The article is devoted to analysis of antiwar activity of British Independent Labour party in the period of AngloBoer War. It shows the evolution of party’s antiwar platform and deals with main IWP’s main political methods, such as resolutions, strikes, and actions of civil insubordination. The competence-oriented professional training assumes an orientation to forming of special knowledge, skills and universal abilities of students. Now, they are claimed on a modern labor-market. Key competences are forming in practical and prequalifying trainings. They are revealed at drawing up in a portfolio-process. Sociological opinion poll among students and practice-masters and potential employer for qualitative estimation on projected competences of graduates was carried out. The rating of competences on the basis of the received results is constructed.

In this paper there is presented from the epistemic approach point of view an interpretation of some ideas of T. Hobbes, P. Golbach, N. Malebranche and G. Hegel on certain questions of cognition, and also the steps of content mastering of studied material offered by W. Rein. Given concepts of a set and a relation of sets of epistemes allow the author to look in a new way at the analysis of a number of cognition questions and steps of content mastering, to give some of their characteristics by means of the episteme concept.

Barsht K.A. “THE ETHEREAL WIND” CONCEPTION AND THE THEORY OF RELATIVITY BY A. EINSTEIN IN A. P. PLATONOVA’S WORKS: IMITATION AND INTERPRETATION // Tomsk State Pedagogical University Bulletin. 2011. Issue 7 (109). P. 122-128

The scientific revolution of the end 19th – beginning 20th century had a great importance on the formation of Platonov’s world-view. Especially it refers to the Einshtein’s Theory of Relativity and the connected with it polemics about “the ethereal wind”. Platonov studied these conceptions in the beginning of 1920-s as a student of the physical and mathematical faculty, then he was interested in this matter like a philosopher and a man of letters. The article depicts some ways of reflection for these two theories in Platonov’s stories.

Kim O.V. THE MILITARY FACTOR OF MODERNIZATION OF PRE-PERTINE RUSSIA IN THE MODERN ANGLOPHONE HISTORIOGRAPHY // Tomsk State Pedagogical University Bulletin. 2012. Issue 3 (118). P. 81-86

In anglophone historiography the modernization in prepetrine Muscovy is considered as the result of the military reforms and the external influences. The sources of such effects were located in the West as well as in the East. The “military revolution” has been recognized as an important aspect of the historical transformation of the state and society. It has identified the development of the fiscal-military state. Whereas the process of the new military technologies translation went out from Europe, the Ottoman Empire and the Golden Horde passed out the autocratic political model “of the Service State” and the concept of the fiscal policy. In the estimates of foreign authors pre-Petrine military reforms were effective enough, but they have increased social and cultural gap between Europe and Russia.

The article aims to clarify the concept of “political discourse”, its definition, structure and its place among other discourse types. Political discourse in this article is considered as a complex of all speech acts used in the political debates, and it can also be interpreted as a complex of rules of social relations which have their own traditions, and have been tested by many years of experience. The article describes politician’s verbal impact on the public from a gender perspective, and characterizes typical traits of a female politician. Verbal impact can include different methods and tactics used by the orators to influence and persuade the audience. However, these influence tactics differ from individual to individual in their effectiveness, as well as across gender. The article presents different types of the communication tactics (contact-establishing tactics, self-presentation tactics, communication tactics, accusation tactics and «play in figures» tactics) by the example of Hilary Clinton’s campaign speech – the Democratic Party’s nominee for President of the Unites States of America in the 2016 election. With the help of these tactics Hilary Clinton has a possibility not only to establish contact with the audience, but also she can influence people’s emotions, feelings, and can induce public to act.

Grosheva G.V. EUROPEAN CITIZENSHIP AND EUROPEAN IDENTITY OF GERMAN YOUTH (BASED ON THE DATA OF EUROBAROMETER STATISTICS 2016–2017) // Tomsk State Pedagogical University Bulletin. 2018. Issue 5 (194). P. 87-94

