| 5676 | The prosecutor’s office in the Tuva National Republic (TNR) has been formed in 1935. Formation of bodies of prosecutor’s office took place during the difficult historical period: very low educational level of the population and total absence of legal personnel. The legislation only arose and was imperfect. The work of prosecutor’s office was provided by only four persons. “To guard legality” was not only difficult, but also life-threatening. So, the first prosecutor Kara-Sal Pirinley has been shot for refusal to approve arrest of a number of heads of the Tuva state due to the lack of the sufficient bases. Voluntarily TNR was a part of the USSR in 1944 as the autonomous region. Bodies of prosecutor’s office should not just construct the work according to new Soviet laws, and to provide their uniform application in all its territory and by that to promote its economic development. Tuva was agrarian area. In this regard activity of prosecutor’s office has been directed generally to check of a state and storage conditions of agricultural stock in state farms and collective farms, in machine and tractor stations and the tozhzemakh (associations on joint processings of the earth). At detection of cases of the thriftless relation to their storage, damage and plunder, measures were taken: disciplinary character on the party line and criminal prosecution. Quality of work of prosecutors and investigators were checked by «audits» during which were studied the conditions of work, «political qualities» of the worker, the positive and negative sides of work of employees, thier mistakes came to light. The prosecutor of the region personally checked the compromising materials for workers, implementation of separate orders, carried out complex inspections of regional prosecutor’s offices. As archival documents testify, there was severe criticism, but in prosecutor’s office, and in the public the management tried to keep authority of both the institute of prosecutor’s office, and his workers. The mission of prosecutor’s office owing to features of the Tuva statehood has initially been connected with a number of the problems connected with a social and economic development of the region, insufficient financing and providing material resources of bodies of prosecutor’s office, shortage of qualified personnel, poor quality of work of employees, the rights caused by weak knowledge of branches. However historical experience of Tuva shows that the need for such government body as prosecutor’s office, with inherent only to it tasks, functions and powers, was especially sharp and was applied as the effective tool of the adoption of development of the public relations, as an indispensable development tool of the Tuva statehood. | 5678 | The aim of the work is to examine the process of formation of new system of fire-prevention actions which began to emerge in the Altai province after final establishment of the Soviet government. The article is prepared on the basis of a wide range of archival materials, materials, many of which are introduced for scientific use for the first time. As a result of the work the author has come to the following conclusions. The fight against forest fires included a range of prevention measures, prevention and liquidation of fire in the forest and punishment for persons guilty of arsons. The new government was interested in the preservation of forests from fires, so forestry specialists and local authorities were tasked to create effective system of struggle against forest fires in short terms. Questions of forest preservation from the fires were regulated by local regulations which were based on provisions of the decree “About the woods” 1918. The forest was nationalized, every citizen had the right to use forest products, but on the condition of personal participation in the protection of forests. The implementation of fire prevention measures was entrusted to the local population. However, this practice has not justified itself, so it was decided to return to the standard scheme, in which the main role in the protection of forests from fires played professional forest guards. | 5679 | Introduction. The problem of designing educational clusters of an educational type that use the values of traditional culture and pedagogy in their activities is an important part of the humanitarian and value-based cultural approach in the modern educational process. The Institute of Public Education via a network event based on network interaction as a cluster educational system can be an innovative technology that develops new network conditions for the formation of a value-based model of a student’s personality. The objective is to develop approaches to the development of an educational cluster of a value-based type in the conditions of the interaction of general and additional education using the basic standard FSES-2 based on our own experience, as well as modern scientific views on the structure, methodology and organizational conditions for the development of educational clusters. Material and methods. Cluster-type network interaction is structurally a system and as a system assumes mandatory qualities, such as responsiveness, mobility, adaptability, complementarity, etc. This leads to the use of the methodology of the system approach and the system analysis of network phenomena and processes when modeling an educational type cluster. The results of the study. Based on the use of the methodology of system analysis of social and cultural phenomena and processes taking place in partner institutions, as well as modern approaches to the development of the educational network such as: resource, target, person-centered in the cultural and axiological context, we get a model of personality development based on the formation of value orientations of schoolchildren. The construction of an educational space of a pedagogical cluster of an educational type constitutes the conditions of this modelling. Conclusion. The concept of spiritual and moral development and education of a Russian citizen’s personality assumes that the basic standard is implemented both through the educational space of a general education school and the educational space of an institution of additional education for children, which can be implemented through a variety of additional educational programs and subprograms in network interaction. Each educational program (subprogram) is carried out in the following five directions: school classroom activities; extracurricular activities (cultural practices); social practices; education based on family traditions; introduction to the fundamentals of traditional Russian religions. All this can be implemented through a network educational event, since in network interaction a network event is one of the conditions for its development, in our case a network event associated with folk culture – the recreation and holding of a folk holiday. Such a network event can be modeled, it is organically included in the educational system of our network model. | 5680 | The article is devoted to the description of the speech genre (hereinafter referred to as the SG) of Internet revelation and the identification of its main genre-forming features and features of the language embodiment. The novelty of the study