The introduction of information and computer technologies in professional work of engineers is relevant now. Today in the modern pedagogy of higher education different variants of mobile learning are used. Discusses the application of mobile learning technologies using modern gadgets – smartphones, tablets, netbooks, with the help of special programs. The results of the study indicate the need to introduce and expand mobile learning in the structure of the organization of educational process of higher educational institutions. In conclusion the author gives recommendations on the introduction of some elements in the structure of the organization of mobile learning.

Ondar E.M. TO THE PROBLEM ABOUT THE PECULIARITIES OF THE TUVAN PEOPLE’S REPUBLIC POLITICAL DEVELOPMENT IN THE 1920–1930 // Tomsk State Pedagogical University Bulletin. 2016. Issue 12 (177). P. 158-164

The article discusses the features of the political development of the Tuvan People’s Republic in the 1920s–1930s, associated with both lack of experience of the independent existence of the state in previous periods of its development and great influence of the USSR on all aspects of life of the Tuvan society. The last circumstance led to the adoption of a one-party political system headed by the Tuvan people’s revolutionary party, formed almost simultaneously with TPR in 1922. The young Republic at the same time gained experience in both state and party organization. Considering the total illiteracy in the 1920s, the former ruling elite continued to take the leading positions in the state. Active intervention of the Soviet Russia in the internal political situation of the TPR in the late 1920’s led to the coming to power of the “lefts”, that began a radical socialist transformation, and proclaimed a non-capitalist way of the development of the country. A political system, similar to the USSR, is gradually being approved in Tuva. The scientific importance of the study is determined by the fact that its results and the conclusion deepen and widen the existing information in the national historiography on the historical experience of the state-organization in the years of the TPR, moreover, they reveal the features of its political development both in the time under consideration and in the present time.

The Sakha language is one of the state languages of the Republic of Sakha (Yakutia). For development and support of the native language in our Republic extensive work is being done in the field of bilingual education. The concept of bilingual education involves interrelated activities of teachers and students, aimed at the study of the subject means of native and non-native languages, which is achieved by mastering subject content, the development of speech and thinking, and the formation of balanced bilingualism in which students acquire languages in the same degree. The article addresses the issues of language education in terms of functioning of the two state languages (on the example of the Republic of Sakha (Yakutia)). Against the background of introduction of Federal state educational standard, the educational environment of the Republic is developing dynamically, based on the scientific research modern teaching materials, manuals, reference materials are being developed. It is known that the native language plays a special role, since it is the basis for the formation and development of thinking, intellectual and creative abilities, as well as socialization of personality and introducing it to culture. Therefore, this article describes features of formation of students’ linguistic concepts in teaching to the native language. Describes the monitoring study in 5–9th forms of the Yakut schools, a brief analysis of textbooks in the native language in the primary school. For more successful development and formation of linguistic competencies, reference materials developed by the Research Institute of National Schools of the Republic of Sakha (Yakutia) are offered.

The relevance of the proposed project follows both from the importance and the role of the railways, which largely have decided the fate of the confrontation between the reds and the whites during the Civil War, and from extremely weak, often unilateral coverage in historical literature of the role of commissars in this confrontation. The paper deals with the formation and structure of system of railways management through commissars, with the role and importance of commissars activities in ensuring stable operation of the railways. The article discloses the activity of commissars to inform the centre on state of affairs on railways, to organize agitation-and-propaganda and cultural work on the railroads, to improve the living conditions of railwaymen and to strengthen their labour discipline. Considers the difficulties of commissars’ work, which are a result of both their insufficient educational and vocational level, and a fuzzy definition of their goals and functional duties by the Center. It is alleged that as a result of formation of commissar structure and its activity, the Soviet state was able to achieve stable operation of the railways in the difficult years of the Civil War, which was one of the main factors contributing to the victory of the reds.

The optimization of functioning of the blood circulation apparatus is the necessary condition for the achievement of high sports results. One of the methods for revealing of the latent changes in the cardiovascular system and in the mechanisms of regulation in particular is the orthostatic testing. 14 young athletes aged 11-13 years engaged in sports volleyball were surveyed. The sports experience of children was 1—1 years, sports qualification. The orthostatic testing allows to estimate both reserve opportunities of system of regulation of blood circulation, and adaptable opportunities of young female volleyball organism.

In this article we consider such notions as “speech strategy” and “speech tactic”. Based on the Cooperative Principle and the Politeness Principle speech strategies are divided into cooperative and non-cooperative ones. We analyze the tactic of explication of doubt as a means of realization of speech strategies. Speech strategy is defined as a set of speech actions directed at achieving speaker’s goal. We prove that gaining liking from others, friendship’s support, acquiring information, consolation and calming other people strategies, realized by the tactic of explication of doubt, are cooperative ones. Defamation and persuasion strategies, realized by this tactic, are non-cooperative ones, while speech tactic is one or some speech actions which help to implement a strategy.

