In this article, the author focuses at the present conditions of Kazakhstan's Governance and whether it goes along with the prin¬ciples of Good Governance announced by the World Bank. One of the main outcomes of the analysis of Kazakhstan's Governance is the instability of the pub¬lic sector management, in particular, of the bureaucratic apparatus; a quite sufficient financial accountability; and legislation being at the development stage. Trans¬parency and information are improving. However, in order to build the real Good Governance the Republic of Kazakhstan needs time. | 6158 | The problem of the translatability of a literary text has remained urgent. At different times, there have been debates in literary science about whether it is permissible and possible to recreate an original work by means of a foreign language. In this article, the Bakhtin thesis on the “dialogue of cultures” and the provisions on the fundamental translatability of a work of art developed in the works of Russian comparative scientists are the starting points. The purpose is to analyze the poems of the American modernist poet Wallace Stevens and his Russian – language translations. The program poem by U. Stevens’ “Thirteen Ways to look at the Blackbird” and its translations into Russian served as the material for the study. The study uses the methods of linguo-stylistic analysis of language units, the method of philological analysis of a literary text, and comparative analysis. Creative works of Stevens reflect a general tendency of complexity of the poetic language that was earlier expressed by G. Elliot. Stevens’ poetry remains a mystery, has various interpretations while the author himself does not provide detailed and clear recommendations. The symbol of poetry for Stevens is music – the most abstract kind of art that is why any art should strive towards the state of music. In his poems, Stevens creates a world of imaginary, conditional and mysterious reality. The origins of his poetics go back to romanticism and symbolism, Coleridge’s understanding of the imagination, echoes of Nietzscheanism, Freudian and Jungian motifs. That is the reason why it can be challenging to understand what the author’s poems are about. It leads to multiple interpretations of Stevens’ works. This feature of the poetic style of the American author gives translators freedom when working on Stevens’ texts and actualizes some dominants of original works while obscuring others. An accurate translation of Stevens’ poems is not the same as a successful translation. That is why the researchers recommend to take into consideration his entire artistic heritage (including his theoretical research) when analyzing individual poems. Stevens’ individual poems become parts of a single hypertext that can be understood by having a complete image of an imaginary world created by the author. The paper considers one of the curriculum poems written by Stevens’ “Thirteen ways of looking at a blackbird” and the ways of implementation of the author’s conception in its Russian translations. The analysis of the selected translations made it possible to identify the translation made by Britanishsky as the closest to the concept of equivalence. His translation conveys the lexical content of the original poem, though there are significant deviations that deprive the poem of a holistic reconstruction of the author’s idea. Keywords: receptive aesthetics, literary translation, adequacy, translation equivalence, artistic method, symbol | 1747 | |||||
| 6159 | The comparative study of closely related literatures seems to be a relevant direction in modern humanities. This perspective of the study allows us to identify the creative uniqueness of the work, the national basis and methods of literary reception through the disclosure of literary and sociocultural connections, and forms the openness of consciousness to the perception of foreign cultural codes and meanings. The creative individuality of Viktor Kozko was formed in the Belarusian literary process of the last third of the twentieth century, when there was an increase in the existential orientation of prose. Mythopoeticism is characterized by its rootedness in the universal humanistic constants of national specificity. The main stylistic changes occur at the junction of the artistic systems of realism – modernism, realism – postmodernism. The emergence of diffuse phenomena is due to both the individual author’s creative experiment and the general stylistic trends of the era. Modernist intentions in Belarusian literature have a pronounced folklore and mythological basis, which determined the predominance of authentic elements, helped to verbalize unconscious categories, making them the subject of author and reader reflection. Mariam Petrosyan worked on the novel “The Gray House” for almost two decades (1991–2009). The literary process at the turn of the 20th–21st centuries, on the one hand, demonstrates the completion of a certain sociocultural stage, on the other, it indicates the beginning of a new historical and cultural cycle. It is no coincidence that the allegorical nature of the novel satisfies the aesthetic and cognitive needs of the time – to create a metonymic image of modern society. Both prose writers actively use various types of secondary artistic conventions. Depending on the dominant type of convention and the dominant artistic technique, the following ways of enriching realistic aesthetics with means of non-classical artistry can be distinguished: actualization of surreal aesthetics; synthesis of realistic and fantastic; appeal to folklore and mythological motifs, mythological ways of understanding the world. The methods of mythological quotation used in the novels by Mariam Petrosyan “The Gray House” and Viktor Kozko’s “Chronicle of an orphanage garden” when embodying the images of teachers and students, topoi of the house and garden, neomythological methods of modeling reality allowed the writers to create a unique spatiotemporal organization of works, explicate national cultural codes. | 6168 | Modern research sets a new paradigm for the linguistic description of terms as units of special nomination. The emphasis is on the study of dynamic processes covering terminological systems of different subject areas, identifying qualitative changes in the ways of representing domain-specific knowledge. The current paper seeks to identify some specific features of the terminological lexicon of Physics within the framework of an actively developing area of physical research related to the problem of dark matter. The relative novelty of this area, its interdisciplinary and rapidly developing nature result in the complication of its conceptual structure, give rise to certain changes in the formal and semantic representation of special concepts. The focus of this study is on the analytical units of special nomination – multicomponent terms notable for specific combinatorics and semantics of individual components. The study is aimed to identify the lexical and semantic features of this type of terms, determined by linguistic and extralinguistic factors. The collection of lexical material for analysis was carried out not on the basis of dictionaries, as is traditionally the case, but on the basis of English-language publications devoted to dark matter search from highranking scientific journals for 2014 to 2024 years. While randomly selecting the items for analysis the following features of the terminological combinations were taken into account: the ways of their representation