The article concerns one of the most difficult periods in the history of the Russian Empire at the beginning of the 20th century, when, after the adoption of the decree of April 17, 1905 it was possible a transition from Orthodoxy to other Christian denomination, which significantly affected the activity of the ROC. Since no major articles have been abolished, “the Penal Code” (1845), based on which the persons who spoke with an appeal of the transition from Orthodoxy to another religion, could be brought to justice, the clergy of the church acted to limit the activities of the activists of the new religious movement. Thanks to the emerged in the Russian legislation contradictions there were possible cases of collision of the Orthodox population with the latter-day religious denominations, followed by involvement in the conflict the civil authorities, who traditionally sided with the ROC. The research shows the facts of spiritual struggle and the civil authorities with representatives of non-traditional religious denominations in Tobolsk eparchy at the beginning of the 20th century.

The article is devoted to the research of methods of creation of art space in S.K. Danilov’s story fairy tale. The real space representing a corner under the ladder of the old wooden house is transformed in the character’s imagination into the special fantastic world, in which the fragments of memoirs and unsystematized data on the world around are weaved. Adventures of the character are connected with movement in space, overcoming barriers, that is characteristic of the folklore fairy tale. The character seeks to order the surrounding chaos of the spatial objects which resist ordering: fantastic space is imitative, and its structurization is impossible by the principles of the real world. The space is directly connected with the character creating by means of her imagination of the whole world inhabited by magic beings and having recognizable fantastic topoi (kissel swamps, dairy rivers), realities of the modern world (an old shed, Tverskaya Street). In consciousness of the child they are allocated with fantastic functions. The space of the Country corresponds to archetypical models: the open space is opposed to the closed one. An important role in the spatial model carries out the opposition “top-bottom”. The plot of the magic fairy tale connected with an initiation ceremony receives reconsideration in S. K. Danilov’s fairy tale. Having found the sacral knowledge in a “dark-dark” corner under the ladder connecting different spatial levels, having in parallel experienced imaginary death – initiation in the Ragman’s shed, having received sacral knowledge in an underground cave of kigol, the character breaks a spatial impasse and cheerfully runs up, overcoming the hopelessness of the “lost” place.

Training of competent specialists in HEIs who have abilities for self-fulfillment and self-actualization in their professional activities and who are balancing both personal and professional significant qualities is a strategic goal of the contemporary higher education. Today the problem of design and elaboration of the adaptive educational system is conditioned by the need to optimize and adjust the principles of traditional didactics to the challenges of contemporary information society: perfection of the content and the methods of education taking into account the universal application of information technologies; design of electronic educational environment providing the approach to the learning materials and the freedom of choice of methods, forms and assessment of the results. The article considers the issues connected with pedagogical design of the adaptive system for mathematical training of students of higher educational institutions. It gives a definition of a methodological approach, proves conceptual levels of methodological analysis: philosophical, general scientific, specific scientific, technological which form a complicated subordinate system. Introduction. The article considers typology and functional potential of precedent phenomena in song`s texts by N.A. O`Shea – a leader of the folk-rock group «Melnitsa». Aim and objectives. The aim of research is the identification of types of precedent phenomena used in the song`s texts by N. A. O’Shea and analysis of their functional features. The object of research is precedent phenomena of different types. Material and methods. Material of research is the song texts of which N.A. O`Shea is the author (personally or coauthored). The source of factual material is the albums of the rock group “Melnitsa” of different years. Empirical base of research is a result of usage of continuous sampling technique. During the study the author of the article the descriptive method and method of contextual analysis. Results and discussion. In the analysed texts N. A. O’Shea uses precedent phenomena of different types. The precedent names are frequency. They represent proper nouns of mythological creature (Scandinavian deity Odin), historical persons (warlord Tamerlane, musicians Freddy Mercury and Elvis Presley, writer and pilot A. de Saint-Exupéry) and literary characters (Tristan and Isolde). Such factors as a theme of the compositions or concept of the song or album, author`s interest in certain personality and respect for one’s dictate appeal to one or another precedent phenomenon. Precedent statements are the parts of cultural experience of poetess, she organically incorporates quotes from different sources (in their original form or transformed) in the song texts, makes them work for implementation of author`s idea. Precedent texts are the basis for creation of author`s legend. Some precedent titles induce particular associations by listeners; give cultural significance to the compositions. Conclusion. Precedent phenomena have two main functions in the song texts authorship of N. A. O’Shea: a function of creation of text modeling and meaning-forming function.

In his final article «Pushkin», Tynyanov has specified the two-sidedness of Pushkin’s semantics as a major factor of the poet’s literary evolution (“of catastrophic force and speed“). Semantic two-sidedness produces “varying” meanings and consequently can act as it were a regulator of contradictory understanding of Pushkin on the part of contemporaries and the latest literary generations. In this context, it is important to note the interest of Tynyanov to “a high ode”, having dual, two-sided nature. The Tynyanov’s formalistic attitudes excluded, on the one hand, the efficiency of psychological approach to the description of literary phenomena; on the other – created necessary conditions for forming up poetic forms, i.e. theoretically proved literary models.

