| 3051 | In this paper, the methodology to create periodisation of the historical and pedagogical process is presented. The description of principal functions and features of periodisation is given. Besides, it is shown here the author’s viewpoint of the main stages of development of supplementary education for children from the 80-s of the 19th century till present in Western Siberian region. | 3052 | The paper presents the results of research on the study of the course of ordinary differential equations and partial differential equations in the context of the competency approach to training future math teachers. As is known, models of real processes can be described in the language of mathematics, including by means of ordinary differential equations and partial differential equations. Ability to create such mathematical models and work with them is an integral part of the human culture. Thereby it is necessary to search for new approaches to the training of maths teachers, aimed at the formation of ideas about the role of models and modeling. In this connection the course of differential equations is essential means in attracting students to research work and for the formation of professional competence of the future teacher of mathematics. The course of differential equations plays a fundamental role in the professional training of mathematics teacher in terms of understanding the gist of the application and the practical orientation of teaching mathematics, mastery of the method of mathematical modeling. The course of differential equations and its methods give another tool for knowledge of the world, which allows to create a scientific understanding of the real physical space. | 3053 | The article examines the paradigms of antonymous type with the aim of identifying their individual characteristics and relation to the thematic areas of the poetic picture of the author’s world. Antonymous paradigms are considered from the point of view of their differentiation into verbal and ultra verbal, usual and not usual, complete and incomplete. Presents thematic classification of textual paradigms of antonymous type. Examines the role of their representation of the author’s poetic picture of the world. The research is done in the trend of communicative stylistics of the text and includes analysis of the material of the early lyrics by Tsvetaeva from 1909 to 1919. 343 verses and 32 cycles were analyzed in the article, and 416 textual paradigms of antonymous type were revealed. It was determined that a “Person” as a personality, his relations with other people and with society, and with a whole world are in the center of poetic world by Marina Ivanovna Tsvetaeva. As a rule, this “Person” is a poetic “Ego” of the author. Youthful maximalism and the world perception connected with it, M. Tsvetaeva carried for the rest of her life. It is proved on the example of the textual paradigms of antonymous type and connected with them fields of the author’s concept sphere that a contrast turned into the one measure of visual environment, relations with other people, evaluation of the other people’s and her own personality. | 3062 | The words denoting meteorological phenomena are analysed in the paper. Some words are marked by consonantal stem-building suffixes which indicated active/animate nouns in Proto-Indoeuropean. A lot of these words belong to a vowel declension in Gothic that is connected with the change of the attitude to the world and the loss of an animate meaning. | 3066 | The article discusses the features of the political development of the Tuvan People’s Republic in the 1920s–1930s, associated with both lack of experience of the independent existence of the state in previous periods of its development and great influence of the USSR on all aspects of life of the Tuvan society. The last circumstance led to the adoption of a one-party political system headed by the Tuvan people’s revolutionary party, formed almost simultaneously with TPR in 1922. The young Republic at the same time gained experience in both state and party organization. Considering the total illiteracy in the 1920s, the former ruling elite continued to take the leading positions in the state. Active intervention of the Soviet Russia in the internal political situation of the TPR in the late 1920’s led to the coming to power of the “lefts”, that began a radical socialist transformation, and proclaimed a non-capitalist way of the development of the country. A political system, similar to the USSR, is gradually being approved in Tuva. The scientific importance of the study is determined by the fact that its results and the conclusion deepen and widen the existing information in the national historiography on the historical experience of the state-organization in the years of the TPR, moreover, they reveal the features of its political development both in the time under consideration and in the present time. Undoubtedly, the only means of global communication and understanding between speaking or writing people, is the language. Therefore, the study of foreign languages for all sectors of society, including pupils, students, scientists, businessmen, engineers and doctors, is very important. In recent years, in the Islamic Republic of Iran teaching of English and other languages for people with hearing impairments has improved considerably, but still there are a number of problems in this area in institutions, schools and universities in the country. Firstly, the hearing impaired are taught only the English language, and secondly, the imperfection of methods of teaching leads to a decrease in interest of this category of students in learning a foreign language. | 3069 | This paper examines the issues of forming a qualitative assessment of educational activities in the system of additional professional education of civil servants. The main principles for assessing the quality of educational activity are revealed. The article states that the scientific understanding of estimating the quality of educational services in the sphere of the additional professional training does not yet meet the real needs in practice. The results of the study, which determines the need for additional professional education for civil servants in management, are presented. The relationship between the need for additional training and personal attitude to the school has been established. The productivity and effectiveness of the organizational and educational conditions required for the effective implementation and developing the quality assessment model for educational activities in the system of additional professional education for state civil employees are determined. The structural and functional model for the quality assessment of educational services with the participation of consumers is suggested. According