3258 | The article presents the thesis of the relevance and necessity of studying the heritage of local lore historians of the Omsk region, publishing their works in the periodical press of the Omsk region. Systematization and generalization of local history works would fill the existing missing «event» as the facts of previous centuries, and historical transformations of 1945-1991-ies. The history of the Omsk Region (in districts and localities) only remains to be written by experts. The article has been prepared based on the collected primary materials and can be considered within the existing problem as material for discussion. The data on all 32 regional centers of the Omsk region is collected. Represents a number of selected works of more than 300 publications, with an average of 30 publications, telling about the history of each region. The article is devoted to the history of villages and human settlements, economic and social transformations that took place during the entire period of the existence of these places. It presents an overview of selective number works of the most active local historians working in regional centers and is marked by a single methodological approach. The conclusion is made about the need to continue the work on the accumulation, systematization and compilation of information on the history of the Omsk region, published in local printed issues of the Omsk region. The collected works will serve as a base for general historical work, including the preparation of the reference book «Local historians of the Omsk region». 3259 | The article shows the specifics of the functioning of economic concepts of the media, carried out by an intermediary between reality as a mass audience and as a powerful tool for influencing readers’ minds. Mass-media not only inform readers, but frequently refract, transform events and facts, allocate with their varied assessments, impose this or that vector of their perception and interpretation. One of the ways of similar transformation of validity in mediadiscourse is metaphor. The object of the research is one of the most meaningful concepts of economic area – concept «inflation», the subject – a specific character of its metaphorical representation in the Russian mediadiscourse of XXI century. As the material of mediatexts’ research (2000-2015), presented in newspaper subcorpus the National corpus of Russian Language have served. During the analysis anthropomorphic, zoomorphic, naturemorphic, military, sports, mechanistic metaphorical models were revealed and described, their role in creation of an image of inflation in consciousness of ordinary native speakers was established, the pragmatic potential of the given models was established, the assessments of inflation shaped by mass-media are revealed. The analysis has shown, that at the given economic stage inflation in Russia is estimated by national massmedia mainly negatively, confirming this metaphorical representation of this concept, as well as its contextual environment. Inflation is metaphorically characterized as a certain subject or object, impeding to normal functioning of a society. It may be a gluttonous essence, «eating» savings of citizens with extreme speed, an invincible soldier beating the poor, a sprinter who starts at high speed and carries away behind itself the prices, a dispersed mechanism which is practically not responding to levers constraining it, destructive elements. Thus, such properties of inflation as uncontrolled, destructive influence on economy, are underlined by the need for serious economic transformations to overcome inflation. 3260 | The article is devoted to one of the modern aspects of the Russian-Chinese linguistic interaction – Chinese advertising signs in the Russian language, a common border with Russia in northeastern China, in Heihe. The article presents a linguistic analysis of Chinese advertising signs in the Russian language, developed by native Chinese speakers, for their conformity to lexical-semantic norms. The purpose of this article is the interpretation of lexical interference as a cause of a violation of the lexical norms of the Russian language in the texts of Chinese signage in Russian. Thus, on all levels of the language system of the Russian and Chinese languages in their interaction in the texts of advertising signs of the border city of Heihe there were observed interlingual, and in some cases intralingual interference, reflecting a typological distinction of the interacting languages. The interference leads to a linguistic mixture of different elements (phonetic, lexical, grammatical) in the texts of advertising signs in the Russian language, which illustrates the «Chinese Russian language». Considering interlanguage and intralanguage interference in the texts of Chinese signage in the Russian language, we are attracted to study both forms of the contact languages explaining interference phenomena introduction as Chinese and Russian. Thus, the phenomenon of lexical interference in texts of advertising signs on the territory of the Chinese border city of Heihe, is largely the result of the interaction of contacting languages (Russian and Chinese), resulting in disturbances of lexical norms of the Russian language in them. 3261 | The study of the transformation of the mythologeme of the Hero seems to be actual, since, having arisen in the space of a myth, it continues to exist in culture