| 2351 | The article discusses the features of the political development of the Tuvan People’s Republic in the 1920s–1930s, associated with both lack of experience of the independent existence of the state in previous periods of its development and great influence of the USSR on all aspects of life of the Tuvan society. The last circumstance led to the adoption of a one-party political system headed by the Tuvan people’s revolutionary party, formed almost simultaneously with TPR in 1922. The young Republic at the same time gained experience in both state and party organization. Considering the total illiteracy in the 1920s, the former ruling elite continued to take the leading positions in the state. Active intervention of the Soviet Russia in the internal political situation of the TPR in the late 1920’s led to the coming to power of the “lefts”, that began a radical socialist transformation, and proclaimed a non-capitalist way of the development of the country. A political system, similar to the USSR, is gradually being approved in Tuva. The scientific importance of the study is determined by the fact that its results and the conclusion deepen and widen the existing information in the national historiography on the historical experience of the state-organization in the years of the TPR, moreover, they reveal the features of its political development both in the time under consideration and in the present time. | 2352 | In this article we are discussing the issue of teacher training for vocational education system – a professional field that under present-day conditions is not limited to educational institutions. In the context of networking cooperation, employersponsored education and dual vocational training system, a person who trains future specialists to implement various types of professional activities can act as a career educator. Responsibilities of such an educator are, among others, to manage the process of an individual student’s professional development, to encourage their self-identification during the training and within their professional field, to help them find their own individual learning paths. Competencies required to perform such tasks cannot be formulated neither within the chosen field’s subject content, nor within a traditional pedagogical program. In present conditions we also see that the focus of a career educator’s job is shifting. In the traditional sense the job of an educator is focused on the learning process, with special attention paid to determining patterns in this process. The job of a career educator, however, is closely connected with types of professional activities for which students prepare during the course of non-university level higher education, vocational training, or supplementary vocational education. The specifics of this job determine the distinctive criteria needed when selecting content for career educator training programs. Consequently, established principles of creating the contents for “Vocational education (for different fields)” programs should be augmented with principles that reflect the specific content of educational activities. These principles must be carried out for both undergraduate and graduate programs. The principles for developing an educational program that we propose in this article are instrumental in selecting the content for a career educator training program, they reflect the specifics of the job, and they also take into account the challenges that educators face on the current stage of vocational training system development. Achieving qualitatively new results in the system of general education requires introducing more effective approaches to the management of the entire educational process and the specific educational organization. As a tool for the development of an educational institution, this paper considers the methodology of project management which allows, in a vertically built management system of an educational organization, expansion of its horizontal branches to achieve more active involvement of teachers in co-management. Aim and objectives. The aim of the article is to describe a model for project methodology integration into the school administration system based on the technology of management of ethnocultural projects in an educational organization. Materials and methods. The authors rely on scientific works in the field of project management and project management in education and several regulatory documents relevant to this area. The synthesis of data obtained by the documentary analysis of scientific literature and the experience of the educational organization enabled the authors to show the specifics of including project management in the project management system in the educational sphere and reveal its potential for the development of educational systems in general. Results and discussion. A comparative analysis of system models for managing an educational organization has shown the significant advantage of flexible management systems due to their “adaptability” to changes in the external environment and more efficient management of the internal environment. The optimal management has a matrix structure. It is focused on the development of interaction between different services. Pronounced horizontal lines in the management model, while maintaining vertical integration, allow timely and organic regulation of processes at various levels. In this study, the experience of inclusion of project management in the linear-functional model of school management is analyzed, using as an example, ethnocultural projects of the MBEI (municipal budget educational institution) pre-gymnasium “Kristina” in the city of Tomsk. Conclusion. The proposed model of project management in an educational organization can be applied in any educational organization. The reliability of scientific results and the validity of the conclusions of this study are informed by modern achievements of research knowledge, as well as positive practical experience of introducing the elements of a flexible management system into the activities of the specific educational organization. | 2370 | This article introduces the information about the absolute age of the relict bog, situated in the poligonal bogs zone (in the south of Gydan peninsula). It is established that this bog isn’t «relic», because it was formed in Holocene. The comparison of peat accumulation of this bog and of oligotrophic bogs was organized and some particular qualities of peat accumulation in the evolution of «relict» peatlands were identified. Also the article presents the botanical composition of the peat deposit of the object of study. The comparison of the Holocene climatic variations on Russian Plane and in Western Siberia for the oligotrophic bogs zone is considered. This point finds its foundation in F. de Saussure’s conception distinguishing language, speech and speech activity which has given rise to various new trends with the purpose of exposing and examining the sense generating mechanisms of language in work. | 2373 | The relevance of the proposed project follows both from the importance and the role of the railways, which largely have decided the fate of the confrontation between the reds and the whites during the Civil War, and from extremely weak, often unilateral coverage in historical literature of the role of commissars in this confrontation. The paper deals with the formation and structure of system of railways management through commissars, with the role and importance of commissars activities in ensuring stable operation of the railways. The article discloses the activity of commissars to inform the centre on state of