The paper treats the problems of development of such teacher’s quality as competence. The situations which help to identify a competent math teacher are described. Only highly efficient teachers took part in the experiment: teachers, who have won Soros stipend; teachers engaged in intellect-consuming models of teaching; teachers with the highest level of qualification; teachers, engaged in research activity and the like. The experiment showed that an open cognitive position is the leading feature of a competent math teacher who works on the basis of psychologically oriented models of education. The impact function of the mass media causes the use of expressive means of language; the main of them is a metaphor. At the same time the impact of metaphor seems a rather complex phenomenon, so the study of its functions does not cease to be relevant. A wide range of functions of the metaphor and their hierarchy are considered in the context of the newspaper sport discourse on the example of the sports report genre. The analysis is illustrated by vivid examples from the Russian and German press; it shows that this figure of speech is the most important means of pragmatic impact in the sports discourse and in the written sports report, in particular. Consequently, the pragmatics has a target status in the hierarchy of functions. Expressiveness and evaluativity are considered as the most important functions. Moreover, the metaphor has a decorative, attractiveness, game, hyperbole, compression, conspire, encoding, and mnemonic functions that are rarely traced in the text of their own and rather provide a comprehensive impact on the reader. At the same time, the metaphor can perform almost the opposite tasks: mnemonic and conspiracy functions. Consequently, the functional properties of metaphors are in the relationship of interdependence and mutual reinforcement.

There is a vast variety of names and types of teaching technologies, including numerous authors’ technologies, developed by both creative and professional communities and individual teachers. One may observe lack of system, scientific basis and unified approaches to the classifications of pedagogical, educational and teaching technologies. The author justifies the specifics and the necessity to consider the instrumentality principle in the process of classification of foreign languages teaching technologies, and states the main tools of foreign languages teaching technologies. The principle of instrumentality as the primary basis for the classification of teaching technologies requires to take tools (basis) of the subject teaching into account. The classification of foreign languages teaching technologies may include mono-tool (poly-target), poly-tool (mono-target) and tool-target teaching technologies. Each type of teaching technologies is illustrated by the scheme of implementation model. The programme features some peculiarities of students’ theoretical background implementation and is carried out in a step-by-step way. A number of tests have been used to determine the efficiency of both experimental and traditional methods. The article, referring to the researchers of Shakespeare, names structural and substantive features of his comedies of the 1590-s: natural characters, love story organized by event, carnival atmosphere, a humorous tinge. It is shown that all these features are characteristic for Russian comedy “The Irony of Fate” by E. Braginsky and E. Ryazanov, and the most important are characteristic for comedies by A. Vampilov, A. Arbuzov etc. Shakespeare`s comedy declared itself as developing genre.

This article deals with the automation of activities of Tomsk State Pedagogical University (TSPU). A review of the information systems developed and implemented in different departments at TSPU is conducted, including describing the information systems implemented in the research and development department, the editorial offices of scientific journals, the office of admissions, the document control center, and the department of student affairs. Basic information flows between the automated systems are described, and interfaces of their interactions are analyzed. The introduction of innovations in the University management system on the basis of modern information technologies is one of the most promising approaches, which will allow us to create advantages in today’s highly competitive educational environment. On the basis of the analysis performed, the main directions of activities for technical services and laboratories on the perfection and complex completion of the University’s information systems are revealed with the purpose of their further integration. Actual problems in the field of applying information technologies in the information systems of the University and ways to solve them are considered, as well as the directions for future work of the Institute of Applied Informatics are outlined.