throughout the history of mankind, including modernity. At the same time, the image of the Hero undergoes changes due to the peculiarities of a particular historical epoch in other forms of culture different from myth. Such a transformation occurs with the Hero mythologeme in the ancient Greek tragedy of the classical era. In the transition from myth to tragedy, the Hero mythologeme undergoes significant changes: the hero of tragedy perceives fate as an external force that affects his life. He does not reconcile himself to Fate, and tries to change his destiny with all his might, and even realizing that this is impossible, he makes independent decisions demonstrating that he does not bow before circumstances and is capable of performing heroic deeds. Also, the hero of the tragedy refuses to take for granted the will of the gods and tries to force them to be guided in their actions by categories of morality. The problem of transformation of the Hero mythologeme in the ancient Greek tragedy, considered in this study, will allow us to better understand the changes taking place in the ancient Greek culture of the classical epoch. The issue of the need to teach young people the ability to learn throughout their lives is dealt with. The mechanism of interrelation of economy and production with education and science is formulated, which makes it possible to form “human capital”. The main trends of innovative activity in the university are singled out. 3282 | In the article we discuss the problem of formation and evaluation of pedagogical competences in the field of preschool foreign language education. Modern educational companies are in need of flexible and constantly developing teachers. The technology of portfolio is shown as one of the effective technologies which allows us to collect and structure all the information about the development of pedagogical competences. The teacher’s portfolio consists of a teacher questionnaire, English placement test, individual plan, project, teacher’s characteristics and selfreflection. It also helps to evaluate a teacher at any period of her or his professional development. The sources of evaluation are supervisors’ feedback, parents’ feedback and self-reflection. We distinguish four main pedagogical competences in the field of preschool foreign language education. They are communicative competences, informative competences, organizational competences and creative activity. We also formulate the requirements according to the three-level system of formation of the main pedagogical competences and the criteria of evaluation for each of three levels. The level «I know» means teachers understand the importance of self-development and they learn new skills. The level «I can» means teachers practice new skills at their lessons. The level «I can teach» means teachers can share their experience with colleagues. 3284 | Introduction. F. M. Dostoyevsky and L. N. Tolstoy’s views are often opposed to each other not so much owing to their multi-vector orientation how many on the religious and philosophical bases. But, in particular, their pedagogical views have more common ground, than it admits research works today, owing to lack of the reconstructed educational model belonging to F. M. Dostoyevsky. The purpose of the work is identification and analysis of the main dominants of pedagogical views of F. M. Dostoyevsky and L. N. Tolstoy by means of the comparative analysis. Material and methods. Among the methods of the study are: comparative, analytical-descriptive and biographical. Results and discussion. The conducted research allowed to reveal the fundamental idea of writers connected with the statement of the ideal and harmonious nature of the child, therefore, the paramount problem of education is represented not to destroy this personal kernel. Neither Dostoevsky nor Tolstoy perceives the formation of a personality structure as a self-sufficient and closed process. The internal potential of the child is realized through relationship with the outside world in situations of value choice which are shown at three levels: family, religion, society. The designated elements have different hierarchical interrelation in a pedagogical thought of writers. But the hierarchical structure which is based on these educational dominants is a fundamental element of an individual pedagogical system undergoing this personal reconsideration. Conclusion. Having carried out the comparative analysis of pedagogical concepts of education of Dostoyevsky and Tolstoy it is possible to note that views of writers, on the one hand, proceed from the principles of love, indisputable influence of “fathers” , belief in an ideal of terrestrial improvement of human nature, national values as indispensable condition for the formation of personality, and on the other hand, have the certain distinctions embodied in the forms of achievement of a pedagogical ideal, the unrepugnant child of natural harmony. The pedagogical ideas of two outstanding writers of the 19th century are a resource for the implementation of the content of education of the 2010s, in which, firstly, a person is proclaimed the supreme value; secondly, all principles and methods of education are aimed at the formation of a spiritual and moral personality by focusing on the activation of its creative activity, self-development, self-improvement; thirdly, the right of the child to individuality is recognized.