The focus of the article is on the question of the discourse picture of the world of modern radio (radio station “Echo of Moscow”). The paper considers the ideological level of its axiological modeling, which is understood as a system of communicative norms, genre and theme making, and axiological attitudes within the boundaries of discourse. Meta-logical units reflected in the system of meta-linguistic and meta-discursive speech acts of journalists (hosts of analytical programs) are described as an implicit form of discourse ideology. The analysis revealed distinguishing features of the discursive communicative model of analytical segment of the radio: the synchronization of the author’s and the addressee`s positions is achieved through the communicative attitude of personal presentation of information (social issues). The discourse picture of the world is created at the intersection of external ideology of mass media discourse and internal, axiological positions of discourse agents – journalists, radio presenters. As a result, the picture of the world is reflected in a unique communicative and speech model of discourse manifested in the effects of both institutional and personal impact on the recipient.

Environmental pollution, depletion of natural resources and violations of ecological linkages in ecosystems have become global problems. That is why the problem of the formation of ecological culture is particularly relevant now. Society should reconsider its attitude to nature, to abandon the principle meet all their needs, try to harmonize their relationship with nature. We believe that the approach to the solution of environmental problems is the basis of education. This article discusses methods of environmental education organization, shows the experimental data for different components of formation of ecological culture among schoolchildren in the framework of the environmental project “Ecology. First Steps”.

The article deals with the problem of socialization and creative self-development of students in the conditions of children’s associations and movements. Attention is drawn to the fact that children’s associations and movements are an important factor of personality, on the one hand, creating the conditions to meet the needs, interests, goals, children of different ages and formation of new aspirations; On the other hand, determining the selection of the internal capacity of the individual and collective self-restraint by the choice of adjusting to social norms, values, and social programs. The factors, conditions and methods of educational activities that promote self-knowledge and create conditions for free creative self-development and socialization of students in children’s associations and movements. Children’s organizations and movements in Russia are becoming a significant factor in the positive education of the younger generation, education for democratic culture, complementing a focused educational process of the school.

Russian society is in need of the people that quickly adapt to the changing world, are capable for continuous selfeducation and self-improvement. Therefore, the quality of subjectivity becomes the leitmotif of the educational process at the university. The fullest development of this quality can be the result of reflexive cognitive activity. The article offeres an idea of level representation of cognitive educational activity of the student: operational activity - cognitive activity – reflexive activity – individual activity. It is based on the transition of the subject from one mode of interaction with the text of the cultural reality to another. Reflection is the basis, the means and the result of cognitive activity of the student. One important feature of the construction of the educational process with regard to the level structure is a non-technological approach to it. Educational practice is the practice of creative interaction with the student, which gives rise to his own mechanisms of interaction with the culture of the text. Educational practices let you organize the interaction with the student taking into account his subjective capabilities.

Voloshin D.V. PROFESSIONAL TRAINING OF PENITENTIARY STAFF IN THE EARLY YEARS OF SOVIET POWER (1917–1924) // Tomsk State Pedagogical University Bulletin. 2017. Issue 9 (186). P. 141-146

In the article the issues of penitentiary staff training during the first years of the Soviet government are revealed. These issues are of concern for research as one of the underworked topics in native science. The author focuses on the events connected with it, on historical and pedagogical experience, trials and errors of pioneers of Soviet penitentiary staff training system. Chronological boundaries of the article are determined by the major events of Russian history, which were highly influential on the process of professional penitentiary staff training. The lowest boundary begins in October 1917 with inauguration of Bolshevik regime. The highest is connected with the Second Congress of penitentiary affairs officials of the RSFSR held from November to December 1924, after the agreements of which systematic solutions of the issues of Soviet penitentiary staff training became possible since the second half of 1920s. The first agreements of the government during the first years of Bolshevik regime concerning penitentiary personnel policy and shifting penitentiary priorities are revealed. The central place in the article is devoted to the revealing of external and domestic factors undermining the professional penitentiary staff training and having a negative impact on the possibilities of penitentiary personnel policy in that period. The conclusion about the role of the first educational endeavors’ of Soviet government in foundation of the Soviet system of penitentiary staff training is stated.

Introduction. Currently, educational institutions have experience in organizing children’s design and research activities. The interest of schools convincingly shows the demand for these activities. Long-term observations and experience of cooperation with educational institutions of the city of Tomsk and the region made it possible to identify urgent problems in this direction. Purpose of the research: analysis of problems in the design and research activities of children and the search for approaches to their solution. Material and methods. The study used reports from teachers from 23 schools (Tomsk and the Tomsk region). They were presented at the regional scientific-practical conference «Organization of research and project activities of students in educational institutions» (Tomsk, December 17, 2020, Tomsk State Pedagogical University). We conducted a survey (63 teachers). Results and discussion. Based on the analysis, we identified problems: teachers do not distinguish between the concepts of «project activity» and «research activity»; there are no uniform criteria for project activities and research activities of students; there are no successive ties in the organization of project and research activities at different levels of education. Conclusion. The solution to these problems can be: 1. Creation of a project group for proactive teachers. They can develop uniform criteria for the design and research activities of children for the city and region. 2. It is necessary to update the content of training students at Tomsk State Pedagogical University. There should be a course for teaching students to work with projects and research on children.

In this article an attempt is made to correlate an average number of thunderstorm days per annum with an average number of lightning discharges to the ground for each landscape. This is based on comparing visual lightning observations aver¬age multiannual values of thunderstorm activity and the data of a density of lightning discharges to the ground, obtained with a multistation system locating thunderbolts to the ground. The results can be use for estimation of dangerous from thunderstorm in regions without instrumental lightning observations
