase the level of knowledge of technical discipline considerably.

The Indo-European languages at the early period of their development were characterized by the structure and categories which were quite different from what they are having nowadays. The active structure, the predecessor of the nominative one, determined the morphological, syntactical and semantic aspects of the language. Binary opposition of the active and inactive cases developed into a new opposition which at the moment of the formation of the nominative structure consisted of the subject case (genitive) and the object case (accusative and nominative). Old Germanic t-stems and their Indo-European parallels reflect some features which were peculiar for the active stage in the history of the Indo-European languages.

Innovative potential of educational institution is its resources necessary and sufficient for the implementation of innovations that enhance the quality of education. The author developed a questionnaire tool for estimation of innovative potential of the school. It includes an assessment of value-motivational, cognitive and intellectual capacities of the teaching staff, as well as information and communication-organizational and technological conditions in the school. The questionnaire tool has been tested through a survey of 332 teachers from various schools in St. Petersburg. The innovative potential of each school is assigned to one of 4 levels (from low to very high). The questionnaire can be used to assess the readiness of schools for innovation.

The article deals with the existing definitions of fluvioglacial deposits that are chiefly developed in the mountain lands. It also points out the main contradictions in field and laboratory diagnostics of fluvioglacial deposits contained in the fact that lithologic criteria for such diagnostics do not exist in the nature. It refers to all the facies of fluvioglacial deposits in the pre-glacial zone. The absence of lithologic criteria of distinguishing between the so-called fluvioglacial and mountainous alluvium is explained by the structure of all these deposits. It is conditioned by hydrodynamic peculiarities of the floods in which they are developed. Pre-glacial fluvial sediments undergo the process of laying many times both immediately by the glacier margin and under the glacier itself. Thus, it means that according to the well-spread classifications all the melt-water deposits (except pre-glacial lake deposits) should be called «alluvium». Besides, it often happens that some forms of a principally different genesis-diluvial origin-would be taken for the deposits of melt glacier water. The former it their turn have been formed by cataclysmic (i.e. - temporary) floods from ice-dammed lakes which outburst. Unclear diagnostics of water deposits leads to the difficulties in defining criteria to seek alluvial placers. The article shows the place of diluvial deposits in the row of other genetic types of loose sediments. The second part of the article deals with the energy essence of the diluvial morpholithogenesis from the points of natural risks.

The research of features of fluorescence of dispersed photosphors in conducted on the basis of organic and inorganic connections of a europium and polymer films with their components at excitation of solar radiation. The excitation of luminescence of phosphors by UV radiation of the sun does not change spectral content of luminescence radiation. For number of photophosphors on the basis of ocsysulfide of yttrium, activated with europium watches change of intensity of minor bands in luminescent spectrum concerning the principal band, that it is necessary to allow for consideration of photophysical characteristics of corrective light films with their components. The obtained data allow to conduct calculation of intensity of luminescence radiation under corrective light films with allowance for its spectral content

This paper is the continuation of the one, called «Russian Patronymics», published in this Journal earlier [1999, № 1 (10), p. 43-46]. The classification of lexical couples «genus-totem» is considered in it, that is very significant to understand bases of Russian ancestral anthroponymics. Some tens of Ants tribe of genera (one of 9 Great Rus' tribes), in which were established ornithological totems, have been considered. Objective characteristics, distinguished the Russian ancestral (generic) names from ungeneric, are enumerated here. On the example of the surname Ivanov it is seen, that this surname is characterized by all generic signs. The history of its arising is narrated in verbal stories. A number of old priest genera of Ants is named.

Romanov Vladimir Ivanovich Morphological Features of Mass Forms of Char (SALVEUNUS) of the Khantayskoe Lake (Taimir Peninsula) // Tomsk State Pedagogical University Bulletin. 2003. Issue 4 (36). P. 66-72

The article investigates morphological differences between mass chars (Salvelinus) of the Khantayskoe Lake {Taimir peninsula). It was determined that evident differences were found in most plastic (more than 70 %) and meristic indices. Some of these differences have reached the level of subspecies differentiating indices (CD). Issues of protection of mass and rare forms of chars in this water reservoir are also discussed in this work.

The process of modernization of school education calls for changes in the sphere of training teachers. The method of training physics teachers, suggested here, makes use of a laboratory practical work for forming students’ experimental, as well as methodical skills. The given paper presents a new approach to training would-be physics teachers on the basis of such notions as: system, level, projecting the contents of school activity .The given method is put into practice in school and out- of-school students’ activity while fulfilling laboratory practical work in physics.

The comparative, etymological, lexico-semantic and ethno-cultural analyses of the Old Slavic substantives united by the stem-building suffix -s- reveal the fact that this ancient consonantal suffix (like in Old English) served primarily as the marker of the animated class of nouns.

The article shows peculiarities of the state-juristic regulation of the industrial production in Western Siberia in the second half of the XVIIIth and the first half of the XIXth centuries. It points out the state policy, oriented to the stimulation of developing industry, and did not always assume encouragement of the private enterprise. It appears in limitation of the merchants’ rights on purchase of serf workers, in giving monopolistic rights to the nobility so as to participate in some kinds of industrial production, and in keeping preemptive rights in for landowners to explore the excavation of the earth. It notes also that especial role in modernization of the Russian economy in Western Siberia belonged to the state and the Cabinet’s industry.

the paper presents the results of the stress applied to regulatory body systems of sportsmen with the orthostatic reaction type. The experiment has been carried out during a loading test with the static muscular load. At the end of the research a connection between the stress of regulatory body systems and orthostatic reaction type has been revealed. Importance of that connection during sportsmen strength training has also been taken into account.

Shatsev Vladimir Natanovich UKRAINIAN ОRIGINS OF ANTON CHEKHOV’S STORY “THE MAN IN THE SHELL ”:ITS LYRICAL AND DRAMATIC BACKGROUND. // Tomsk State Pedagogical University Bulletin. 2009. Issue 4 (82). P. 148-151

In the story Varenka Kovalenko sings the song The Winds Blow several times. In the song a young woman talks of her passion to her lover, or fiancйe who is separated from her and leaves either for different distant place, or even for exile. The author of this song is the Ukrainian poetess of XVII century Marusya Churay. We can see the shade of her fate casting on Varenka. Varenka’s brother Mikhail Kovalenko used to call his colleague Belikov - a Swallower, or Spider after the play of M. Kropivnitsky. The revelation of Ukrainian origins of the Chekhov’s story gives the opportunity to consider implied sense in the Burkin’s monologue its Lyric (Varenka) and Dramatic ( her brother Mikhail) sides.

In the work the author makes the analysis of the process of the development of physical training in our country, defines its goals and missions, taking into account the education reforms that are taking place at the moment. The author of the work gives the description of the historical development of physical training in USSR, criticizes the so-called «soviet period». Author agrees with the range of authors that «the utilitarian character of physical training» at that time «led to loss of features of culture itself». In the article the author points out the system of priorities, that define the development of education in the sphere of physical training, which, first of all, aim at mastering the humanistic values of physical training and took into consideration the interests and individual peculiarities of the personality.

The article deals with the problem of the students’ preparation to independent physical training classes as the health strengthening condition and the adaptation at the higher educational establishment. The pedagogical experiment proved the effectiveness of the students’ preparation algorithm to independent physical training classes and their positive influence on the health level and students’ adaptive abilities.
