The effectiveness of the implementation of long-term socio-economic development of Russia depends on the quality of human and social capital. A significant role in their formation belongs to educational systems, the development of which should be coordinated with social and economic spheres of society in the form of interaction models that allow predicting its content and technology. The design of such models requires study of the functions of educational systems in the overall development process. This article clarifies the concept of “educational system”, offers a typology of educational systems, and discusses options for the analysis of their functions in this interaction.

Khalfina R.R., Galin M.R., Sherstobitov Y.A. PSYCHOPHYSIOLOGICAL PECULIARITIES OF SUSTAINED ATTENTION OF THE STAFF, PROVIDING STATE PROTECTION. Tomsk State Pedagogical University Bulletin. 2015. Issue 11 (164). P. 72-76

The article presents the data obtained during studying of features of attention of employees, the providing the state protection (PSP). By means of Hardware and Software Psychodiagnostic Complex (HSPC) “Multipsikhometr” we studied the features of stability of attention of employees of PSP and Department of Internal Affairs. Stability of attention was investigated with the help of technique of readiness for the emergency action (REA). We analysed the following indicators: efficiency, latency of reaction, accuracy, stability. In the study it was found that latency of reaction and indicators of the volume of physical activity have no statistically significant intergroup distinctions while in experimental group (PSP) indicators “efficiency” and “stability” are statistically more significant than the results of the control group. It is possible to assume that the processes of attention of PSP employees (readiness for the emergency action) proceed more effectively than those of the ordinary staff of Department of Internal Affairs. Most likely, the formation of the identity of employees of PSP are influenced by some factors: professional activity in the conditions of extreme situations which create difficulties in the solution of professional tasks, affect success of actions and demand high professional stability from employees, special psychological readiness, ability to work harmoniously in special conditions.

Rikhter N.P. THE QUESTION OF THE DEVELOPMENT OF AESTHETIC FEELINGS IN CHILDREN EDUCATIONAL PSYCHOLOGY OF RUSSIA AT THE TURN OF XIX–XX CENTURIES. Tomsk State Pedagogical University Bulletin. 2017. Issue 9 (186). P. 183-189

The article is devoted to consideration of the views of the representatives of pedagogical psychology in Russia in the late XIX – early XX centuries on the question of the nature and development of aesthetic feelings in children. The paper examines the research of scientists seeking to reform the contemporary school setting in the center of the school of the student, his or her requests and needs, a comprehensive experimental study of children’s nature, goals, education on the basis of scientific data. The paper describes the findings of the pilot observations of psychologists over the laws of development of aesthetic sense in children, experiments on colour aesthetics and music perception, thoughts about the necessity of giving the child freedom to develop aesthetic sense, the importance of the aesthetic feelings for moral education of children. The study addresses the approaches of psychologists to the problem of the influence of art, and in particular, music, on the body of the child, its impact on mood and emotional state, recognition of music as the most important means of aesthetic education, a necessary element of education in school. The article is based on the study of the history of educational psychology, attitudes and approaches of educators of the past to the question of the nature and development of aesthetic feelings, shows the value of the thoughts of scientists of the period of formation of pedagogical culture of the modern teacher, the motivation of teachers to a more careful monitoring of children, the study of children’s individuality, desire for disclosure of creative abilities in each child.

The article examines the problem of preserving physical activity of civil servants, on which the efficiency of their professional activity largely depends. It is shown that understanding of physical activity as an external qualifying requirement for the employee, realization that the level of physical activity has influence on other professionally important qualities of a public servant’s personality, stipulates the necessity of the empiric research for perfection of maintenance of continuous professional education of employees of government service. The essence of the concept “physical activity” and the structure of physical activity are exposed in totality of the intellectual, operational and motivational components, which serve as the basis for determination of the criteria for estimation of level of physical activity development of civil servant. Professionally-oriented foreign language training at a university under modern economic, social and geopolitical terms of society development should provide a high level of graduates’ knowledge, skills and abilities in highly specialized areas that form the basis of training and form their readiness to perform professional communication with foreign colleagues when solving practical, theoretical and research tasks. This training should also promote their further self-development, self-education and professional growth. Thus, learning a foreign language could help to perform two main functions in the young specialist’s professional activity: to be a communication tool (in oral and written form) and to become a means of improving one’s professional level. Taking into account the Federal State Educational Standard, the process of foreign language learning in a technical university is aimed at the formation of communicative competencies – the ability to logically correctly and clearly build oral and written speech, make public speeches, conduct reasoned discussion and at the formation of professional competencies – analyze, summarize and perceive information, write scientific texts in their professional field. Higher school teachers are faced with the task of developing these competencies in conditions of insufficient hours given to humanities and a low level of foreign language knowledge among applicants. In particular, a modular system with a flexible approach to the educational process allows you to create pedagogical conditions for the implementation of goals and objectives at different stages of learning. The work was carried out on the basis of the leading technical university of the country. The pedagogical model was updated: the course content for three stages of training (bachelor’s, master’s, postgraduate) was developed, goals and objectives were defined, methodological support was written, exercise books (paper and digital) for each level of training were published, independent educational and cognitive activities of students were organized. The educational process in universities should create conditions in which the student will see his own growth and achievements, will be able to conduct self-analysis and evaluate the results of his activities. The modular approach provides freedom for both teachers and students in filling individual modules with interesting material, choosing a learning path, space for independent work and creative self-realization.

