Jurochkina I.J. PERIODISATION OF THE HISTORY OF ADDITIONAL EDUCATION FOR CHILDREN IN WESTERN SIBERIA (THE END OF 19TH – BEGINNING OF 21ST CENTURIES) // Tomsk State Pedagogical University Bulletin. 2013. Issue 13 (141). P. 154-160

In this paper, the methodology to create periodisation of the historical and pedagogical process is presented. The description of principal functions and features of periodisation is given. Besides, it is shown here the author’s viewpoint of the main stages of development of supplementary education for children from the 80-s of the 19th century till present in Western Siberian region. Special attention is paid to the historical and social and cultural background of changes of purposes, tasks, contents and principles of activities, types of supplementary educational institutions for children. Periods and stages represented are defined by different criteria based on the analysis of numerous historical and pedagogical facts and specific regional contexts. Also the article is focused on present-day situation of additional education for children and developmental perspectives in the context of the idea of lifelong learning.

PROFESSIONAL TRAINING OF BACHELOR IN THE DIRECTION OF “PEDAGOGICAL EDUCATION” WITH TWO PROFILES OF PREPARATION AS “ARTS” AND “WORLD ART CULTURE” WITHIN THE FRAMEWORK OF THE INNOVATIVE EDUCATIONAL PROJECT OF THE FACULTY OF CULTURE AND ARTS OF TOMSK STATE PEDAGOGICAL UNIVERSITY // Tomsk State Pedagogical University Bulletin. 2017. The faculty of Culture and Arts of Tomsk State Pedagogical University in the professional training of bachelor in the direction of “pedagogical education” with two profiles of preparation as “Visual art” and “World art culture” presented the innovative educational project. The project is designed for the whole five-year course and is called to raise the professional education of future teachers in the visual arts to a qualitatively new level on the basis of a competence approach. The innovativeness of the project consists in output on a meta-subject level - a necessary requirement for new education standards, and also in covering by it the whole student course in the University and the integration of theoretical and practical training. The stages and content of the project are consistently disclosed, as well as its profound content aspects related to the activities of the student in the process of working on an artwork (with the help of its art criticism analysis and copying). The main result of the project is to master the competencies of the future teacher on the basis of theoretical and practical knowledge, got by a student in the process of mastering disciplines of culturological, pedagogical and artistic-creative directions that eventually must be demonstrated in final qualifying work. The student’s attitude to the work in progress, his abilities, knowledge level are monitored during the implementation of the project, that helps a teacher to adjust the work - either to complicate the research or creative task, or to give more difficult, but feasible tasks. Thus, during the educational process the student is developing and improving, personally disclosing under the supervision of teachers. Thereby, the project is actual for modern higher education associated with learning in creative directions.

Within the framework of the development of the ultradispersed piezoceramic powder safety level, the research of the quantity of the peripheral blood was carried out both experimentally and in the conditions of the working area. In addition workers and employees involved in the production underwent ECG-test-ing, the results showing the dynamics of the twoyears' observations. The discovered derangements have revesible character and testify to inessential morpho-functional shifts in the explored organs and systems.

During research of complex multifactor processes in which the main target parameter is influenced with set of factors, the theory of planning of experiment is applied. Thus values of factors are fixed in both parties from nominal value with the certain interval of a variation. We offer algorithm and the program of processing of arrays of factors with any deviations from the nominal value, received during experiment. The original approaches developed earlier are put in a basis. The specified pro¬gram can be used while optimization of physical, techni¬cal, economic and social processes.

The article represents the results of the empirical research devoted to a problem of interage interaction of teenagers. Interage interaction is considered by theoretical positions of social constructionist and social identity theories. It is shown, that teenagers are characterized by a high level of age tolerance which influences current of interaction with those age groups, which have limited experience of interaction (children and older persons). The interaction with other social groups is based on other social categorizations, besides age. The basis of subjective differentiation to estimations of interaction with various age groups is the status-role inequality of these groups.