is determined by the fact that for the first time the texts functioning in Internet communication and containing anonymous expressions of their revelations, secrets and emotions are subjected to a systematic description. The relevance of the work is due to the growing popularity of such resources and the lack of representation of linguistic works on their study. The study of the SG of Internet revelation was carried out on the material of texts published on the website “Overheard”, as well as “Overheard from teachers” in the social network “VKontakte”. The work is done in line with communicative linguistics. When analyzing the material, the methods of linguistic description, discursive analysis were used, including the characteristics of extralinguistic factors and reflecting the functioning of the studied SG in the Internet. Pragmatic, media, structural-semantic and stylisticlinguistic parameters are considered in the description of SG Internet-revelation. The categorical features of the Internet Revelation SG are: anonymity, first-person narration, virtual space of communication, focus on a large audience, mediocrity and asynchrony of communication. The texts perform an informational function and are characterized by thematic diversity. The communicative goal of the studied genre is to receive or present information containing the author’s revelation anonymously in front of a huge audience. The means of linguistic embodiment are described, related to phonetic (onomatopoeic literal combination for expressing emotions), graphic (repetition of letters and punctuation marks, use of capital letters and dots, adding emoticons), lexical (colloquial, reduced, colloquial, evaluative vocabulary; figurative words and expressions ) and grammatical level (past tense verbs; adverbs of measure and degree; exclamatory and interrogative sentences, etc.), stylistic features of the texts (first-person narration; colloquial and written style that has the characteristics of Internet discourse, narrative and autobiography) are revealed. It has been proven that Internet revelation is a unique genre formation that has a certain composition, its own style, and a special linguistic embodiment. The proposed methodology for analyzing the speech language of Internet revelation can be used to describe other informative speech genres of Internet communication. | 5683 | Non-homogeneous (polycode, polymodal, multimodal) texts have long become part of modern communication (both media and official business). The requirement for mandatory communication of official authorities, public and party organizations with the population in a virtual environment has given rise to official portals of regional governments, ministries at various levels, and city administrations. These virtual objects are institutional because they have a discursive orientation, specific means of information transfer and communication design. The communicative-activity approach is applicable to the texts contained on the official portals of the city administration (in this article we are talking about the virtual portal of the Administration of Omsk Omsk. rf, located at: https://www.admomsk.ru/web/guest/main). The purpose of the article is to evaluate the ways of transmitting information, organizing communication with different age and social groups of the addressee in terms of the manifestation in them of visual, verbal, multimodal regulators that implement communicative and cognitive models of the virtual institutional environment. Material for this study: texts posted on the virtual portal of the administration of the city of Omsk (Omsk. rf.). The research methodology includes two stages: 1. Evaluation of visual, verbal, multimodal regulators, their communicative orientation in terms of expressing communicative and cognitive models of the virtual institutional discursive environment; 2. Identification of texts aimed at certain social and age groups of addressees, establishing their informational, semantic, communicative, cognitive composition as an environment for forming the image of the addressee and addressee. The main results of the analysis of the form and content of the portal showed the following. The portal structure includes a typical navigation frame with a fairly simple system of linear vertical and horizontal links. The content level is represented by interconnected verbal and visual components. Their different ratio in different parts of the content, the quality and quantity of inhomogeneous units is due to the goals of the section (transmission of information / impact on the emotive, aesthetic sphere of the addressee), the relevance of the information contained for the addresser and addressee. The communicative and cognitive levels form verbal and visual communicative and cognitive models that convey a predominantly regional formation, affecting the emotional sphere of an addressee that is indefinite in social, gender, age terms - a city resident, establishing an interactive connection with the latter. The communicative-activity approach to a non-homogeneous text of an institutional type - the official portal of the Administration of the city of Omsk, showed a variety of means of communication (visual and verbal), one-sidedness of communication, typical for virtual objects of this level. The method of designating a collective addresser is indicated in the name of the portal through an indication of ownership (portal of the Administration of Omsk), corresponds to the legal norms of institutional discourse. The category of the addresser is specified at the factual level in the part of the portal “Administration” with the help of the Mayor’s personal page, description of the Mayor’s office, legal grounds for activity, etc. The addresser’s communication is focused on a regionally limited collective addressee - residents of Omsk (Omsk). Less often, the addressee is limited by territory, age, social group. The category of the addressee in the texts of the portal is expressed by indirect means - the names of age social, gender and other groups and their representatives in the headings of the content and within the texts that fill it. Special appeals to an indefinite addressee are single, associated with current events in the city, weather, etc. The structure of the horizontal-vertical links of the portal’s navigation frame, the “duplication” of the content components in the header and footer parts direct the addressee’s attention to the hyperlinks he needs, ensuring comfort and utility of perception. But the titles of these hyperlinks do not reveal the impactful (emotive, expressive, aesthetic) strategies that are found in a number of pieces of content. They are implemented using a variety of static and dynamic infographics, they are found only after opening a hyperlink. The leading means of polycode, polymodal, multimodal implementation of the informing strategy are the thematic, logical, plot-compositional levels of the content of the portal as a whole, texts in its parts. The nominations of hyperlinks and the leads of the texts contained in them, together with the photographs accompanying the links, perform the functions of attracting the reader’s attention and informing. The portal contains a multifaceted system of regulators due to the multimodal