This article through the prism of the parameters analyzed sociolinguistic discursive characteristics of epistolarymedia language person, actualized in the sphere of electronic mass interaction. The material for the examination online at the moment is the petition addressed to the representatives of regional and state authorities, as a kind of epistolary texts electronic-social orientation. In the light of sociolinguistic approach online petitions are defined as belonging to the institutional type of discourse, and epistolary-media personality is parameterized in terms of its social status. It should be mentioned that the institutional discourse is more dependent on the conditions in which it is carried out: the aim, the communicants status characteristics, the degree and format of their participation in the discursive event, situational context, the constitutive features in general. For sociolinguistic characteristics of discursive properties of epistolary language of sociolinguistic identity there exist the following parameters: 1) the status-role characteristics of the sender; 2) тhe focus of the author's goal-setting; 3) the ideological and thematic content of the letters; 4) the type of epistolary text; 5) the type of destination; 6) the functional and stylistic features of the epistolary discourse; 7) the use of voice features, including stylistic means. Substantiates the existence of social dominance in the communicative behavior of this type of carrier, which is expressed in the awareness of personal and social identity, demonstrating active citizenship in addressing pressing social issues, ability to carry out communicative expedient and rhetorically organized interaction with different types of people (like-minded people, government officials, site moderator), openness of discursive manifestations.

The article presents theoretical foundation for definition the nursing and upbringing period of mother care concerning the early aged child as a critical stage in woman′s life which requires special demands to her personal and social resources. It′s widely known that the discussed period carries the potential risks and opportunities for personal development concerning both mother and child. Observes the results of empirical study of the dominant coping strategies implemented by mothers in the process of coping with life difficulties and difficult situations or problems related to the care and upbringing of the young children (from one year or three years age). The evaluation was conducted in terms of the severity of the dominant coping strategies in the overall structure of coping.

The article discusses the causes and regularities of the personality spiritual crisis development. The problem is extremely important for modern psychology. The paper analyses the structure of a personality in which, from the point of view of the author, it is possible to single out three levels: the material «Ego», the social «Ego», and the spiritual «Ego». The author considers the spiritual «Ego» to be the most integrated part of a personality, which at the age of maturity regulates the entire activity of a personality on a global scale. The formation of this personal structure occurs in the process of overcoming spiritual crises that force the personality to rethink the contents of the meaning of life constantly and reconsider the answer to question «Why do I live?». The author examines the main trends in the spiritual «Ego» - the effusive, transformational and conservative ones, which in most cases define the direction of the development of a spiritual crisis. However, it is the level of vitality that is considered as the base of a personality's spiritual growth. It depends little on a personality and is more likely of a biological origin. In the second part of the article different factors, which can promote or prevent personal spiritual crises, are considered. The classification of these factors is linked by the author with the three main trends presented in the spiritual «Ego» of a personality and with the level of vitality.

This article discusses a spatial model and the structure of the students’ professional competence in chemicalpedagogical training. The structure of professional competence is presented by three components – cognitive, activities and motivational. Questions of their formation in the course of physical chemistry and the estimating mechanism are considered. Results of a theoretic and an experimental research are discussed on the basis of the offered model.

Important role for making a safe childhood plays the process of teaching preschool children to safe behavior, fostering a culture of safety. Preschool is a sensitive period for the formation of personality traits that allow a child in the future actively and safely interact with nature and people. Adaptation Programme “My Safety in the World” for preschool institutions helps children to learn about the dangers athome and in transport, in the city and in the natural surroundings, the dangers arising from the people. Skills and behavior in dangerous emergencies. Teaching safe behavior occurs during different activities: games, research, fine art, music, work, sports, during the regime moments. It helps the child to study the means and ways of development of safety culture, to be active and independent. As a result, there are preschooler basic skills of safe behavior during the earthquake, fire, chemical contamination, they learns to respect nature, themselves and others. As a result of the development of the program children’s interest in the study of the world and observations increased, the perception intensified, the attention increased, the level of cognitive processes rose. Children learned to communicate with each other, to provide the necessary assistance, to interact effectively and participate actively in joint activities. The program was attended by teachers, psychologists, health workers, parents.

