The article highlights the process of separation of the bodies of social security and domestic organization of military families from social welfare bodies. A wide range of tasks which the People's Commissariat of social welfare faces, small staff, and, which is the most important, the lack of far-reaching beholden network of the bodies responsible for social security of military families at the local level determined the lack of effective government aid to this category of citizens and became the reason for introduction of the bodies of social security and domestic organization of military families. Through the example of functioning of the regional and territorial social security bodies in Western Siberia the order and structure of their organization and the tasks which they face are demonstrated, as well as the importance of changes in the structure of the bodies for effective assistance to the military families is studied.

Kruglova L.V. HEINE, LERMONTOV AND RIL’KE: TO THE QUESTION OF ONE FREE TRANSLATION. Tomsk State Pedagogical University Bulletin. 2015. Issue 6 (159). P. 175-178

The article addresses the questions of the history of Russian-German literature relations with the main focus on three poets: Mikhail Lermontov, Heinrich Heine and Rainer Maria Ril’ke. The article reveals the nature of the relations between the creative works of poets. Using the lyrical work by Heine “Der Tod, das ist die kühle Nacht” (“Death is the cool night”) as an example, the author explores the peculiarities of reinterpreting of the theme and motif by the creative consciousness of Lermontov that was embodied in the poem “I come out to the path, alone…” as well as their “return” through Rilke’s translation “Einsam tret’ ich auf den Weg, den leeren…” back into the German-speaking cultural space as a new poetic masterpiece.

Dimitriyeva O.A. METAPHORS IN VERBS WITH MEANING “DRINKING”. Tomsk State Pedagogical University Bulletin. 2015. Issue 9 (162). P. 15-18

Figurative usage of words varies from culture to culture and reflects the national vision of events. The specific attitude and a special culture of drinking are implemented in metaphors. The article is devoted to metaphorical usage of the Russian verb раздавить – razdavit' and speech verbs (приговорить, уговорить, уболтать – prigovorit', ugovorit', uboltat') in texts available in the National corpus of the Russian language and Internet forums. It shows the analysis of the main cases of their contextual usage and it researches the main morphological, syntactic and collocation characteristics of the given verbs that have some features in common and have some differences. The common integrative meaning of these verbs is “to drink a certain quantity completely”. So the statements with these verbs have, as a rule, words that mean the container (a bottle) and its contents (vodka, cognac, etc.) in the context. The peculiarity of the given metaphorical verbs is that when you transfer the names from the base experience to another, you bring context of the word in its direct use.

In this article the subject of comprehensive study of regional (local) history of the considerable region of Western Siberia – Priishimya from a position of economy, public administration, culture, sociology is touched. On the basis of the studying of a wide range of reference books of the pre-Soviet past and archival sources which are earlier not introduced into scientific circulation connection between emergence of the capitalist relations in the Russian Empire is established with their experience in the Siberian remote place. Work has interdisciplinary character, is written on a joint of history, sociology, economy, ethnography and covers cultural and community and economic preferences of peasants in one of the important directions of work – butter manufacture. The author traces formation of such phenomenon as collective butter manufacture which served one of the reasons of intensive stratification of rural society. Uniting in cooperatives and agricultural artels, peasants could improve the welfare, there was an opportunity to rise on a social ladder, to join cultural values of mankind (through education, opening of joint ventures with foreign businessmen, etc.). The practical importance of the received results of research consists in the use of new contemporary records and conclusions by drawing up scientific and methodical grants and editions, possibility of inclusion in information references of local history and public character, and also will allow to eliminate gaps in the social, historical, economic description of pre-revolutionary Siberia.