One of the priority directions of the European Commission and the Council of Europe activity is considered: the policy on establishing the supra-national European identity of young people and development of the “European citizenship” concept. The available information on the problem in Russian social and humanitarian scientific discourse is defined; methodological grounds and a source base are described. The basic conceptual framework of the European Commission youth policy is revealed. The involvement of Germany into the formation processes, institutional structures and mechanisms of youth policy implementation in EU is demonstrated. The processes of establishing European self-consciousness of German youth are considered compared with the similar processes at the level of the European Union on the whole and the separate states-members of the EU. The key subjects for analysis are “European citizenship (citizenship of the European Union) and European identity”, “European Union and its perception”, “the future of the united Europe and perspectives of the young people”. Based on the statistical reports of “Eurobarometer” – public opinion research service of the European Union (2016–2017) the degree of establishing the European identity of German young people is analyzed and its substantive aspects are described. The correlation of various levels of identity of German youth is described: national and supra-national, European; as well as the affiliation to the European Union (the citizenship of EU), peculiarities of presenting European identity (studying the meanings and interpretations of the concept of general Europe), and the assessment of the future of united Europe by German and European youth is shown. The youth policy of the European Union and Germany on the establishing the supranational European identity is defined as effective. The conclusion on the high level of European civil consciousness and European identity of German youth is made (Germany takes the second place in the European Union after Ireland regarding the mentioned indicators); prevalence of positive perception of the European Union among the young people of Germany and relative trust to its institutes; and confidence of the young generation of Germany in perspectives of their staying and their country being in European Union.

Chekov’s artistic anthropology peculiarities are considered in this paper. The main problem of the essay is the problem of interaction and development of the epic and drama models of the writer’s world. The image of Chekhov’s drama hero having the character’s content similar with the epic hero of “The Man Who Is Satisfied” allows to speak about the extent of influence of the evolving models of the epic world created in the early satirical short stories by A.P. Chekov on the appearance of “new drama” as well as about the changing of the author’s personality conception that is in the features of the hero image content, his appraisals and ways of their expression.

In this paper, the methodology to create periodisation of the historical and pedagogical process is presented. The description of principal functions and features of periodisation is given. Besides, it is shown here the author’s viewpoint of the main stages of development of supplementary education for children from the 80-s of the 19th century till present in Western Siberian region. Special attention is paid to the historical and social and cultural background of changes of purposes, tasks, contents and principles of activities, types of supplementary educational institutions for children. The problem of improvement of forms of diagnostics and control of knowledge, abilities, skills, practical experience of the students of specialised secondary educational institutions under the introduction of federal state educational standards in educational practice is considered. The propaedeutic flow chart developed by authors allows to carry out stage-by-stage tracking of the concrete achievements which are trained and to determine the level of formation of common cultural and professional competences of students on all the way of development of the maintenance of a subject. Schematically this technology represents a set of four stages of didactic process from initial perception of theoretical knowledge and before their practical application. Each stage is estimated on a mark scale. The maximum number of points which the student can get on the sum of all stages makes hundred. The peculiarity of the offered development work is that it contains the level and criteria monitoring system: in a projection to the component structure of professional competences revealed by authors (cognitive, activity, motivational and valuable, communicative) to each level (from the 1st to the 3rd) achievements of results of training there corresponds the developed parameter of estimation of structure and quality of the carried-out operations, their sensibleness, completeness and curtness. Thus, the process of step formation of professional competences of students from simple to the difficult – assumes improvement of quality of educational experience.

Safonova E.A. TOPOS OF ITALY IN NICHOLAY OTSUP’S POEMS // Tomsk State Pedagogical University Bulletin. 2017. Issue 11 (188). P. 218-225

N. Otsup, Russian poet of the first wave of emigration lived abroad for 34 years. He lived in France, but his heart belonged to Italy. His first poem, dedicated to Italy, appeared in the book “In the smoke” (1926). N. Otsup was hoping to see a country of great culture, but found the country of philistines. Gradually his negative impressions were replaced by descriptions of the aesthetic space of Italy, largely due to meeting with his future wife. In N. Otsup’s lyrics Italian motifs are closely intertwined with motives of love and faith, as the wife has brought him to God. The poem “Meeting” (1928) was dedicated to the enlightenment of the lyrical hero. Italy is a prideful country, where the life passes slowly, and therefore the enlightenment comes not very soon. Italy took important place in the last N. Otsup’s poem “Diary in verse”. The poet dedicate it to his wife, which he compares with Dante Beatrice. Otsup describes the usual life of Italians, the idyll of rural Italy and also wrote with sadness about fascism. The poet joined Italian Resistance and fought for the country as for his second homeland. During the WWII he experienced a spiritual crisis, but he overcame adversity and found his Paradise in the Holy land of Italy. Analysis of the image of Italy shows the hero’s journey from despair to the attainment of love and faith.