to this model selfexamination, introspection and external expertise (reflection, research, design of the educational environment) become the leading methods of the assessment. Thus, the position of the teacher changes. The teacher becomes an expert both in relation to his activity and in relation to the activity of the student, who is also placed in the position of an expert regarding his pedagogical activity and achievements in working with students. | 3070 | Introduction. The appeal to the study of childhood in V. Nabokov’s novel is argued by a number of factors: historical and cultural changes at the beginning of the 20th century, attention to the phenomenon of childhood in humanitarian knowledge, and the significance of childhood in the aesthetics of modernism. Despite the fact that the topic of childhood has repeatedly become the subject of Nabokov’s analysis, it was not considered as part of the sociocultural space in the novel “Gift” (“Dar”). The purpose of the work is to explore the social and cultural features that describe the space of the formation of the personality of the characters; to determine the features of childhood as part of the socio-cultural space of V. Nabokov’s novel “Gift” (“Dar”). Material and methods. The study is based on the material of the novel “Gift” (“Dar”). The theoretical and methodological base of the research is composed of the sociological works of P. Sorokin, his works on the semiotics of the creative space of Y.M. Lotman, E. Farino, Nabokov’s studies of Yu. Levin. Results and discussion. The central character Fyodor Godunov-Cherdyntsev is the subject of understanding childhood as a special socio-cultural space in the novel. He recreates a number of signs (a description of the toys, a specific location of the Godunov mansion in St. Petersburg, a description of the interior of the estate in Leshino, a characteristic of the social relationship of the family, etc.), which make it possible to get an idea of a “successful childhood”. The image of his childhood is fitted by the novice poet into the manor and St. Petersburg’s style of Russian literature and through the association of his nanny with Arina Rodionovna, the spiritual relationship of the Godunov clan with Pushkin is established. The uniqueness of the socio-cultural space of Fyodor’s childhood is in the stereoscopic volume, the fullness of existence, ensured by the inclusion of the Godunov’s family in the natural universe, science, and elite culture. The social well-being of the Godunov-Cherdyntsev’s family is interpreted by Nabokov not like someone’s giving this privilege, but as genuine (internal) aristocracy, which is ensured by internal strength of mind, the ability to fulfill oneself in various fields: social and political (Fyodor’s Grandfather), scientific (Father Konstantin Kirillovich), creative (Fyodor). In contrast to his own childhood, Fyodor describes the childhood of the “great sixties” N. G. Chernyshevsky (Godunov’s best toys and clothes are contrasted with Nicolya’s “trousers”/“nankov’s trousers; Fyodor’s attentiveness and vigilance are contrasted with Nicolas’s shortsightedness; Godunov-Cherdyntsev’s physical dexterity is opposed to Chernyshevsky’s clumsiness, etc.). Finally, the continuity of the views and values of the father by the son in the noble family and the refusal to follow in the footsteps of the father in the family history of the son of the priest, the revolutionary fellow of Chernyshevsky are emphasized. Conclusion. Contrary to the prevailing opinion about Nabokov as a writer who is alien to social issue, the analysis allows us to state that the socio-cultural code is a significant method of revealing the ideological and thematic originality of the novel “Gift” (“Dar”). The socio-cultural space of childhood turns out to be the determining factor for all subsequent life. The socio-cultural space in Nabokov’s novels can be considered in a number of ways: intra-family and clan relations; social and personal status (the question of the correspondence of the inner world of a person to the assumed social role); the relationship of social conditions of existence with education, upbringing, cultural and personal self-determination of a person. Nabokov disputes the idea of aristocrats as people who are afraid of hard physical work and divorced from real life. On the contrary, he contrasts the “short-sightedness” of materialist-raider Chernyshevsky, who knows neither life, nor art, nor native nature, with comprehensive enlightenment and adaptability to life in the most diverse conditions of the Godunov-Cherdyntsevs (grandfather Kirill Ilyich and Fedor in exile, father - in expeditions). Social well-being is interpreted by Nabokov not as a self-worthy good, but as a basis for the freedom of personal and cultural selfdetermination. The purpose of the article is proving the expediency of necessity of a qualitative change in the management system of educational organizations, in particular, the possibility of applying the matrix approach, in order to organize effective interaction in the teaching staff. Material and methods. The research materials were the results of the psychological and pedagogical findings of national and foreign scientists (A. V. Afonina, A. A. Bodalev, Ya. L. Kolominsky, V. A. Malikova, A. Kh. Maslow, A. B. Orlova), and the experimental work, which was carried out by employees and students of Master’s program of the Northern (Arctic) Federal University from 2017 to 2019. These data allowed studying the peculiarities and dynamics of the secondary school teachers’ interaction, due to qualitative changes in the management system. Results and discussion. The main goal of the state educational policy is to improve the quality of education, and the organization of effective interaction in the teaching staff is a progressive means for achieving it. However, the phenomenon of synergetic interaction, possessing the potential for qualitative growth of teams, has not been fully studied in the field of education. Moreover, practice shows that modern teachers prefer the creation of personal educational spaces. There is an extremely low level of teachers’ group and teamwork at school, and the problem of building effective interaction between pedagogues is one of the key. Responsibility for the functioning and development of productive labor relations lies with the administrative stuff, and there is a lot of regulatory methods for organizing effective interaction. Professional educational activity is based on the main principles of harmonious management in any industry. There are four the most important management functions. They are planning, organization, motivation and control. The criteria for effective interaction, according to the research of A. V. Afonina, are mutual cognition, mutual understanding, relationships, mutually