in scientific texts (variability of form), the semantic specifics of their individual components. The sample of terms comprises 223 units. The research is based on the method of linguistic description, represented by such techniques as observation and generalization, systematization, quantitative counting, component and semantic analysis. On the basis of the data provided by the study it appeared possible to identify some features of multicomponent terms of the “dark matter” thematic sphere: variability of form of the same concepts represented within the context of one article and in other publications; hybridization of form (combination of verbal components with abbreviations and special symbols); complication of the semantic capacity of terminological combinations due to eponymous and metaphorical components; susceptibility to such semantic processes as synonymy and antonymy. The practical and theoretical significance of the study may consist in the possibility of using theresults obtained to develop the theory of crosscultural scientific communication, to determine patterns for compiling specialized dictionaries and glossaries of physical terms, to design and deliver courses in language for specific purposes, and courses in specialized translation. | 6169 | The pluricentricity of the English language depends on its contact interaction with other languages and cultures. The purpose of the work is to identify the specifics of the phenomenon of “nativization” on the example of the current state of the English language functioning in Nigeria, through the study of modern mass media, in view of the dialect continuum and multilingualism, based on the dynamic theory of E. Schneider, which postulates a uniform process occurring with a language when it appears in a foreign land. It is established that the Nigerian English tends to the trend of linguistic homogenization. The current state of the studied variant is characterized by the stage of nativization, affecting the phase of endonormative stabilization, in view of written codification of the language, through the publication of Nigerian English Dictionaries and the publication of national literature in Nigerian English. It was revealed that language interference does not occur in a one-dimensional manner, affecting the state of Nigerian English and autochthonous languages. This situation leads to linguistic differentiation when speakers of different ethnic communities adapt English to their own linguistic peculiarities. It is determined that nativization is characteristic of the lexical, syntactic, phonetic levels of Nigerian English functioning in the English-speaking Nigerian media. At the lexical level, high-frequency interchanges of words and expressions occur, both from autochthonous languages into English and vice versa, which leads to situational code-switching among native speakers. Syntactic nativization is characterized by the construction of sentences in Nigerian English in accordance with the syntactic rules of indigenous languages. Phonetic nativization manifests itself in the adaptation of consonants’ system (replacement of consonant sounds with analogues of autochthonous languages) and vocalism’ system (quantitative reduction of vowel). A specific feature of soundpronunciation speech of Nigerian English speakers is observed by using of speech rhythm (or tone), which leads to the syllabic pronunciation of words and the stress shift. | 6174 | The paper reviews preverbs of Eastern Khanty dialects. The main focus of the discussion is to summarize and to make a classification of these units of speech. The analysis is carried out from the functional semantic point of view. Preverbs are adverbial, usually lative, particles that modify spatial characteristic of the verbs they are used with. Usually preverbs go before the verb and are connected with it morphologically and syntactically. Seldom, a negative particle, direct object or an auxiliary particle may occur between them. Preverbs are believed to be a separate part of speech because from the point of view of phonetics they do not form a single word with a verb that follows. Preverbs may be classified according to the following points: 1) source meaning; 2) functional and semantic characteristics; 3) ability to carry out a perfectivation function; 4) a type of verb. The article represents the results of conducting RFH project № 15–03–00598 and RFBR project № 14–06–00440. In the article the problem of logic-methodological foundations of bioethics definition is posed. To solve it the author clarifies specifics of medicinal knowledge. First of all, medicine can be treated both as an art and as a science. The second, medicine has some specific features as any other science. Historian of culture Carlo Ginzburg ranks medicine among the so called “clue” disciplines. Such disciplines address individual cases that may be reconstructured via traces and symptoms only. Thus allows to fulfill integral attitude to patient but do not add to medicine scientific character. The situation changes while bioethical model is strengthening in Western medicine deepening the gap between exclusively individual experience of disease and impersonal-anonymous medical theory. Specifics of medicinal knowledge are based on David Greaves conception. At first, medicinal knowledge contains considerable part of uncertainty elements (diagnostic hypothesis and prognosis are of plausible nature), secondly, medicinal knowledge does not belong to closed restricted circle of professionals, finally, that knowledge is a combination of technological (or objective) and humanitarian (or subjective) components. It is bioethics that pose a problem of dualistic interpretation of “all-purpose” and “existential” medicinal knowledge today as well as issue the challenge to overcome a gap between “two cultures” (medicine as an art and medicine as a science). That will allow to “turn” medicine to a patient as a personality and individuality. It is mentioned that conception of “medicinal cosmology” (D. Greaves) allows to include morality and cultural questions in medicinal area together with technological which make possible to increase taking individual into consideration in modern medicinal theory and practice. In conclusion author summarizes epistemological features of medicine caused by gap between “two cultures” in medicine and dual nature of medicinal knowledge (as nomothetic and ideographic science) and actualizes patients' individuality (in its different manifestations) in bioethics. | 6200 | The article deals with the aesthetic views of A. V. Makedonov – a famous literary critic and historian of the Soviet literature and post-Soviet periods. He was a supporter of the scientific concept of perceiving art as a constantly evolving knowledge of objective reality in the form of a second subjective-objective reality. The basic aesthetic views of Makedonov are connected with German classical aesthetics, particularly the philosophy of G.W.F. Gegel, the works of V. G. Belinsky and N. G. Chernyshevsky. In his works of the 1960–1980s, he was engaged in a polemic with Russian and foreign supporters of the theory of semiotics, in particular with Yu. M. Lotman. The researcher tried to prove that, despite a number of accurate statements, his opponents failed to determine the specificity of art as they tried to reduce all the originality of artistic creativity to the characteristics of different sign systems and as well as to reject the study of artistic image as a way to acquire knowledge about objective reality.