In the process of training primary school teachers for innovative activity it was revealed that the success was not great enough in view of the fact that they experienced a great number of difficulties. Analyzing the character of teachers successful education¬al work in the process of training by innovative technologies (IT) the author pays attention to studying teachers', didactic difficulties (DD), which reduce teachers', progress during their further training at innovative technologies refresher courses. Studying the character of didactic difficulties (DD) and the ways of overcoming them by means of special training becomes the basis of the author's conception of raising the effectiveness of educational process. Considering these actions to be the preliminary stage of any courses, raising the level of professional skills opens wide opportunities for raising the effectiveness in teaching new educational tech¬nologies. Filchenko A.Y. Functional-Pragmatic Perspective on Clause Argument Case-Marking in Eastern Khanty. // Tomsk State Pedagogical University Bulletin. 2006. Issue 4 (55). P. 140-147

The paper outlines the types of discourse-pragmatic functions and kinds of propositional-semantic content associated with the Loc-marked Agent constructions in Eastern Khanty. Selected methodology includes contrastive morpho-syntactic and contextual analysis of the narrative corpus, attending to the information structure and linguistic meta-data. Based on discourse analysis, it is hypothesized, that a wide cognitive faculty facilitating the structuring of information and specifying the roles of the participants, governs the choice of grammatical means, i.e. the construction types. It follows from the analysis of pragmatic, semantic and grammatical features of interacting discourse participants that specific system’s grammatical resources identify with certain pragmatic-semantic properties. The Loc-Agent constructions are prototypically used to express the events with more than one argument with competing topicality. The Loc-Agent constructions (agented passive and “ergative”) manifest a parenthetical shift in centrality of the discourse referents, where a secondary topic referent is competing with the primary agentive topic. This is expressed by temporary promotion of the secondary topical referent to the Loc-marked S grammatical relation. N.V. Polyakova. Ondar E.M. TO THE PROBLEM ABOUT THE PECULIARITIES OF THE TUVAN PEOPLE’S REPUBLIC POLITICAL DEVELOPMENT IN THE 1920–1930 // Tomsk State Pedagogical University Bulletin. 2016. Issue 12 (177). P. 158-164

The article discusses the features of the political development of the Tuvan People’s Republic in the 1920s–1930s, associated with both lack of experience of the independent existence of the state in previous periods of its development and great influence of the USSR on all aspects of life of the Tuvan society. The last circumstance led to the adoption of a one-party political system headed by the Tuvan people’s revolutionary party, formed almost simultaneously with TPR in 1922. The young Republic at the same time gained experience in both state and party organization. Considering the total illiteracy in the 1920s, the former ruling elite continued to take the leading positions in the state. Active intervention of the Soviet Russia in the internal political situation of the TPR in the late 1920’s led to the coming to power of the “lefts”, that began a radical socialist transformation, and proclaimed a non-capitalist way of the development of the country. A political system, similar to the USSR, is gradually being approved in Tuva. The scientific importance of the study is determined by the fact that its results and the conclusion deepen and widen the existing information in the national historiography on the historical experience of the state-organization in the years of the TPR, moreover, they reveal the features of its political development both in the time under consideration and in the present time.

Bezmennikova N.V. WAYS OF CREATING IMAGES OF THE CHARACTERS IN THE FAIRYTALE “ZERNYSHKO” BY I. E. MEYKO // Tomsk State Pedagogical University Bulletin. 2017. Issue 2 (179). P. 93-96

Modern Tomsk author Tatyana Efremovna Meyko writes in the genre of philosophical stories, continuing the tradition of Hans Christian Andersen, Konstantin Ushinsky, Arkadiy Gaidar, Valentin Kataev. The fairytale “Zernyshko” is considered as a phenomenon of “common” literature that is aimed on the one hand at an adult and on the other hand at a child. On the level of plot the tale is clear to children. Rich intertextual formation (allusions to mythology, the Bible, folklore and literature) is designed for the understanding of the problem of choice of life for more prepared readers. The ways of creating images of characters (names, characteristics of speech, their relationship with the world, transmitted via spatial characteristics) are analyzed in this article. In the spatial organization of tales the opposition “top – bottom” is important and the way is the topos. The hero of the tale is able to overcome obstacles, to look for answers to questions, to move forward. Using references to the Bible, world literature, Т. Meyko connects the image of the grain with the semantics of eternal renewal, the triumph of life over death. Т. Meyko uses the techniques of attracting attention of the listener (issues treatment), typical tales formula. In addition, she imbues the text with poetic metaphors, which gives the narrative a lyrical tone.