affairs on railways, to organize agitation-and-propaganda and cultural work on the railroads, to improve the living conditions of railwaymen and to strengthen their labour discipline. Considers the difficulties of commissars’ work, which are a result of both their insufficient educational and vocational level, and a fuzzy definition of their goals and functional duties by the Center. It is alleged that as a result of formation of commissar structure and its activity, the Soviet state was able to achieve stable operation of the railways in the difficult years of the Civil War, which was one of the main factors contributing to the victory of the reds. In view of the initial orientation on increase in its target audience and formation of the relation necessary for business to his activity, business discourse in modern information space shows the most democratic verbal character, undergoing processes of deconventionalisation and deregimentation and getting closer to colloquial functional style on a number of characteristics. The aim of the conducted research is the development of the authors’ own classification of notions of evaluation expressions presented by phraseological units on the basis of their correlation with evaluation expressions (according to N. D. Arutyunova), as well as their influence on pragma-axiological and deregimentational character of modern business discourse. Thus, the following tasks have been set: to give the characteristic to the language phenomenon of phraseology; to analyse phraseological units with an evaluation element and to compare them with evaluation expressions of N. D. Arutyunova; to define character and importance of each evaluation type; to reveal the deconventional character of business discourse which is formed in connection with the active appeal of communicants to phraseological units of modal character and expressional expression of the subjective relation to the phenomena and processes of reality. A man’s relation to the world and other people is the relation of active interaction with the world around and purposeful transformation of the world according to his values. The intentional features of “star” interview aimed at maximum disclosure of the interlocutor’s personality, as well as at the identification of his value conceptions are described in the work. The evaluation of the agent’s life experience and his social status form the basis for choosing value orientations – ideological, aesthetic, moral grounds for evaluating the world around. Therefore, it could be argued that the evaluation expresses the objective and subjective relation of the agent of speech to the designated one. The characteristic of structure and components of evaluation is given. The emotionalevaluative state of the agent requires special linguistic forms of his objectification. Examples of language verbalization of the evaluation in the “star” interview are given. The choice of the means depends on speaker’s interpretation of this or that fact and his evaluation of this or that object’s act. The research has shown that the modern language has a variety of phonetic, lexical, grammatical, phraseological means for adequate expression of the emotionally-valued relations to the agent of the utterance. Eutrophic bog Tagan on the microbial biomass took an intermediate position (middle – 3,74 mcg/g d. p., limits – 0,41–13,43 mcg/g d. p.). Investigated bogs can be arranged in the following order of intensive basal respiration: eutrophic bog Tagan > oligotrophic bog Vasyugan > mesotrophic bog Kutushskoe. It is fixed that in spite of genetic differences all bogs had the stable ecophysiological status. Functioning of microbial communities of peat bogs is within natural variability, and indicates their environmental sustainability. The eutrophic bog Tagan is not resistant to environmental factors. | 2398 | This article deals with comparing the intervocalic consonants in two Samojedish languages: the Baj dialect of the Enets language and in the language of the Avam Nganasans; Accept these two languages there are more two Samojedish once – Selcup and Nenets. These four languages are widely used by the aborigines living in the north of Russia. But there is a danger of disappearing these languages (Enets, Nganasan, Selcup and Nenets), because the young generation speak these languages less and less. And that is why investigating these languages are necessary and urgent; peculiarities of the Enets and Nganasan languages are displayed in the system of phonetic and transcription. The studying issues of these languages and their forms (dialects, idioms) mentioned above as well as the degree of their genetic relevance are in the focus of the attention. The phonetic systems of the Avam Nganasans’ language and the Baj dialect of the Enets language are the subject to be analyzed, thereby giving us the proof of homogeneity of the focused Samoyedic languages. | 2399 | The study was performed in line with the theory of intertextuality and one of the areas of communicative stylistics of a literary text – the theory of regulativity. The study of the dialogic nature of literary text is of interest in connection with the modern anthropocentric paradigm in linguistics. Intertextuality, reflecting the author’s dialogue not only with readers but also with the poets-forerunners to the modern writer masters of artistic expression, extends the semantics of poetic works and determines their semantic deployment in the consciousness of the perceiver of the text of the addressee. The article presents the typology of regulative strategies of O. E. Mandelstam’s poetic texts including intertexts (intertextual structures), important for the complete decoding of the author’s intention. The work is based on the material of poetic texts from the collection «Stone». The peculiarities of the regulatory strategies that update the intertexts in this collection include: systemic reproduction; prevalence of strategies of explicit type; dominance of strong regulatory strategies; use of intertexts as a means of regulativity; consistent performance of aesthetic information; complex application of various intertexts by the poet (plots-intertexts, regulative models of the intertextual type); intertextual links with the main stages of Western European culture and the culture of the silver age. Proved that O.E. Mandelstam uses intertextuality as one of the important way of controlling cognitive readers’ activity by the author. Regulative strategies of intertextual type, based on the use of various intertexts, were considered from the point of view of proportion and aesthetic way of presenting information, the homogeneity / heterogeneity of the dominant means of regulativity, depending on the regulatory power of the text, according to the methods of regulatively. The data obtained are of interest for the detection of idiostyle of the poet. | 2400 | The obtained data of morphofunctional condition and blood hormone levels of rats thyroid glands under 5 days exposure of hypokinezia, cold and their combination are presented. It was established that cold exposure in combination with hypokinezia gave rise to compromising reaction of thyroid gland, when there were elements of reaction to both hypokinezia and cold. Some of follicles in central gland,s zone were in condition of great functional stress, but the rest of part (it was more than 2 volume) was in deep depression of synthesis and secretion. So considerable deficiency of thyroid hormones in organism appeared and it lead to heavy breach of metabolism, weakening of the mechanisms of thermoregulation and even to the death of some rats at the end of the experiment. | 2005 | |||||
