The question of becoming a professional identity is studied in terms of creating a reference model of the expert system as professionally important qualities, abilities, knowledge and skills necessary for successful implementation. One of the main problems is the lack of education and lack of preparedness of specialists, in particular, clinical psychologists and educators. The study revealed that the majority of the ezamined is characterized by an average level of social intellect, and a high level of readiness for the second year of studies reaches a very small number of students. Teachers-psychologists are only half ready to correctional work with children with disabilities according to the criterion of social intelligence, because a cognitive component of psychological readiness corresponds to values of low and intermediate level. | 3906 | The article describes the activity of the Tomsk pioneer headquarters. It was a children’s self-governed organization, which was founded in 1969 by a prominent young pioneer leader and teacher Oleg Pirozhkov. The headquarters lasted till 1989 and achieved considerable success in training of young pioneer activists, who were able to overcome excessive formalities of “official” children’s movement. The headquarters also produced a great number of educational structures, which left their mark in the history of Tomsk society. | 3907 | In this article, I focus on the complicated variant of Collective moral responsibility, which is presented as the idea of vicarious responsibility. Using the idea of Collective Responsibility today has a lot of controversial statements. The main point, which is fixed in philosophical objections, is the principle of personality and autonomy. The idea of Collective responsibility eliminates personal responsibility, so we have the situation when nobody takes responsibility. However, today social changes, when to define real person action is impossible due to many reasons, researches have to investigate other types of responsibility, for instance collective. Collective agents such as nation, corporations, social institutes, human being need moral state, just because their actions have extensive impact and moreover the consequences of their actions have long term effects. The theoretical and practical gap is the source of the paradoxical situation. On the one hand, the paradigm of individual responsibility cannot be used for collectives, and on the other hand, the group’s activity avoids moral estimations. In this article, it seems that the idea of vicarious responsibility has a chance to connect individual and collective measurement of responsibility because it can be characterized as the space where individual and collective exist simultaneously. Vicarious responsibility deals with moral senses such as blame, shame, repentance which a personality has when other members of group have done. It is thought that the reason for this kind of experience becomes a moment of identification of the individual with the group on the basis of national, religious, professional or other interests. First fundamental question of collective responsibility and collective guilt was presented in the works of Karl Jaspers and Hannah Arendt. Philosophers have formulated the question of responsibility and guilt for the crimes of the nation's human scale, actually identifying the subject of the blame to the people. The German people were presented as a subject of collective moral responsibility. It analyzes contemporary approaches to the mastery of the speech in ontogenesis and in the case of bilingualism. The author considers bilingualism as an aggravating factor in language learning. With the help of the free associative experiment it is proved that the representatives of the Russian ethnic group have no associations to the stimulus word “Ombudsman”, which means that they do not understand the words, it leaves gaps in the reflection of the worldview in the language consciousness of the individual. It is devoted to the theoretical substantiation of the connection in the poetic (and wider – artistic) text of regulativity and reflectivity. The review of the works of recent years devoted to the study of textual qualities and categories on the material of various discursive practices is presented. The essence of regulativity, reflection, including its types, as well as reflectivity is considered in detail. Regulativity is a systemic textual quality that provides management of the cognitive activity of the addressee. Reflection is interpreted as a universal sign of human thought activity. Reflectivity is a person’s ability to reflection. The reflectivity is closely connected with images of the author and addressee which are realized in the textual categories of subjectivity and addressing. The author relies on the researches of linguists, literary critics, also observations of masters of the artistic word for establishing the connection between the regulativity of the poetic text and the reflectivity. It is found out that from the positions of the communicative-activity approach to the text, the basis of regulativity as a systemic textual quality is reflectivity. It demonstrates the characteristic of the consolidated activities of the faculty in training the students to work on the formation of their competitiveness. The article provides the pedagogical technology of training of competitive specialists in a technical university. It presents the results of the survey of students to ascertain their perceptions about the competitiveness of a graduate. The authors emphasize the necessity of cardinal changes in an education system and in accordance with the requirements of the labour market for competitive specialists. The authors propose to consider the competitiveness on four levels – personal, qualification, competence, practical, which allow the student to trace the formation of his qualities as a future job applicant. It is proved that the formation of competitiveness of technical college graduates is realized by establishing correspondence between the educational and professional standards. An example of working with the individual plan of formation of competitiveness is shown. Substantial growth of the motivation for learning the basic disciplines is confirmed by the results of the input and the final control of knowledge on the example of chemistry, as well as survey data of graduates. | 3940 | Universal commerce that appeared in Russia in XIX century reached its fullest flower in Soviet period both in cities and countries. In 1920’s GUM (State Department Store, from Russian Gosudarstvenniy Universalniy Magazin) became a symbol of NEP. After a bright period of activities in 1920’s Tyumen branch of GUM reappeared in 1930’s in the form of state and cooperative trading organizations. By the end of 1930’s state department stores that started their activity as one of the forms of trading organizations became the best form of Soviet trading. The article describes the main periods of this evolution, draws reader’s attention to the managerial decisions in trading sphere, the analysis of the activity of the Tyumen branch of GUM and the reasons of its liquidation. Much attention is given to the difficulties of the development of the state trading in the provincial Tyumen in 1930’s, the author defines forms and methods of state universal commerce and analyses the role of advertisement in this process. The results of the research show that by the end of 1930’s state commerce already had leading position in the city in context of command and administration system establishment. This period was essential in shaping the principles of Soviet universal commerce. It is found out that depending on the conditions of the habitat C. uralensis can form two life forms: shortrhizomatous on waterless meadows and shortrhizomatous stoloniferous in fir-lime woods.