The results of airpollution monitoring in towns of Republik of Khakasia demonstrate that the average annual concentration of benzapilene increased by 14,6 % in Abakan, 51% in Sayanogorsk and 24 % in Chernogorsk in 2002. 47,7 % of emissions fall to mototransport’s lot. The analysis of snow and soil by the method of gas chromatography and chromatography – mass spectrometry in the zones of blowout dispersion by the heat and power plant of «Khakasenergo» proved that the content of benzapilene in the blanket of snow is 4·10-5 mg /dm3, in the soil is 0,0010 mg /kg. Introduction. The onymic vocabulary in the category of German pseudo-borrowings is currently understudied. While pseudo-borrowings are traditionally considered in the etymological and word-formation aspect, in the practice of analysis of the onymic category and its etymological segments a great role is played by the selection of onomastic subclasses of pseudo-borrowed onyms, the constellation of which is determined by the nature of the empirical material. The appeal to ways and models of word formation is conditioned by the necessity to highlight the structural and systemic features of the studied units and their role in the pseudo-foreign naming by means of the German literary language. The aim of the paper is to identify the ways and models of onym formation in the German pseudo-borrowings class. Material and research methods. The empirical basis for the study is 190 pseudo-borrowed onyms, selected according to the criteria of posteriority, impaired reversibility and belonging to the class nomina propria from a number of German-language print and online editions, including translated comics, onomastic registers and regularly updated dictionaries Duden and DWDS. The dictionary search was carried out mainly with the use of marker words containing the German confix “pseudo-”. The epistemological basis of the analysis is the structural-systems approach, the implementation of which is aimed at revealing the structural features of the studied vocabulary set. A corpus of general and special scientific methods was used to analyze the material. General scientific methods were the methods of logic (analysis, synthesis, comparison, generalization) and statistics (quantitative methods, the method of grouping), private scientific (linguistic) – methods of structural linguistics (method of component analysis and traditional-complex method). Results and discussion. Most of the empirical corpus segments of this study consist of pseudo-Gallicisms of the first and second groups as well as pseudo-Latinisms. Although the Gallicisms of the second group and Pseudo-Latinisms are derived from elements borrowed from dead Gallic and Latin, they continue to be used in German literary speech. A great variety of subclasses are represented by pseudo-Latinisms, among which there are anthroponyms, a large number of ergonyms, pragmatonyms, peisonyms and a class of fictionyms in the subclass of anthroponyms. The names of comic book characters translated into German, represented by the class of fictionyms and the subclass of anthroponyms, are formed using a variety of word-formation models. In addition, one of the fictional character names considered in this paper, in the segment of pseudo-Hispanisms, has the greatest lexical length (11 elements). Thus, it can be assumed that thanks to such a variety of ways to form lexical units the authors and translators of comics manage to convey the expression and, to a certain extent, the distinctive features of certain characters. The word-formation possibilities of pseudo-usage onyms in German depend on which segments and sub-classes form the empirical corpus. Conclusion. The proposed material is intended to expand the understanding of the nature of pseudo-borrowings in German literary speech and to deepen the differentiation of onymic and appellative categories of this class of vocabulary. The results can be used for lexicographical and educational purposes, in translation practice and in the teaching of modern German.

This article is devoted to the study of genre modifications of modern hagiographic works for children. Appeared in the last decade, quite extensive, new and yet unexplored corpus of hagiographic texts, their variety and diversity make appeal to the description and preparation of sample typology of genre modifications of hagiographic works. The examined genre modifications of hagiographic genre are oriented towards already existing in the literature pretext (life, pateraki, prologues) but include the assimilated starts of other genre forms. The article is devoted to the analysis of the experience of the cultural project “Preservation of architectural gene pool of Siberia: Tomsk directory of platbands (Tatarskaya Sloboda)” in September-November of 2015. The article reflects the following aspects of project activities: organizational, teamwork, research, as well as testing of full-scale survey method of 223 wooden architectural objects. The results of the project were the following: creation of Internet presentations of Tatar settlement platbands as the primary database for further research, assessment of natural wood preservation, scientific publications on conservation of wooden architecture in Tomsk. However, was revealed the quantitative and species diversity of Tatar settlement platbands, their spatial distribution. Highlights the richest with unique architraves streets as a promising route area for education of patriotism and urban tourism development. The implementation of such projects is not only social and cultural sphere of socialization of youth, but also a necessary condition for their professionalisation.

