| 2354 | The relevance of the proposed project follows both from the importance and the role of the railways, which largely have decided the fate of the confrontation between the reds and the whites during the Civil War, and from extremely weak, often unilateral coverage in historical literature of the role of commissars in this confrontation. The paper deals with the formation and structure of system of railways management through commissars, with the role and importance of commissars activities in ensuring stable operation of the railways. The article discloses the activity of commissars to inform the centre on state of affairs on railways, to organize agitation-and-propaganda and cultural work on the railroads, to improve the living conditions of railwaymen and to strengthen their labour discipline. Considers the difficulties of commissars’ work, which are a result of both their insufficient educational and vocational level, and a fuzzy definition of their goals and functional duties by the Center. It is alleged that as a result of formation of commissar structure and its activity, the Soviet state was able to achieve stable operation of the railways in the difficult years of the Civil War, which was one of the main factors contributing to the victory of the reds. Achieving qualitatively new results in the system of general education requires introducing more effective approaches to the management of the entire educational process and the specific educational organization. As a tool for the development of an educational institution, this paper considers the methodology of project management which allows, in a vertically built management system of an educational organization, expansion of its horizontal branches to achieve more active involvement of teachers in co-management. Aim and objectives. The aim of the article is to describe a model for project methodology integration into the school administration system based on the technology of management of ethnocultural projects in an educational organization. Materials and methods. The authors rely on scientific works in the field of project management and project management in education and several regulatory documents relevant to this area. The synthesis of data obtained by the documentary analysis of scientific literature and the experience of the educational organization enabled the authors to show the specifics of including project management in the project management system in the educational sphere and reveal its potential for the development of educational systems in general. Results and discussion. A comparative analysis of system models for managing an educational organization has shown the significant advantage of flexible management systems due to their “adaptability” to changes in the external environment and more efficient management of the internal environment. The optimal management has a matrix structure. It is focused on the development of interaction between different services. Pronounced horizontal lines in the management model, while maintaining vertical integration, allow timely and organic regulation of processes at various levels. In this study, the experience of inclusion of project management in the linear-functional model of school management is analyzed, using as an example, ethnocultural projects of the MBEI (municipal budget educational institution) pre-gymnasium “Kristina” in the city of Tomsk. Conclusion. The proposed model of project management in an educational organization can be applied in any educational organization. The reliability of scientific results and the validity of the conclusions of this study are informed by modern achievements of research knowledge, as well as positive practical experience of introducing the elements of a flexible management system into the activities of the specific educational organization. | 2377 | In the present study I make specifi c claims about the borrowing of structural categories and the impact of such borrowings on structural typology. I argue that certain linguistic strategies for clause combining are readily borrowed and that massive borrowing of these categories can result in structural change so extensive/signifi cant that the result is typological shift. Eurasia has long been identifi ed as a particular type of language typology. Early typological studies [1] identifi ed correlations between verb-fi nal word order, postpositions, relative clause before the noun, and, signifi cantly for the present study, subordinate clause before the main verb. Subsequent studies have shown that these correlations are statistically signifi cant only in Eurasia, suggesting that Eurasia is itself a zone for areal typology [2]. Siberia is an important part of that zone, and the indigenous languages of Siberia, are OV (namely the Mongolic, Tungusic and Turkic languages, Chukchi, Itelmen, Nivkh, and Yukaghir, as well as the Eskaleut languages). In the present paper I argue that the Siberian languages are undergoing typological shift as a result of contact with Russian, a change which began prior to language attrition which is now well underway for many if not all of the indigenous languages with small numbers of speakers. | 2379 | The present article reviews the role of opioid receptors and their endogenous and synthetic agonists in the formation of resistance to the action of condition of acute hypoxia. It shows that stimulation of opioid receptors is accompanied by a neuroprotective effect in acute hypoxia. It examines the role of different types of opioid receptors in the implementation of the protective effect of adaptation to