The importance of Good Governance in the coun¬try's development process was emphasized by the World Bank, which also pointed out four main princi¬ples of Good Governance. In this article, the author focuses at the present conditions of Kazakhstan's Governance and whether it goes along with the prin¬ciples of Good Governance announced by the World Bank. One of the main outcomes of the analysis of Kazakhstan's Governance is the instability of the pub¬lic sector management, in particular, of the bureaucratic apparatus; a quite sufficient financial accountability; and legislation being at the development stage. Trans¬parency and information are improving. However, in order to build the real Good Governance the Republic of Kazakhstan needs time. And, to become a democ¬racy, Kazakhstan should promote political competition in a real sense.

In the article on the material of early stories by V.T. Narezhny included in the cycle «Slavic evenings» (1809–1826) the formation of the romantic concept of the person in Russian prose of the beginning of the XIX century is considered. The special attention is paid to transformation in the context of pre-romantic systems of values of educational Narezhny’s representation about human nature. In the work it is traced, as the new attitude of charcters (feeling of spiritual independence and aspiration to assert it) changes traditional norms of plot’s composition and brings to the forefront the social-psychological conflicts connected with the problem of alienation of the charceter.

This article deals with the structural character of “Man” concept organization, which is a part of a hyper concept “Human” represented by a system of three main levels: higher, basic, lower. The suggested organizational structure of “Human” concept enables to build links between all elements of all three levels, thus making possible to evaluate the degree of masculinity presence expressed by the lexical unit used in regard to any male sex subject. We also study the problem of inconsistency of rigid classification of lexical means of expression of masculinity that consists in unstable borders within masculine behaviour scoring system and constant development of society.

The British writer often used painting language as a source of renewal of fictional inventory. The article is devoted to the research of perception of existential potential of the personality and Dostoyevsky's creativity by the Russian religious philosophers of the turn of the XIX–XX centuries. Religious philosophers revealed the mechanism of realization of philosophical potential of existential anthropology of Dostoyevsky in his works of art and an ego-documents. Religious philosophers are concentrated not on detection of compliance of views of Dostoyevsky to a moral and philosophical paradigm of existentialism, and on the search of existential meanings of creativity of the writer and corresponding to them existential in the fundamental principle of ways of a text creation. Representatives of the Russian kosmizm for the first time approached to existential interpretation of the worldview of the writer, both artistic and personal, created under the influence of empirical impressions and esthetic experiences. Ideological fullness of works was understood by them in indissoluble unity with Dostoyevsky's life experience.

Mysterious figure of the Enlightenment famous adventurer Count Cagliostro (real name Giuseppe Balsamo) left mark in European culture, and became the basis for the “Cagliostro’s myth”. Reflections of this myth in Russian literature usually assigned to Count Cagliostro’s visit to Russia (1780). The article examines three works of Russian literature of the XX century, which connected the image of Cagliostro with a fable about a sorcerer and an enchanted beauty. In Russian tradition of this plot, which started by Pushkin's “Poltava” and N. V. Gogol’s “A Terrible Vengeance”, the heroine for the soul of whom are fighting the forces of good and evil, often becomes the personification of Russia. Comparison of stories of A.N. Tolstoy and I. S. Lukash (both are named after the famous adventurer and written in exile) with “comic fantasy” of G. I. Gorin “Formula of Love” reveals the originality of authors’ interpretations of the fable and their continuity.

This article presents the methods of teaching technology of the development of translators from high-level programming languages. The proposed methods contributes to the development of algorithmic thinking skills. The peculiarity of the considered methods is a consistent study of the main stages of building a compiler such as lexical analysis, syntactic analysis, semantic analysis, reverse polish notation interpreter. The study is based on the example of a specialized educational programming language that contains the minimum set of basic algorithmic structures. The interpreter from this language with the use of algorithms based on finite state machine, recursive descent parser and reverse polish notation was developed.

The decline in quality of mathematical training of the students entering the department “Applied Mathematics and Informatics” has negative effect on the implementation of the requirements put in the standard. Therefore, in order to create the conditions necessary for successful training at the University we need to adjust mathematical training of the first-year students. Problems of improvement of quality of mathematical preparation and adaptation of first-year students are relevant not only in our country, but also abroad. In article the works devoted to this subject are considered. As a solution to this problems the authors of this article offered the organization of the leveling course in mathematics. The analysis of typical mistakes made by the first-year students and also the abilities necessary for studying of the main sections of high school mathematics allowed to define the maintenance of the leveling course. The system of multilevel individual tasks; conscious storing of educational material; work in small groups including cross-checking; various ways of math problem solution with identification of their efficiency; critical thinking techniques were used during the organization and carrying out this course. The efficiency of the developed leveling course was noted by the teachers of mathematical sciences and it was also confirmed by the results of the first session.

The article contains the analysis of means used by American and Russian students to express pre-sequenced advice indirectly. The results of the research with the use of questionaries show that American students use indirect means of expressing pre-sequenced advice more often than Russian students. American students use assertives more often than commissives and expressives, especially at official and inofficial relationships between communicators. In contrast to that, Russian students tend to use expressives amd commisives along with assertives, especially at inofficial relationships.

The QED ground state is studied for a four component Dirac fermion with the topological Chern-Simons term in 1+2 dimension. The Lagrangian for a massless Dirac fermion has the parity and the chiral symmetries. Spontaneous breaking of these symmetries can be found by evaluating the vacuum expectation values for fermion and anti-fermion pairs. We introduce approximate vertex functions and calculate the expectation values by solving the Schwinger-Dyson equation. We observe a smaller gauge dependence for the Ball-Chiu vertex function.