Medniko D.M. ON THE QUESTION OF GOLD INDUSTRY WORKERS’ INSURANCE IN THE LATE 1800’S – EARLY 1900’S. Tomsk State Pedagogical University Bulletin. 2018. Issue 5 (194). P. 103-109

Since the very beginning of goldmine industry in Siberia its workers were on their own in issues of healthcare, insurance and support of families of the deceased laborers. Changes came in the end of XIX – the beginning of XX century. They became possible because of new imperial legislation. According to new laws, entrepreneurs became responsible for their worker’s health and were obliged to compensate work-related injury or death claims of employees. However, it caused debates among people of industry. They made several projects, concerning the creation of insurance association and the society of mutual insurance for workers. Some projects were quite promising, supposing that accessible health insurance funds would be created even in Siberian taiga. But conferences of gold industry entrepreneurs tended to support the moderate ones. Even the duration of operational season was disputed since it had effect on payments size. However, even these efforts were made without great effect and failed to create a stable insurance system. As seen from the study it was the consequence of entrepreneurs’ effort to share responsibility for insurance with the state institutions and workers themselves. The problem of health insurance was a part of the labour issue, which appeared to be unmanageable.

Neupokoev I.V. THE ROLE OF LITERACY SCHOOLS IN INITIAL PRACTICAL KNOWLEDGE TRANSFER (ACCORDING TO MATERIALS OF KURGAN DISTRICT OF THE TOBOLSK PROVINCE IN 1884–1909 YEARS). Tomsk State Pedagogical University Bulletin. 2018. Issue 5 (194). P. 110-116

The article considers the process of formation and development of schools of reading and writing according to the “Regulations on parochial schools” of 1884 and the “Rules of Literacy Schools” of 1891 on the territory of the Kurgan district (1898 – county), province of Tobolsk. Explains the reasons for this geographical localization. Presents the problems on search of school premises and means of subsistence, on the sizes and terms of payment for teachers, influence of natural factors (crop failure of 1891–1892) on functioning of schools of reading and writing. The quantitative dynamics of literacy schools is shown and the reason for its fluctuation is explained, as well as the reasons for the gradual transformation of literacy schools into parish schools in 1909. The article provides the formal and informal conditions to the candidates for teaching positions, the terms of the complications of the requirements for the selection of mentors and the specifics of their training through a 3-year secondary and two-year parish school, as well as using special test Rule 1889. Describes the characteristics of the educational process (training time, program, curriculum) and its outcome, the role of rural communities in the opening and maintaining of certificates, the role of priests as the heads of the schools of literacy, the role of the Tobolsk diocesan school Board as the management body. The subjects of educational monitoring and inspections of civil and ecclesiastical offices are listed, their evaluation and issuance of school certificates are conducted. Particular attention is paid to the tendency of increasing state expenditures on them due to the position of the chief Prosecutor of the Sv. Synod K. P. Pobedonostsev and minister of finance S. Witte.

Kovalenko E.N., Larina M.B., Moshina E.A. CONCEPT “ENTERPRISE” IN THE RUSSIAN LINGUOCULTURAL VIEW OF THE WORLD: NOTIONAL ASPECT. Tomsk State Pedagogical University Bulletin. 2019. Issue 2 (199). P. 7-13

The article deals with the analysis of the structure and content of the linguacultural concept “Enterprise” in the Russian linguacultural view of the world. Data for study includes dictionary entries of various explanatory dictionaries and encyclopedias as well as the electronic collection of newspaper reviews presented in a reference system of Russian National Corpus. The article provides the results of description and comparison of cognitive signs of the considered concept presented in the semantics of dictionary definitions and on material of Russian modern printing media. The analysis presented in the article allows to define and enlarge the list of notional signs of the concept “Enterprise”, and reveals some peculiar conceptual features while studying the combinability of the above-mentioned concept that gives the chance to present a more detailed mental world picture of Russian native speakers. According to our statistics, the key signs of the concept verbalized in dictionary definitions are “activity”, “agent/person” connected to enterprise activity and “benefit”, as a result of activity. While corpus examples, apart from those basic signs, demonstrate more diverse structure of cognitive signs, which represent concept “Enterprise” as a social phenomenon, such as “job”, “source of income”, “subject, course”, “social layer”, “social and economic phenomenon”, “image”, etc. The article is also due to show the changes in speakers’ mental picture of the world caused by the changes in the society. The research results can be used to compile dictionary entries as well as to provide lectures in Cognitive linguistics, Linguacultural Studies, etc.