hypoxia. The authors analyzed the results on the mechanisms of action of opioids, the role of cAMP, cGMP, nitric oxide, inositol triphosphate, K+- and Ca2+-channels in realization of the effects of agonists of opioid receptors. | 2382 | In this article we are discussing the issue of teacher training for vocational education system – a professional field that under present-day conditions is not limited to educational institutions. In the context of networking cooperation, employersponsored education and dual vocational training system, a person who trains future specialists to implement various types of professional activities can act as a career educator. Responsibilities of such an educator are, among others, to manage the process of an individual student’s professional development, to encourage their self-identification during the training and within their professional field, to help them find their own individual learning paths. Competencies required to perform such tasks cannot be formulated neither within the chosen field’s subject content, nor within a traditional pedagogical program. In present conditions we also see that the focus of a career educator’s job is shifting. In the traditional sense the job of an educator is focused on the learning process, with special attention paid to determining patterns in this process. The job of a career educator, however, is closely connected with types of professional activities for which students prepare during the course of non-university level higher education, vocational training, or supplementary vocational education. The specifics of this job determine the distinctive criteria needed when selecting content for career educator training programs. Consequently, established principles of creating the contents for “Vocational education (for different fields)” programs should be augmented with principles that reflect the specific content of educational activities. These principles must be carried out for both undergraduate and graduate programs. The principles for developing an educational program that we propose in this article are instrumental in selecting the content for a career educator training program, they reflect the specifics of the job, and they also take into account the challenges that educators face on the current stage of vocational training system development. The classification of lexical couples «genus-totem» is considered in it, that is very significant to understand bases of Russian ancestral anthroponymics. Some tens of Ants tribe of genera (one of 9 Great Rus' tribes), in which were established ornithological totems, have been considered. Objective characteristics, distinguished the Russian ancestral (generic) names from ungeneric, are enumerated here. On the example of the surname Ivanov it is seen, that this surname is characterized by all generic signs. The history of its arising is narrated in verbal stories. | 2384 | The obtained data of morphofunctional condition and blood hormone levels of rats thyroid glands under 5 days exposure of hypokinezia, cold and their combination are presented. It was established that cold exposure in combination with hypokinezia gave rise to compromising reaction of thyroid gland, when there were elements of reaction to both hypokinezia and cold. Some of follicles in central gland,s zone were in condition of great functional stress, but the rest of part (it was more than 2 volume) was in deep depression of synthesis and secretion. | 2399 | The article is devoted to revealing the peculiarities of toponyms functioning in Selkup folklore and everyday life stories. The paper investigates different types of folklore texts, e. g. heroic folk tales, fairy tales, tales about sacred places. Every fairy tale is a complex folklore work that contains all plot constituent parts, characters with their speech peculiarities, philosophic or instructive conclusions. Many aspects of fairy tales discourse are not thoroughly investigated and need detailed linguistic study. The analysis of toponyms and its kinds (hydronyms, oronyms, oikonyms) involved in plot building of folklore stories is given. The special attention is paid to the stylistic device metamorphosis which is a characteristic feature of Selkup fairy tale discourse. Analyzing folk and mythological plots the author determines ways, reasons, character and motivation of metamorphoses that happened with people or objects involved in the narration. | 2400 | The authors studied soil microbial activity in oligotrophic, eutrophic and mesotrophic peat bogs of Siberia by method of substrate-induced respiration (SIR). Intensity of microbiological processes depends on the type of peat bogs and hydrothermal conditions. The average for vegetation period 2013, the highest microbial biomass was observed in oligotrophic peat bog of Vasyugan (4,16 mcg/g dry peat, with limits – 1,66–8,28 mcg/g d. p.). The minimum value of microbial biomass was recorded in mesotrophic peat bogs Kutushskoe (3,29 mcg/g d. p., with limits 0,78–6,94 mcg/g d. p.). Eutrophic bog Tagan on the microbial biomass took an intermediate position (middle – 3,74 mcg/g d. p., limits – 0,41–13,43 mcg/g d. p.). Investigated bogs can be arranged in the following order of intensive basal respiration: eutrophic bog Tagan > oligotrophic bog Vasyugan > mesotrophic bog Kutushskoe. It is fixed that in spite of genetic differences all bogs had the stable ecophysiological status. Functioning of microbial communities of peat bogs is within natural variability, and indicates their environmental sustainability. The eutrophic bog Tagan is not resistant to environmental factors.