Modern Tomsk author Tatyana Efremovna Meyko writes in the genre of philosophical stories, continuing the tradition of Hans Christian Andersen, Konstantin Ushinsky, Arkadiy Gaidar, Valentin Kataev. The fairytale “Zernyshko” is considered as a phenomenon of “common” literature that is aimed on the one hand at an adult and on the other hand at a child. On the level of plot the tale is clear to children. Rich intertextual formation (allusions to mythology, the Bible, folklore and literature) is designed for the understanding of the problem of choice of life for more prepared readers. The ways of creating images of characters (names, characteristics of speech, their relationship with the world, transmitted via spatial characteristics) are analyzed in this article. In the spatial organization of tales the opposition “top – bottom” is important and the way is the topos. The hero of the tale is able to overcome obstacles, to look for answers to questions, to move forward. Using references to the Bible, world literature, Т. Meyko connects the image of the grain with the semantics of eternal renewal, the triumph of life over death. Т. Meyko uses the techniques of attracting attention of the listener (issues treatment), typical tales formula. In addition, she imbues the text with poetic metaphors, which gives the narrative a lyrical tone.

Some time ago the authors proposed a new approach to self-dual electrodynamics and its superextensions, based on introducing auxiliary (super)fields which ensure linearization of the duality transformations. In the talk this universal method is applied for analysis of the self-duality properties of the N = 2 Born-Infeld (BI) action with the nonlinearly realized “hidden” N = 4 supersymmetry. Its self-duality is proved up to the 10th order in the superfield strengths. The conjecture about the general structure of the N = 2 BI action modified by the auxiliary chiral superfields is put forward.

The article provides the results of scientific research in which the problem of social and professional adaptation of graduates of organizations of professional and craft education is solved. The author of the article created the methodological basis of the socializing approach to training of a craft profession allowing to strengthen a social role of the pedagogical system directed to forming and development of a value system and the social behavior inherent in handicraftsman-businessman. Presents the system of principles and provisions of the socializing approach to training of a craft profession which provides the managed socialization process. The system allows to develop and reform the system of professional education performing training of handicraftsman-businessman in different types of craft. The author states pedagogical conditions of planning of value-oriented pedagogical management which are the potential for further theoretical and applied researches in the field of professional socialization of various social groups. The process of socialization is shown as the sequence of stages, having passed which the pupil handicraftsman masters the social values and standards of behavior. For this purpose the author developed the concept of adjustment of curricula to the purposes of integration system and valuable and social role model of handicraftsmen entrepreneurs in social and pedagogical system of professional education. The article deals with basic periods of formation and development of communicative stylistics of text, which has been growing at the Tomsk State Pedagogical University since 1992 at the department of modern Russian and stylistics (from the end of 2017 the department of the Russian language). Peculiarities of this scientific school and factors that defined its dynamics in scientific context of linguistics at the end of XX – beginning of XXI century are described in the article. In the light of the ideas of the communicative paradigm of linguistic knowledge, in the nineties and early 2000s, the achievements of related sciences are formed that fall under the traditional and functional stylistics, functional lexicology and the theory of the communicative text: the main directions of the communicative stylistics of the text: on the verge of linguistic pragmatics – the regulative theory, on the verge of psycholinguistics – theory of text associations, on the verge of philological hermeneutics – the theory of semantic expansion of the text. Each of these areas of communicative stylistics is aimed at researching the effectiveness of dialogue between the author and the reader with the use of text. The main is the systemic and active approach to the text as a form of communication and the phenomenon of idiostyle of the language personality, which is “left” outside the text. Ideas of communicative and active approach to the text, which are realized in works of this trend, were called for the methods of teaching the Russian language. The basic periods of communicative stylistics of text development are due to new tendencies in language and speech research, connected to extension of units of analysis and to intensification of cognitive and discursive aspects of textual activity, expansion of empirical base of researches, that includes at the beginning of XXI century poetic, advertising, epistolary, media discourses. Cognitive and media vector of development is typical for modern communicative stylistics of text. It is obvious that there is the necessity of further expansion of empirical material associated with genre and style variety of up-to-date media communication, elaboration of typology of informational and media language personalities, research of cognitive aspects of their idiostyle as well as perfection of methods of different types of texts’ analysis in perspective.

The First World War brought many changes to economic, social and political life of the country. The problem became vitally important either for the central part of Russia or the periphery of empire. Here we should pay a special attention to the Altai of Tomsk province where the authorities organized charitable funds and trusteeships, where the families of the called up soldiers were provided with agricultural help. Besides their studies, pupils accepted extraduties, voluntarily assisting soldiers families. The formation of labour teams from pupils was very important either from educational points of view.

Dakukina T.A. THE READING ROLE IN THE ORIGINAL FOREIGN LANGUAGE TEXTS TRANSLATION PROCESS // Tomsk State Pedagogical University Bulletin. 2018. Issue 4 (193). P. 169-172

The article poses the problem of reading place determining as a speech activity type in the original texts translating process from a foreign language to the native. Requirements΄ increasing to the translation skills mastering level by students of linguistic specialties determines the need for relevant knowledge actualization. This applies to both the translation general theory and certain specialized issues. The theoretical significance of the research is that the work presents a new approach to reading role understanding in translation activities. The read text-original meaning understanding mechanisms and the secondary text content formation by foreign language means from the translation process positions are presented. The foreign-language texts comprehension process occurs in a linguistic framework through the thematic words, conditional endo-lexis, asymmetry, emotional-evaluative components selection. Also, when reading, it is proposed to use strategies such as implicit information decoding, text information explicating, lexical and syntactic selection, forecasting. The proper implementation of these strategies further influences the harmonization of the original text meanings and the translation. From the properly organized foreign-language text reading process depends on the strategy choice for text translating, whether it is a translation note, paraphrase, interpolation. The research results can be used to develop understanding effectiveness increasing methods in written texts translating and translation theory courses.