defined actions and mutual influence. Using the data of these equal organizational units in the managerial structure on a parity basis (a matrix approach) is an effective way for organizing of teachers’ effective interaction. This idea was proved by the results of the experiment, which had been conducted in one of the Arkhangelsk secondary schools. Conclusion. Matrix-structured management has a positive potential for building and implementing of teachers’ effective interaction. Moreover, in conformity with the educational environment, it is an innovatively oriented organizational management system. | 3072 | Introduction. The article describes how the author’s individual concept SCIENCE is represented in a science fiction book “Roadside Picnic” written by Arkady and Boris Strugatsky. The introduction correlates the concepts of “linguocultural concept”, “literary concept” and “author’s individual concept”, substantiates the key role of the component «science» in expressing the essence of the science fiction genre, describes various methods of representing the linguocultural concept and the author’s individual concept, implemented in the literary text. Aim and objectives. The article aims at the representation of the author’s individual concept SCIENCE in a literary text belonging to science fiction discourse. Material and methods. The material for this research is the story “Roadside Picnic” written by Arkady and Boris Strugatsky in the genre of science fiction. The methodological basis of the research is represented by existing cultural linguistic approaches, according to which the linguocultural concept, transformed by the author in accordance with his/her own perception of reality, is represented by means of language in a literary text in the form of a literary (author’s individual) concept. The methodology for describing linguocultural concepts by Z. D. Popova and I. A. Sternin, which is used in this work, includes: etymological and definitional analysis of the concept name, identifying synonyms for the concept name, analysis of paremias and aphorisms, which include the name of the concept, associative experiment, frequency analysis, etc. To represent the linguocultural concept SCIENCE, general linguistic and specialized dictionaries of the Russian language were used. Results and discussion. As a result of the research we have built the structure of the content of the linguocultural concept of SCIENCE in the Russian language, including its conceptual and value parts; have represented the author’s individual concept of SCIENCE, verbalized in the literary text of the Strugatsky story and have carried out a comparative analysis of the content of the linguocultural concept of SCIENCE and the same-name author’s individual concept. Conclusion. It is concluded that the individual author’s concept SCIENCE, represented in the story “Roadside Picnic”, differs from the linguocultural concept SCIENCE in terms of the content of the nominative field: “work, occupation, profession» became the nuclear zone, and a new concept feature “objects of scientific research” appeared, bringing an additional meaning. The evaluative part of the author’s individual concept reflects the Strugatskys’ romantic, emotional view of science as the most important professional activity. | 3087 | The author of the article tries to determine the place of the so-called verbal synlexes (morphologically composite, stable nominative units of language; functional-semantic analogues of the separate verbs) in the nominative structure of the Russian language. There are four types of correlations between the verbal synlexes and the verbs. A comparative analysis of concepts allowed the authors to identify that the quality of educational services as an integral part of quality education, focused primarily on the quality of education. | 3091 | The Sakha language is one of the state languages of the Republic of Sakha (Yakutia). For development and support of the native language in our Republic extensive work is being done in the field of bilingual education. The concept of bilingual education involves interrelated activities of teachers and students, aimed at the study of the subject means of native and non-native languages, which is achieved by mastering subject content, the development of speech and thinking, and the formation of balanced bilingualism in which students acquire languages in the same degree. The article addresses the issues of language education in terms of functioning of the two state languages (on the example of the Republic of Sakha (Yakutia)). Against the background of introduction of Federal state educational standard, the educational environment of the Republic is developing dynamically, based on the scientific research modern teaching materials, manuals, reference materials are being developed. It is known that the native language plays a special role, since it is the basis for the formation and development of thinking, intellectual and creative abilities, as well as socialization of personality and introducing it to culture. Therefore, this article describes features of formation of students’ linguistic concepts in teaching to the native language. Describes the monitoring study in 5–9th forms of the Yakut schools, a brief analysis of textbooks in the native language in the primary school. For more successful development and formation of linguistic competencies, reference materials developed by the Research Institute of National Schools of the Republic of Sakha (Yakutia) are offered. | 3092 | The relevance of the proposed project follows both from the importance and the role of the railways, which largely have decided the fate of the confrontation between the reds and the whites during the Civil War, and from extremely weak, often unilateral coverage in historical literature of the role of commissars in this confrontation. The paper deals with the formation and structure of system of railways management through commissars, with the role and importance of commissars activities in ensuring stable operation of the railways. The article discloses the activity of commissars to inform the centre on state of affairs on railways, to organize agitation-and-propaganda and cultural work on the railroads, to improve the living conditions of railwaymen and to strengthen their labour discipline. Considers the difficulties of commissars’ work, which are a result of both their insufficient educational and vocational level, and a fuzzy definition of their goals and functional duties by the Center. It is alleged that as a result of formation of commissar structure and its activity, the Soviet state was able to achieve stable operation of the railways in the difficult years of the Civil War, which was one of the main factors contributing to the victory of the reds.
