In the article we discuss the problem of formation and evaluation of pedagogical competences in the field of preschool foreign language education. Modern educational companies are in need of flexible and constantly developing teachers. The technology of portfolio is shown as one of the effective technologies which allows us to collect and structure all the information about the development of pedagogical competences. The teacher’s portfolio consists of a teacher questionnaire, English placement test, individual plan, project, teacher’s characteristics and selfreflection. It also helps to evaluate a teacher at any period of her or his professional development. The sources of evaluation are supervisors’ feedback, parents’ feedback and self-reflection. We distinguish four main pedagogical competences in the field of preschool foreign language education. They are communicative competences, informative competences, organizational competences and creative activity. We also formulate the requirements according to the three-level system of formation of the main pedagogical competences and the criteria of evaluation for each of three levels. The level «I know» means teachers understand the importance of self-development and they learn new skills. The level «I can» means teachers practice new skills at their lessons. The level «I can teach» means teachers can share their experience with colleagues.

The article focuses on the actual problem of programming training for students. A prerequisite for successful learning is the formation of algorithmic thinking. One of the necessary conditions for its formation is the independent solution of tasks of varying degrees of complexity, so during programming training it is important to pay special attention to the organization of independent study. Essential assistance in the organization of self-guided work within the programming training can be provided by the use of special software tools that allow to check the correctness of the developed program automatically. We propose an approach based on the use of the specialized system ‘Ejudge’, which allows to check the correctness of the training program. This system is networked, deployed on the server, work with the system, which is implemented via web interfaces, can be conducted both by the administrator and by users, in the role of which students and teachers act. This technology provides additional opportunities in the organization of training. On the one hand, the trainee can work with the system from any place in which access to the Internet is provided. At the same time, all actions of the trainee are recorded on the server, and are accessible to the teacher. The skills of working with such a system are also necessary for participation in academic competition on programming.

This article considers the cognitive approach to the study of metaphors in poetic discourse, which plays a dominant role in contemporary linguistics. The task of this study is to reveal the influence of the context on the choice of metaphors in poetic texts, to describe the types of contexts and to prove the necessity of contextual analysis in the study of poetic discourse. The article describes the method of getting from linguistic metaphorical expressions to the conceptual metaphor in five steps proposed by Gerard Steen. This method suggests using contextual as well as cotextual information to fill in the gaps in comparative structures of source and target domains. The results of the research show that poetic metaphors are created by means of elaboration, extension and questioning of universal conventional models stored in long-term memory or with the help of combinations of those conventional conceptual metaphors. The interpretational potential of conceptual metaphors depends on the external context, as well as on elements within author’s discursive space. We came to a conclusion that cognitive operations involved into the production of metaphors depend on physical, social and cultural situations. The findings of this research also confirm the hypothesis by Z. Kövecses that the system of conceptual metaphors forms a specific type of context, that is a conceptual-cognitive one.

In addition methods of accrediting agencies, which deal with determining quality of education are coordinated. The Sakha language is one of the state languages of the Republic of Sakha (Yakutia). For development and support of the native language in our Republic extensive work is being done in the field of bilingual education. The concept of bilingual education involves interrelated activities of teachers and students, aimed at the study of the subject means of native and non-native languages, which is achieved by mastering subject content, the development of speech and thinking, and the formation of balanced bilingualism in which students acquire languages in the same degree. The article addresses the issues of language education in terms of functioning of the two state languages (on the example of the Republic of Sakha (Yakutia)). Against the background of introduction of Federal state educational standard, the educational environment of the Republic is developing dynamically, based on the scientific research modern teaching materials, manuals, reference materials are being developed. It is known that the native language plays a special role, since it is the basis for the formation and development of thinking, intellectual and creative abilities, as well as socialization of personality and introducing it to culture. Therefore, this article describes features of formation of students’ linguistic concepts in teaching to the native language. Describes the monitoring study in 5–9th forms of the Yakut schools, a brief analysis of textbooks in the native language in the primary school. The article considers the peculiarities of the use of pedagogical definitions and terms in Russian Decrees of the first quarter of the 18th century. The quantitative and qualitative characteristics of definitions are stated according to the content analysis. The systematization of the selective aggregate of definitions is done on thematic classification. As a result the author determines such important specific aspects of educational definitions and terms in this particular field as polysemy, synonymy, their insignificant dependence on the context and the author’s interpretation and presents the development of Russian educational practice in the given period.

One of the most interesting phenomena in the Russian literature in the beginning of the new millennium – the “padonki” (riff-raff) literature and aesthetics – is analyzed in the article, particularly in the aspect of the transformation of the classical models of the comical issues. Considering several texts that are most characteristic for this literature project the author shows the way the notion of the comical has changed for the “padonki” generation, reasons and originality of the “padonki” literature hooliganism, its genesis and perspectives.