Telmanova E.D. KEY PROVISIONS OF THE SOCIALIZING APPROACH TO TRAINING OF A CRAFT PROFESSION // Tomsk State Pedagogical University Bulletin. 2017. Issue 1 (178). P. 149-153

The article provides the results of scientific research in which the problem of social and professional adaptation of graduates of organizations of professional and craft education is solved. The author of the article created the methodological basis of the socializing approach to training of a craft profession allowing to strengthen a social role of the pedagogical system directed to forming and development of a value system and the social behavior inherent in handicraftsman-businessman. Presents the system of principles and provisions of the socializing approach to training of a craft profession which provides the managed socialization process. The system allows to develop and reform the system of professional education performing training of handicraftsman-businessman in different types of craft. The author states pedagogical conditions of planning of value-oriented pedagogical management which are the potential for further theoretical and applied researches in the field of professional socialization of various social groups. The process of socialization is shown as the sequence of stages, having passed which the pupil handicraftsman masters the social values and standards of behavior. For this purpose the author developed the concept of adjustment of curricula to the purposes of integration system and valuable and social role model of handicraftsmen entrepreneurs in social and pedagogical system of professional education. Considers the concept of adaptation of competence-based model of the master to a context of social and psychological activities.

The review of A. V. Bolotnov’s monograph “Textual activity as the reflation of communicative and cognitive styles network language personality” (Tomsk, 2015) contains the evaluation of the urgency and scientific research novelty, the importance of network language personality theory for the investigation of textual activity in IT epoch. The established by the author of the monograph complex method of idiostyle analysis ensured the development of a new typology of information and media language personalities (journalist, writer, blogger, politician, etc.) and a description of significant features for each type of verbal behavior. For the material of the study served the content posted on the site “Echo of Moscow” – the radio station, which clearly demonstrates the new trends in the Russian massmedia of the XXI century. There have been achievements A. V. Bolotnov related to the identification and interpretation of linguistic methods of media exposure and the Internet as a new channel of communication on the consciousness of society and the individual. It appreciates the contribution of the author in the development of a number of scientific fields: the linguistic theory of personality, communicative and cognitive linguistics, communicative stylistics, discourse theory, media linguistics. New possibilities of the method of sigma deviations allowing to study individual features of a person’s physical development are presented. Any person can easily get 23 anthropometric indicators, compare them with the arithmetic mean and the mean square deviation of this indicator, obtained for the corresponding age-and-sex group, and obtain an individual set of sigma deviations of all these indicators. Combining the obtained indices into certain groups, one can analyze the presence of different proportions in the human body (proportionality of bone length, bone thickness, proportion between upper and lower body parts, proportion of development of the thorax, for women - the proportion of development of the breast, the ratio of length of legs and height, the harmony of the development of muscles, the uniformity of fat deposition in the subcutaneous fatty tissue). At the next stage of the study, analyzing the individual set of sigma deviations, an individual comparison standard is selected for each person, with which all 23 indicators are compared. All indicators that differ from this standard by more than one are recognized as deviations from the individual standard. The observed deviations are conditionally subdivided into «advantages» and «shortcomings» of the physique. Knowing the magnitude of the conventional shortcomings (in cm and kg), it is possible to propose an individual program for correcting these deviations with the help of modern methods of metered exercise in order to create a harmonious physique

The article is devoted to the research of the problem of studying of spiritual imperatives of art and publicistic works of F. M. Dostoyevsky at the lessons of literature considering priority tasks of national educational policy in the field of spiritual and moral education and education, setting for creation of students’ motivation for conscious moral behavior through acquaintance with classical works of the Russian literature of the 19th century. The study of the spiritual imperatives of creative work of Dostoyevsky can become the base of spiritual and moral education, forming of valuable structure of the personality in the situation of the accrescent challenges, loss of capability of cultural and world outlook self-identification. Acquaintance of students with the work of the writer shall begin in the advanced teenage age when the request for a conversation on values and meanings is personally staticized. The optimum form of the organization of the effective work on studying of spiritual imperatives of the art and publicistic works of Dostoyevsky is a dialogue, a discussion, the search by the teacher and the student of joint decisions, the aspiration for self-determination and self-analysis. In the work with personal value orientation of the teacher on creation of the serious substantial base of studying of the writer’s works the following aspects are important: knowledge of biographical context of Dostoyevsky’s life, idea of formation stages of valuable and world outlook features of the person, studying of conceptual contents of the writer’s works, knowledge of specifics of the Russian literature formation.