The paper is devoted to the analysis of threat tactic realization on the basis of the news genre. The threat tactic represents the confrontational strategy which exists in the framework of the linguopragmatic block of the coherent models of the conflict and congruous types of discourse. News genre is viewed as functioning in the intercultural political space. The author singles out three cases of the threat tactic realization: the beginning of the conflict communication, the response to some kind of action on the part of the opponent (or the third part), emotional reaction. All the above-mentioned cases present the explication of the threat tactic with the help of lexical, grammatical and other language factors. Outlines the prospects for further research to which belong the analysis of cognitive marked cases of threat tactic realization when the researcher needs additional efforts to classify these or those utterances as being destructive.

The author studies the issue of complex word generation based on an integrative speech-thinking model of word production. The model reveals processes of words production on onomasiological, cognitive and word-forming level. The paper presents the results of studying complex words on the material of Novosibirsk city ergonyms with attributive semantics. Ergonyms, being the most actively enriched category of onyms for the recent decades, reflect general trends occurring in the language: use of different structure components in the composition of a complex word; various possibilities of language game: lexical, stylistic and graphic features of neologisms formation. The most significant trend of modern word derivation is agglutinative or analytical nature of compounding process. Special analytical components of a compound word are clipped stems, root affixes, nouns, adjectives, numerals, graphical signs or abbreviations; which can be grouped in different sequences in the compound word. The position of the component expressing the attributive semantics can be initial or final, with the predominance of the initial, that expresses the semantic model “defining component-determined component”. The integrative speech-thinking model of word-production as the basic research method of word production assumes the description of representation structures of different types of knowledge at several levels (onomasiological, cognitive, nominative and derivation) and the choice of corresponding speech forms. When generating a new word the choice of the most essential information occurs at the stage of signifying the predicative form and is realized in the equivalent conventional or non-conventional models of word-production.

When highlighting the concept of “personal activity” as an indicator of professional mobility, which is interpreted as readiness and adaptability to work under changing conditions based on the development of new forms and types of actions, the article describes a conventionally reflexive system of teaching methods of a modern teacher, which guarantees the formation of a teacher’s skills independently compose and evaluate teaching methods in a changing digital educational environment. The features of the proposed system of teaching methods are highlighted using a paradigm approach, taking into account the study of the status of the “teaching method” as a learning goal in the “Modern” educational paradigm. This status of the method in the context of teacher training allows us to indicate two classes of methods: methods of teaching and methods of organizing educational and cognitive activity. The essence of the specification of the methods of each class in the system of teacher training is determined by the property of autologicality (that is, the need to describe oneself). For the considered property, four main signs (characteristics) of manifestation have been established: the presence of an autological goal, fixing cause-and-effect relationships for using the method in a specific methodological system, studying cause-and-effect relationships for using the method when transforming the model of a specific methodological system, formulating a value judgment about the appropriateness of applying method in a certain methodological system or pedagogical situation. Endowing the property of autologicality with the selected characteristics of the content and procedural essence determines the link between knowledge and methods of activity, which is key for professional pedagogical education, allowing to activate professional (functional) literacy, qualitative characteristics of the personality, as well as the positive psychophysical mood of students. These competency components are included in the profile of “ability to understand and act”, considered as the basis of professional mobility. Achieving the didactic completeness of the presented conventional-reflexive system of teaching methods is determined by the formation of the teacher’s ability to independently compose teaching methods and methods for organizing educational and cognitive activities in a digital educational environment. As a means of forming this skill, a “learning-cognitive expert system” is proposed, which contains software support – a generator for disaggregating teaching methods and an expert block filled with methods of conventional role-playing reflection. Within the framework of using the proposed system, the formation of a selected skill can be carried out in three stages. In the paradigm terminology, the “educational-cognitive expert system” is, in fact, an element of the “value setting” of a particular “Modern” paradigm. The metaphysical part of this paradigm is given by the digital educational environment.

The rating of efficiency perspective for selection hybrid and parental forms of flax in conditions of Tomsk area is carried out. Is is shown, that the researched hybrid forms which have been brought up in different microclimatic conditions in territory of Tomsk area, differ by the increased parameters both seed, and fibrous efficiency to comparison with parental samples. The hybrids are perspective for test of sorts in territory of the West-Siberian region with the purpose of creation for a grade of bilateral use, that confirm the data of cluster analysis, discriminant analysis and dispersion analysis.