Bolotnova Nina Sergeyevna STUDY OF MEDIA DISCOURSE OF PUBLIC LANGUAGE PERSONALITY’S INFLUENCE ON COLLECTIVE ADDRESSEE (ON THE EXPERIMENT DATA) // Tomsk State Pedagogical University Bulletin. 2017. Issue 7 (184). P. 32-40

The article deals with the topical problem of influence of media texts of public informational and media language personality on mass addressee subject to pragmatically significant factors of text organization: the author, the topic, the title, the emotional tone, the usage of linguistic and non-linguistic means. The study was carried out on the basis of experiments using a scaling technique with the involvement of a focus group of informants-humanitarians aged from 20 to 50 years. The research material is the posts of different subjects in L. Ulitskaya’s blog and the texts of newspaper article and fragments of M. Veller’s program “Just think!” on the radio “Echo of Moscow”. The initial idea was that the text and its structure reflect the peculiarities of the author’s language personality, and informants’ reception and detection of invariant of data, which we obtained on the basis of the survey, allow to reveal regularities in mechanism of influence of the texts and their elements on the reader’s cognitive activity. It was determined that estimation by collective addressee of variety of speech behavior of public language personality in different genres of media discourse depends on clarity, intelligibility, perspicuity, logicality of information, topical character of subject, emotion and usage of language means of different styles. Substandard vocabulary, which is used in media texts of topical subjects, doesn’t rise to rejection if addressee feels the same emotion, but on the contrary enlarges the pragmatics of speech messages. Excessive subjective modality of public language personality in covering different social themes does not always correspond to a collective addressee, who is focused on stereotypes and restraint in relation to the utterance. The influence of media text depends to a large degree on the informational field of the author’s language personality and his emotion, though the subject of speech messages and the choice of certain genres by the public language personality are of great importance too.

The angular distribution of scattered photon has been investigated. The existing foreign recommendations and international principles of educational programs design and management do not have adaptations for Russia. As a result, there is a need to create uniform principles of educational programs and learning outcomes for the international cooperation, the roadmaps implementation of the leading universities and achievement indicators in the world rankings. In addition, the sphere of information technology is the most rapidly evolving and has a number of features that do not allow students to study all existing technologies, development environments, etc. In this connection, the author identified promising areas of education (such as the development of domestic hardware platforms and equipment; Information Security; the development of mobile applications; design, development, implementation and support of information systems; parallel and distributed computing; design, creation and implementation of converged systems; software engineering; the development of decision support and data management systems; the creation of artificial intelligence, intelligent systems) and their content; offered the principles of formation of actual educational programs (that includes consistency, continuity, flexibility, etc.); as well as formulated specifications and additional competences of IT-graduates, necessary for educational programs design. Integrated use of the proposed solutions allowed: to strengthen existing relations with foreign partners and to expand the scope of international cooperation in the implementation of joint educational programs, research projects and grants; to change the conditions of learning, making them more flexible and adaptable to the constant changes in the professional environment; to make cooperation with employers stronger.

Beznosova Ekaterina Dmitriyevna ANALYSIS OF EDUCATIONAL ACTIVITIES ORGANIZATION FOR STUDENTS ATTENDING TSU CAMPUS COURSES // Tomsk State Pedagogical University Bulletin. 2018. Issue 5 (194). P. 183-188

The paper looks at the “Campus courses of TSU” project and describes it as one of the methods for organizing selective courses for students. The project was developed by the project group of the Center of education quality development, including O. N. Kalachikova, P. Kiseleva , A. Morozova, A. Balabanova. It is implemented in the National Research Tomsk State University from the 2015 academic year. Unlike traditional elective courses, Campus courses mean having a general catalog of courses in different subjects, regardless of the student’s faculty and specialization. The paper presents the results of this survey-based analysis and show that most of the students lack the opportunity to develop their general cultural competences and communicative skills as well as artistic creativity, and all that serves as motivation to attend selective courses. It was established that most of the students make careful choice of courses. The variety of courses and activities allows students to fulfill their educational ambitions. It was revealed that the majority of students are satisfied with the quality of the courses, the form of conducting classes, the interaction with the teacher.

The article presents the results of research and scientific-methodical work of the professional-pedagogical community of Tomsk State Pedagogical University in designing the modular educational programs for training bachelors of pedagogical education on the basis of Federal State Educational Standard of Higher Education 3++ through coordination of the FSES and professional standards. The authors suggest approaches to designing the structure of modular educational programs for training teachers at the University at the undergraduate level and determine the grounds for the allocation of their modules with the designation of the invariant and variable component. The didactic features of modular educational programs – from goal-setting to the final evaluation of their effectiveness are substantiated. The results of designing the list of professional competencies of bachelor graduates for the modular educational program 44.03.05 Pedagogical education (with two profiles of training) (bachelor level) and the description of the content and organizational characteristics of such a modular educational program are presented. The materials of the article can be used by the heads of the main educational programs and administrative and management teams of Russia’s pedagogical universities in the context of transferring students to BEP (basic educational program) mastering created in accordance with the requirements of FSES HE 3 ++ in conjunction with professional standards of pedagogical activity. The content of the article is based on the use of the method of theoretical analysis, expert method, focus group method, pedagogical design methods. Author’s scientific and methodological developments of TSPU specialists are a means of implementing innovative transformations of bachelor’s practices of training a teacher in a university.
