The Early Indo-European language, being a language with the active structure, at the dawn of its history had the two-case paradigm. During the typological shift the former active case developed into the genitive, while the inactive case became the accusative. The nominative case developed from the genitive later, and the Indo-European and particularly Old German words with the meaning “tooth” have preserved some archaic features of the time when the nominative case did not perform the function of the subject.

Translation is not only a speech act but also an act of cross-cultural communication. Translation is determined by the system and norm at least of two languages and two cultures. The conflict between the cultures in translation is overcome by making the strategy based on principles and rules, background knowledge, skills and habits. These knowledge and skills are taught in creative linguasociocultural environment which maximum is near by the natural foreign environment. Thus, the author’s main attention has been focussed on working out in greater detail the system of skills. The article is connected with one of the main problems of methodology of forming intercultural competence in teaching Russian language to foreign students-philologists – working out principles of selecting teaching texts. With the help of the analysis of common factors, that affect functioning of all pedagogical systems, we have worked out and systematized 8 particular principles of selecting teaching texts for forming intercultural competence. Basing on the general factor of “taking the teaching goals into account” we have put forward the principles of the communicative, intercultural, educational, informative and the developing value of the text. Basing on the general factor of “taking the teaching conditions into account” we have worked out principle of “the correspondence of the text with the profile of higher education for foreign students”. Basing on the factor of “taking into account the characteristics of students” we have put forward principle of the correspondence of the text with the students’ language level and principle of taking the native culture of foreign students into consideration. In the article we also described 12 criteria, which allow implementing these principles in the process of selection of educational texts. According to the principles and the criteria, it was confirmed that, Russian texts for children’s reading, which are regarded as an important means of popular pedagogy, can be used as teaching material. The system of the principles and criteria is presented in the form of a table.

The article proves education modernization on the basis of constantly developing information and communication technologies (ICTs) influencing modern education environment formation. The purpose of the article is to reveal and prove the innovative pedagogical searches in the field of constantly improving ICTs in global education. It presents the results of studying the new sources of the educational environment. It establishes that the new educational environment sources which are distance education, learning centers, workplace learning by the means of modern ICTs, home learning with the Internet are actively forming and developing in modern education. It describes the co-evolution development manifestation of education system as the objective process which consists in that from all the possible transformations of these or those elements of an education system remain only mutually compatible (mutual combination of traditional education, electronic learning and distance education technologies). The article gives the examples of ICTs use in the process of knowledge acquisition both in the educational institutions, and in the new educational environment sources (learning centers, workplace learning by means of modern ICTs, home learning with the Internet). The author comes to the conclusion about synergetic effect manifestation in a new shape which gets the education focused on the lifelong learning. Modern education assumes the active use of Internet and the digital technologies (for example, electronic learning and distance education technologies) in teaching and learning, change of teaching and learning model and knowledge preservation model, management of the students of their own educational trajectory and learning activity. ICTs get the teaching process ahead for a framework of traditional educational institutions, and cause the emergence of the new sources of knowledge acquisition.

The purpose of the article is to define the reading strategy with the help of which the development of skills in foreign language reading on the basis of independent educational-cognitive activities of the the technical University students will be most effective. Therefore, it is proposed to classify reading strategies from the point of view of development of the relevant skills. The results of the study allow us to conclude, that teaching reading on the basis of independent educational-cognitive activity using reading strategies, determines the behavior in the learning process of both a teacher and a student: increases activity of a student, enhances educational, stimulating role of a teacher. Mastering the strategies has a significant influence on the formation of students’ abilities to independently acquire knowledge from different sources of information. The practical significance lies in the fact that the results can be used in teaching reading in different languages for teaching students of non-linguistic specialties. The classification of reading strategies will help the teacher in rational planning of the process of foreign language reading, organize learning strategies in the form of progression, according to the didactic principle of availability, move «from simple to complex», which contributes to the most efficient achieving the purpose of reading and learning a foreign language.

New ideas on wave neuronal processes and only two neuronal constants, H. Berger’s and M.N. Livanov’s ones, which were included into a dozen of simple algebraic equations, permit us to explain interrelationship of many known quantitative regularities in psychology. New equations, which were derived deductively from neurophysiological data, permit to explain quantitatively a lot of psychological phenomena in a broad range of conditions, particularly, the speed of gain of information and the dependence of short-term memory span on the alphabet span of stimuli. Besides it was shown in experiments with hundreds of subjects that individual parameters of electroencephalogram permit to compute individual peculiarities of human behavior, in partial to compute MMPI psychological profiles as well as to esteem intellectual abilities of human being.