nature of this virtual object. The system includes: explicit visual (horizontal) regulators that attract and localize the attention of the addressee with the help of color, size, location in the space of the portal interface, creating contrast, meaning a certain topic, problem, information or supplementing it; visual vertical regulators associated with calls for specific actions; visual hidden regulators (photos, infographics - photo report, photo report, photo story, photo tour, performing the functions of influencing the emotional and aesthetic spheres of the recipient’s perception; diagrams, graphs, drawings, tables, performing the functions of concentrating a large amount of information, illustrating, simplifying perception), the existence of which is found only after opening hyperlinks; explicit verbal horizontal and vertical regulators that nominate sections of content, hyperlinks, etc., conveying mainly information and through it by lexical, stylistic (a combination of neutral, special and colloquial vocabulary), digital, graphic (font, underlining, color highlighting) means that implement “anchoring” the attention of the addressee; polymodal regulations (video about the professional activities of employees of the City Administration, the mayor, city utilities). | 5695 | Formation of universal learning activities aimed at thoughtful reading and writing, critical comprehension of the available information and the creation of educational product among pupils in any subject area, including mathematics classes, is a major concern throughout modern general education. The article considers issues of perception, understanding, interpretation and generation of the learning text as a communicative sign system used in the training process. Authors have formulated theoretical foundations, based on which it is possible to analyze the cognitivesemantic content of educational texts, and the features of text designing in order to achieve understanding and improve the quality of education. Examples of mathematical educational texts are provided as an illustration of these foundations. The developed educational texts (research challenges, dialogues, methodical recommendations, applications, historical overviews, etc.) allow us to create context, suitable for each pupil. Also these texts help to individualize learning, to understand better varying levels of the reflection processes and the formation of personality during training, to carry out the educational process on designing new personal educational products and educational texts in the process of studying mathematics. Educational texts should prepare pupils for independent reading of educational, popular science-oriented and scientific literature; promote the creative acquisition of knowledge and gathering experience in critical, creative thinking and conducting design and research work. | 5696 | The author studies the issue of complex word generation based on an integrative speech-thinking model of word production. The model reveals processes of words production on onomasiological, cognitive and word-forming level. The paper presents the results of studying complex words on the material of Novosibirsk city ergonyms with attributive semantics. Ergonyms, being the most actively enriched category of onyms for the recent decades, reflect general trends occurring in the language: use of different structure components in the composition of a complex word; various possibilities of language game: lexical, stylistic and graphic features of neologisms formation. The most significant trend of modern word derivation is agglutinative or analytical nature of compounding process. Special analytical components of a compound word are clipped stems, root affixes, nouns, adjectives, numerals, graphical signs or abbreviations; which can be grouped in different sequences in the compound word. The position of the component expressing the attributive semantics can be initial or final, with the predominance of the initial, that expresses the semantic model “defining component-determined component”. The integrative speech-thinking model of word-production as the basic research method of word production assumes the description of representation structures of different types of knowledge at several levels (onomasiological, cognitive, nominative and derivation) and the choice of corresponding speech forms. When generating a new word the choice of the most essential information occurs at the stage of signifying the predicative form and is realized in the equivalent conventional or non-conventional models of word-production. | 5698 | Itroduction. The correct usage of grammatical government in Russian sometimes encounters difficulties, on the other hand, due to the structural differences in grammatical ways of expressing government in both Russian and Persian languages and moreover, the absence of a case category in Persian, the topic of the article acquires special relevance for teaching Russian and Persian languages. The topic of government in the Russian language has been researched a lot and many books and articles have been written on this topic, but in the Persian language. Linguists did not pay much attention to this topic, only at the level of dissertations and articles, not a large number of works have been written by linguists with knowledge of the Russian language. The aim of the study is to analyze the errors associated with the use of government in Russian and compare them with the Persian language. Material and methods. In this article, using the method of comparative linguistics, common mistakes are considered when using government in Russian language, after which the results are additionally analyzed and compared with the Persian language, and as a result, the similarities and differences in grammatical ways of expressing government between the Russian and Persian languages will be revealed. The material of this article is grammar guides in both languages and specialized books and articles on the topic of government, especially in Russian. The objectives of this study are to increase the understanding of government among students in two languages, familiarize themselves with the mistakes in connection with the use of government in Russian and their comparison with the Persian language. Results and discussion. The results of the article can be helpful for students of both named languages, who, firstly, due to the lack of research on this topic, especially on government in Persian, cannot compare the ways of expressing government in a foreign language with their native language and, as a result, suffer from an incomplete concept of this topic and secondly, due to the lack of familiarization with common mistakes when using government, they are often mistaken in their application. Conclusions are drawn about different theories on the definition of the term “government” as a grammatical term in the field of linguistics. Not all linguists in Russian accept all existing generally accepted definitions of government. Researchers of the Persian language also pay attention to government in the Persian language, although some, such as L. S. Peisikov, completely deny the existence of government, but this study confirms that the grammatical meaning of government cannot be abandoned.
