Under «universals» are understood not only universal laws and principles of structuring the text, but also «universal thinking». Lexical regulatory universal is considered in comparison with other notions of communicative stylistics: communicative universals, media communicative universals, cognitive style. Under the lexical regulatory universal is understood a verbal embodiment of the way of the author’s thinking and the way of his interactions with the addressee, in characteristic for the author means and methods of lexical regulativity. One of the key features of LRU is the choice of the author of the means and methods of regulativity from the point of view of manifestation of cognitive mechanisms that are universal for a specific poetic language personality, «standing» behind the text. Regulatory lexical universals reflect ways of knowing and interaction of the author with the surrounding world. Regulatory lexical universals can partly be changed / maintained over the entire work of the author, that allows to speak not only about the dynamics of his conceptual and poetic pictures of the world, but also about the development of his thinking.

The article states that the scientific understanding of estimating the quality of educational services in the sphere of the additional professional training does not yet meet the real needs in practice. The results of the study, which determines the need for additional professional education for civil servants in management, are presented. The relationship between the need for additional training and personal attitude to the school has been established. The productivity and effectiveness of the organizational and educational conditions required for the effective implementation and developing the quality assessment model for educational activities in the system of additional professional education for state civil employees are determined. The structural and functional model for the quality assessment of educational services with the participation of consumers is suggested. According to this model selfexamination, introspection and external expertise (reflection, research, design of the educational environment) become the leading methods of the assessment. Thus, the position of the teacher changes. The teacher becomes an expert both in relation to his activity and in relation to the activity of the student, who is also placed in the position of an expert regarding his pedagogical activity and achievements in working with students.

The methodological basis of the study was a set of methods of system, activity and personality-oriented approach, analysis of scientific and methodological literature, legal documents regulating modern General education practice. Results and discussion. Consideration of the phenomenon of humanitarian education and humanitarization of education, as well as the format of the mandatory exam in the Russian language (the main state exam and the unified state exam, as well as the final interview in the Russian language) allowed to fix the focus of the estimated results in two aspects: the actual knowledge and competence, allowing to assess the formation of the student’s personality, to assess his speech readiness in combination with his General culture. It is noted that modern linguistics considers language as a complex dynamic system, which is undoubtedly reflected in the context of the formation of the school educational space. The framework presents the organization of the educational process in the Humanities, namely its orientation as a single set of requirements, in particular between the actual subject education and personal abilities, inclinations of students, to be focused on the prolonged demand for students in their future professional space and in private life, which involves in the process of formation of the humanitarian educational space of the school the inclusion of various methodological options of educational activities and the inclusion of didactic units, focused on the formation of dialogue and interaction, as well as the formation of practical skills in the subject area. Conclusion. According to the results of the study, it is concluded that this variant of the organization of humanitarian educational space is possible through a combination of different approaches, among which the leading place can be occupied by the technology of personality-oriented education.

Kollegov A.K., Kim A.A. ETHNO-PEDAGOGY AS A MEANS FOR FORMATION OF CROSS-CULTURAL COMPETENCE IN MULTI-CULTURAL SOCIETY. Tomsk State Pedagogical University Bulletin. 2018. Issue 8 (197). P. 214-223

Modern society of most countries is not socially homogenous yet composed of a variety of social and ethnic groups. Education in such multicultural state as Russia must take into consideration all components of a society. One of a perspective strategy for successful communication is ethno-pedagogical element in education. The complex of ethno-pedagogic means of formation of cross-cultural competence is aimed to minimize the psychological barriers of communication. It develops communication skills during educational process of foreign students. The ethno-cultural technology in teaching Russian as a foreign language solves three important tasks: transmission of personal culture; synthesis of personal culture with the culture of other ethnic groups; integration into global culture. The elements of ethno-pedagogic methods of education were applied in different historical epochs in places where two different languages and cultures came into contact. One example was presented from the period of Russian colony in Alaska, 1732-1867. In Aleut philosophy, the teacher is more a facilitator of those activities that are known as learning. The learner was engaged in learning activity not in the classroom, as in western societies, but in the different locations of each activity. It was always seasonal; for instance, during sea lion hunting it was at the beach. Instead of teaching by lecturing and talking, the boys were taken out to observe the hunting process conducted by the adult male who was proficient in hunting. The education during Russian period in Alaska was bilingual and bicultural: Russian and Aleut were taught through content on alternative base. Folklore of the indigenous people of Siberia (Selkup, Khanty, Ket) demonstrates examples of ethno-pedagogic strategies. Semantics of folklore discourse reveals the rules of accurate behavior and principles of indigenous worldview.

Makeyenkova T.V., Malinkina N.A. I AM WRITING AND CRYING: THE LINGUISTIC BASIS FOR THE FORMATION OF INOPHONES’ GRAMMATICAL SKILLS WHEN TEACHING VERBAL FORMS IN THE PRESENT TENSE. Tomsk State Pedagogical University Bulletin. 2019. Issue 2 (199). P. 34-40

Introduction. The need for the formation of grammatical skills associated with the competent construction of statements, determines the communicative activity approach in teaching the Russian language as a foreign. In most cases, it is the predicate that constitutes the core of the minimal syntactic unit – a phrase, which in turn serves to build the basic communicative unit of speech ‒ the sentence. Therefore, the study of grammatical forms of the verb as a part of speech plays a very important role already at the initial stage of learning the Russian language as a foreign. The aim of the article is the systematization of theoretical information and patterns of the studied linguistic phenomenon and the creation of a system of exercises aimed at understanding the linguistic foundations and automating the skill of forming verb forms of the present tense category. Material and methods. The methodological basis of the work is the concept of intensive teaching of foreign languages, based on the communicative-activity approach and on the general didactic principles. The focus of the research is a comparative analysis of the ways of presenting theoretical and didactic material in the formation of grammatical skills at the initial stage of teaching Russian language as a foreign, as well as qualitative analysis of the results of pedagogical activity. Results and discussion. For the successful formation of the skill of using verbs in speech, not only minimal theoretical information about the distribution of this part of speech by conjugation type is necessary, but also familiarity with such a morphological phenomenon of the Russian language as historical alternations of final consonant sounds of root morphemes in the formation of personal verb forms in the present tense. Analysis of the research results shows that in the process of teaching the language, the most effective is the practical application of theoretical knowledge due to their conscious assimilation, which contributes to the development of a stable skill of reproducing the information laid on a conceptual basis, which is necessary for solving specific communicative tasks. The result of the study of this issue and pedagogical experience are summary tables that ensure the implementation of the general didactic principle of use of visual methods in studying new material and contribute to the systematization of theoretical knowledge, as well as specific exercises that can find practical application both in forming the ability to create a paradigm of the present, and in automating skills correct use in speech of verbal forms. Conclusion. One of the most pressing issues in Methods of teaching Russian as a foreign language is the formation of personal forms of verbs in the present tense. Thus, the system of linguistic and speech exercises, which is based on general didactic principles taking into account linguistic phenomena caused by the history of language development, and can be used at the initial stage of training, has a special practical significance.