The article covers the constituents of the patriarchic perception still thriving in the modem Russian culture, and traces the influence of the works of George Sand on its downfall in the 19th century. The Russian literature of that epoch, both at its grand and inferior level, was affected by the transformations in the morale of the society, alongside with the penetration of the new literary plots, collisions, motives and characters.

The article reveals two versions of the texts of the most famous play-tale by L. Filatov “About Fedot-the shooter, daring good fellow” in the aspect of transformation of folk motifs. The article determines the level variability of the original texts (focus on the first publication of the text of the play in 1987 and the latest edition of the author's lifetime), compares events and motives in correlation with the variants of folk tales “Go there – do not know where, bring it – do not know what”. The article analyzes the system of characters in the folklore and author’s fairy-tale. Also analyzes fundamentally different finals in the texts of the play-tale of different years.

The paper presents a linguopoetic analysis of the original and translated texts in terms of the author’s worldview. The emphasis is placed on extra-linguistic factors such as the translator’s system of values in understanding and creative perception of the original. The comparative analysis allows to identify imagery transformations verbalized in the translation and presented in the individual style that reflect the specificity of the Russian Symbolist’s personal interpretation of the individual poetic picture of the world typical for the German Romantic poet. The original and translation of the poetic work are regarded as texts united by a common discursive space of images with variable methods of poetic expression of artistic meanings.

The article is devoted to identifying the role of rhetoric component in the speech and communicative behavior of epistolary media language person. Epistolary display language personality is defined as a special type of media, author (sender) content epistolary-media texts – written speech products, possessing a pronounced genre-style characteristics, through which the interpersonal and social interaction with addressees in a media discourse is realised. The analysis of linguistic organization of epistolary-media texts demonstrates a certain level of speech culture of the sender, which is required to achieve the impact on recipients, on the one hand, on the other – it indicates that the presence of speech abilities marks the manifestation of epistolary display language personality peculiar to its discursive abilities. In the rhetorical aspects are analyzed the discursive characteristics of epistolary media language person, actualized in the sphere of mass interaction. The illustrative materials are the open letters to the public, tests of online petitions and eapplications of citizens addressed to the representatives of the regional and national authorities as a kind of epistolary media correspondence. In particular, the rhetorical expedient in epistolary media correspondence is updated by receiving the transformation of forms of presentation “I in-personal” “we collective” and “you generalized”, verification by mentioning factual and statistical data, to attract the stylistic language of the resource in the form of tropes and other means of expression of different levels of the language system. It is noted that, in addition to the verbal code units for the expression of his own reflection on the concrete social events addressee actively involved paraverbal graphical tools.

The article, based on the analysis of modern historical and pedagogical research, interprets the following concepts: ideal teacher, teacher’s mission, which helps to present the pedagogical ideal as a sample image. This article shows that the second half of the XIX – beginning of the XX century is of particular interest for the history of public education, since during this period pedagogical ideas developed intensively. Important and up-to-date judgments about the ideal, mission, and the role of the teacher were expressed. There are relevant views of modern scientists on the ideal and mission of the teacher in the article. Special attention is focused on a study conducted at the beginning of the XX century, where you can find generalized data about ideal teacher from the students’ point of view. Pupils’ reflections on the ideal teacher, his traits of character, personal and professional qualities are given. According to the students, these traits and professional qualities have the most favorable impact on young people. It was found out, that the favorite teacher was considered to be the one who knew his subject at high level, explained information clearly and, more than that, this person would be cheerful, kind, patient, fair, noble, sincere, young at heart, understand the problems of young people, treat students like adults, trust them, see their personality, love his students.