Shatokhina A.O. THE OEUVRE OF F. M. DOSTOEVSKY IN CRITICAL AND PUBLICISTIC WRITING OF A. BENNETT // Tomsk State Pedagogical University Bulletin. 2019. Issue 6 (203). P. 38-46

Inroduction. Despite numerous publications on the early reception of F.M. Dostoevsky’s work in Great Britain, the scientific literature covers some important facts for understanding the peculiarities of the phenomenon only partially. Among them are the critical responses of the English writer Arnold Bennett pre-echoing the “Dostoevsky cult” in Great Britain. The aim is to elicit the peculiarities of Dostoevsky’s work reception by Bennett in 1910s and to identify the role of the latter in forming the tendencies of the writer’s legacy apprehension in the English culture. Material and methods. Material of the research includes three Bennett’s articles about Dostoevsky, published in The New Age weekly in 1910–1911. The methods comprise cultural-historical, literal-historical and comparative analysis. Results and discussion. In general, A. Bennett in his interpretation of Dostoevsky’s work follows the line of his predecessors. For example, he regards the form of the author’s works as a drawback; while his younger contemporaries will discover its novelty and meaning-making function in the text. Herewith, he rethinks some aspects of the traditional interpretation and calls The Karamazov Brothers, previously underestimated by the critics, an outstanding work. Bennett is not prepared for the deep understanding of the Dostoevsky’s work, but his interest in the author’s legacy, persistent urge to publish the translations play important role in popularizing his books in Great Britain. As a result, Dostoevsky’s novels become a matter of discussions among the young English writers and become available for the common readers. Conclusion. Bennet’s articles about the Russian author make a representative material in terms of learning the critic’s personal reception and in terms of identifying the typical features of the reception of 1910s. They form preconditions for the development of the so-called “Dostoevsky cult”.

The article is devoted to revealing the peculiarities of toponyms functioning in Selkup folklore and everyday life stories. The paper investigates different types of folklore texts, e. g. heroic folk tales, fairy tales, tales about sacred places. Every fairy tale is a complex folklore work that contains all plot constituent parts, characters with their speech peculiarities, philosophic or instructive conclusions. Many aspects of fairy tales discourse are not thoroughly investigated and need detailed linguistic study. The analysis of toponyms and its kinds (hydronyms, oronyms, oikonyms) involved in plot building of folklore stories is given. The special attention is paid to the stylistic device metamorphosis which is a characteristic feature of Selkup fairy tale discourse. Analyzing folk and mythological plots the author determines ways, reasons, character and motivation of metamorphoses that happened with people or objects involved in the narration.

The development of mass communications and political technologies increases the importance of governing the impression and constructing one’s own image that is not only a mean for various kinds of manipulation, but is a necessary element of self-realization for every person. Most researchers of self-presentation note the man’s aspiration to create a positive image is formed by tactics of emphasizing positive information. The implementation of the tactics in the “star” interview suggests the demonstration of positive characteristics, outstanding leadership skills, and the ability to overcome difficulties, the source of creative inspiration. The texts of the “star” interview are analyzed from the various ways of verbalizing the tactics of emphasizing positive information. The spectrum of lexical-semantic and syntactical means, conducive to positive selfpresentation of the public person is carefully analyzed. The practical value of the work is determined by the possibility to use its provisions and conclusions for preparing training courses and special seminars on communication, cognitive linguistics, pragmalinguistics, and image.

The article is dedicated to the problem of educational content and objectives of education. The author considers modification of content in the historic context up to its recent state. Dynamic changes of the modern society entail changes in all aspects of social life, especially in education. The main issue of the article is who should define educational content? In the ancient world this was done by philosophers, during the Middle Ages by the Church, and starting from the Age of Enlightenment it was done by the State. Nowadays this function belongs to society. It causes some problems related to the statement of goals and controlling educational content. Solution of these problems involves elaboration of mechanisms allowing every member of society to participate in these processes.
