For development and support of the native language in our Republic extensive work is being done in the field of bilingual education. The concept of bilingual education involves interrelated activities of teachers and students, aimed at the study of the subject means of native and non-native languages, which is achieved by mastering subject content, the development of speech and thinking, and the formation of balanced bilingualism in which students acquire languages in the same degree. The article addresses the issues of language education in terms of functioning of the two state languages (on the example of the Republic of Sakha (Yakutia)). Against the background of introduction of Federal state educational standard, the educational environment of the Republic is developing dynamically, based on the scientific research modern teaching materials, manuals, reference materials are being developed. It is known that the native language plays a special role, since it is the basis for the formation and development of thinking, intellectual and creative abilities, as well as socialization of personality and introducing it to culture. Allegory has been used widely throughout history in all forms of art, largely because it can readily illustrate complex ideas and concepts in ways that are comprehensible or striking to its viewers, readers, or listeners. Writers or speakers typically use allegories as literary devices or as rhetorical devices that convey hidden meanings through symbolic figures, actions, imagery and events, which together create the moral, spiritual, or political meaning the author wishes to convey. For example, in fables a fox character embodies the human characteristics of cunning and cleverness, a wolf and a bear symbolize greed and fraud, etc. Allegory can be easily represented in proverbs and sayings. The peculiarity of allegorical meaning is expressed in typical images. These images are related to various realia of the surrounding environment that belong to everyday life, work, religion, folklore of a culture. The concept “relation” is one of the major national cultural concepts in the Kalmyk, Russian and English lingvocultures and consists of various evaluative, figurative and conceptual components. | 1619 | It was studied the features of development of Amaranthus tricolor L. sorts of Valentin in the conditions of root hypoxia and possible ways of biochemical adaptation of assimilatory vehicle. As far as the increase of term of submergence there was braking of processes of height and development, maintenance of proteins diminished in leaves and, simultaneously, the amount of low-molecular antioxidants of amaranthin and ascorbic acid changed. Found out activating of enzymes of cycle of tricarboxylic acids (malate dehydrogenase), glycolysis and fermentation (alcohol dehydrogenase) and oxidizing pentose phosphate cycle (glucose-6-phosphate dehydrogenase) in leaves both after short-term and the protracted anaerobiosis. It was demonstrated, that adaptation to the root anaerobiosis connect with changes of activity of enzymes of different respiratory tracts and work of the antioxidant systems in photosynthetic leaves. The importance of harmonizing existing and new approaches to practice-oriented training for forming bachelors’ social competence sphere as a practice-oriented construct is emphasized. | 1629 | The ichtyofauna of Lake Taimyr includes two forms of the Siberian whitefish Coregonus lavaretuspidschian, a lake species with a higher body shape and a river-lake species with a lower body shape, both as described by Mikhin in 1955. Mikhin found that these forms are not only in Lake Taimyr, but also in its influxes. These species differ in nutrition preferences. The lake whitefish is a bottom-feeder while the river-lake whitefish is a predator. Study of the morphology of these species revealed considerable differences in number of vertebrae and a majority of other plastic indices. Based on body height, length of pectoral fin, and length of the upper jaw, the differences between the two species exceed the subspecies level of Meier's CR criteria chart. The history of general and pedagogical education in Russia always attracts the interest of researchers, and this is connected with the modern processes of reform of the domestic educational system, they should be supported by historical experience. The purpose of this article is to reconstruct and generalize the experience of the State Duma of the Russian Empire in reforming pedagogical education. Material and methods. The material of the research is historical sources of various origins whose use makes it possible to form an objective view of the development of education in Russia and to re-evaluate the risks and genetic problems in the solution of modern problems of educational reform. General scientific and special historical methods of research are used. Results and discussion. With the establishment of the State Duma in Russian society, there were hopes for positive changes in the development of science and education. The State Duma of the first two convocations began a debate on education: The State Duma of the third convocation has done a great deal, and contemporaries praised its results in this area. Education was the subject of heated debate among deputies of different political factions. All deputies advocated the development of school business, the opening of teachers’ seminaries, institutes, courses, the raising of the status and salary of teachers, but disagreed on the forms and methods of achieving the goal. During the existence of the III Duma, several important normative documents concerning the development of pedagogical education have been adopted. Draft Regulations on Women’s Teachers’ Seminars, discussed over six months, were approved by both Houses of Parliament and approved on 1 July 1908. The Draft Regulations on Women’s Teachers’ Seminars were approved by both Houses of Parliament. As a temporary option for solving the personnel problems of primary schools until the opening of the required number of teacher training institutes and seminaries, on June 6, 1909, a decision was made and highly approved to open two-year pedagogical courses at city schools. One month later, on 10 July, a proposal for temporary teacher training courses for secondary school teachers was accepted. The next step in solving the personnel problem of secondary school was the draft law on “Rules on testing of female persons in knowledge of the course of higher educational establishments and on their acquisition of scientific degrees and titles of female teachers of gymnasiums” which was discussed by the Duma in January 1911 and approved on 25 February. Successfully passed in the Duma and the legislative act on “the establishment of one-year and short-term courses for the preparation of teachers and female teachers of secondary educational institutions”, which on March 29, 1911 was considered and already adopted on July 3. A special place among the projects developed by the commission on public education was occupied by proposals for the transformation of teachers ‘seminaries and teachers’ institutes, which should have had a positive effect on the cultural development of the country, but the bill was discussed for a long time, first in the Third Duma, then in the Fourth Duma, but did not find support. Work in the Fourth Duma on the reform of teacher education institutions was interrupted by the outbreak of world war. Conclusion. Thus, the desire of broad sectors of Russian society and, above all, of the educational community for effective educational activities was reflected in the work of the deputies of the State Duma at the beginning of the last century. The first two Dumas proved to be opposed to the Government and demonstrated the mutual inhospitability of society and the authorities to make concessions, which delayed decision-making even on such obvious issues as the fight against illiteracy. The results of the activities of the Third Duma were the most productive, however, due to the large number of discussions on private issues, the deputies did not have time to complete work on many important bills in the field of education. In the fourth Duma, even the draft laws that had already been drafted were first reviewed and, with the outbreak of the world war, forgotten or rejected, among the latter being the bills to reform the educational system. During the Soviet period, the basic provisions of the draft laws on teacher’s institutes and seminaries were reintroduced, but they were interpreted in the light of the principles of a unified labour school and the education of teachers of the new formation. | 1650 | The decline in quality of mathematical training of the students entering the department “Applied Mathematics and Informatics” has negative effect on the implementation of the requirements put in the standard. Therefore, in order to create the conditions necessary for successful training at the University we need to adjust mathematical training of the first-year students. Problems of improvement of quality of mathematical preparation and adaptation of first-year students are relevant not only in our country, but also abroad. In article the works devoted to this subject are considered. As a solution to this problems the authors of this article offered the organization of the leveling course in mathematics. The analysis of typical mistakes made by the first-year students and also the abilities necessary for studying of the main sections of high school mathematics allowed to define the maintenance of the leveling course. The system of multilevel individual tasks; conscious storing of educational material; work in small groups including cross-checking; various ways of math problem solution with identification of their efficiency; critical thinking techniques were used during the organization and carrying out this course. The efficiency of the developed leveling course was noted by the teachers of mathematical sciences and it was also confirmed by the results of the first session.