Yiddish, the language of Ashkenazic Jews, arose about ten centuries ago as a result of contact with various dialects of Medieval German. Of all the Germanic languages, Yiddish looks least Germanic: it uses a Hebrew alphabet and is read from right to left, and its grammar and lexicon have undergone considerable influence not only from Hebrew and Aramaic, but also from various Slavic languages. Between 1890 and 1920 millions of Jews from Central and Eastern Europe boarded ships for America. They were fleeing the tragic events that shook the Old World. So Yiddish language and culture began its journey on a new continent. Los Angeles, Chicago, New York, and Philadelphia were among the cities where Yiddish theaters, newspapers, and book publishers thrived. A Yiddish vaudeville sprang up, featuring performers who could switch in the blink of an eye from dances and funny jokes to sentimental songs. The heart of the culture lay in New York, where Second Avenue acquired the nickname “the Yiddish Broadway.” Yiddish words were quick to enrich American English - words like bagel, bupkes, chutzpah, klutz, schlemiel, schlep, schmuck, tchotchke, etc. Many words and phrases from Yiddish you can encounter today in American books, magazines, newspapers; or hear on television or radio, in movies or nightclubs; or may overhear on the street in many cities in the United States. The borrowings from Yiddish include specific ethnic and religious terms, words of conversational speech, pejorative words and terms of Jewish cuisine.

Kim A.A. ANTHROPOMORPHIC COMPONENTS IN THE PROPER NAMES IN THE FOLKLORE OF THE PEOPLES OF THE OB-YENISEI AREAL // Tomsk State Pedagogical University Bulletin. 2018. Issue 8 (197). P. 74-78

The article is devoted to the study of the anthropomorphic components that could be found as compound elements of the proper names in some languages of Ob-Yenissey area. In folklore, proper names are closely connected with culture and traditional life; they can reveal the pre-scientific understanding of human society, philosophy and religion. A distinctive feature of the folklore of the indigenous peoples of Siberia is that such characteristics of humanity as anthropomorphism and gender are possessed not only by people, but also by animals, gods, spirits, which is primarily reflected in proper names. The study of Khanti folklore helped to reveal some repeated lexemes or parts of lexemes that could be called anthropomorphic markers. E.g. iki – is used to denote masculine, imi – is used to denote feminine. Such anthropomorphic components with the similar meaning are presented in the Selkup language: ira – means old man, kota – means old woman. In the Ket folklore one can find such lexems as: ket/get – human, deng – people, bat – old man, hun’ – daughter, hyp – son, am – mother, bam – woman and some others. The same lexemes were also found in some other Siberian languages, e.g. in Nganasan: Tәmuŋku – bәjkaa (mouse-oldman). The study of anthropomorphic components in the folklore makes it possible to show, that the anthropomorphism was common for native Siberian people. It was expressed in the transfer of physical properties and psychological qualities of a person, on the inanimate objects, as well as on living beings and supernatural creatures.

Are given new experimental data on biological productivity and decomposition of plant matter in communities of oligotrophic bogs of the middle taiga. Are adduced quantitative assessments of phytomass, mortmass, production and decay rate of main peat plant species. The plants are divided on five groups by decay rate. It is found the dependence of the decay rate of plant matter and net primary production. It is shown that in the ecosystems of oligotrophic bog with increasing of the production, increases the rate of decomposition.

Pletneva L.M. LOCATION OF BRONZE OBJECTS AND BRONZE CASTING EQUIPMENT IN SHELOMOK II SETTLEMENT // Tomsk State Pedagogical University Bulletin. 2018. Issue 3 (192). P. 194-197

Shelomok II belongs to the circle of monuments of the Scythian-Siberian world and dates back to the 5th–4th centuries BC. Shelomok II is located 10 km south of Tomsk, on the right bank of the Tom River, on a low ridge of 15–40 m wide and 12–15 m high from the water’s edge. The settlement was discovered by G. V. Trukhin in 1959. In 1971, the monument was examined by L. M. Pletneva. L. M. Pletneva also conducted excavations in 1972, 1973, 1975, 1976, 2001 and 2002. The collections are stored in the TSU Museum of Archaeology and Ethnography of Siberia and in the Seversk Museum. The total excavated area is 1024 square meters. Nine of 19 sites were excavated there. Findings associated with bronze casting, including bronze ingots and droplets, fragments of ladles, casting moulds and a vessel with the presence of metal on its walls, as well as fire pits with the same objects are all evidence of local casting. Horizontal stratigraphy of these findings made it possible to identify production facilities: buildings No. 10 and 11, as well as two fire pits with the same findings in the cultural layer of the settlement. Bronze objects were found in dwellings, workshops and a building of worship. However, only some of the bronze objects were made in this settlement. The rest of the objects found in settlements of the Tomsk Ob River, including Shelomok II, come from the Minusinsk Depression, the Altai, Central Asia, and other regions.

Grosheva G.V. EUROPEAN CITIZENSHIP AND EUROPEAN IDENTITY OF GERMAN YOUTH (BASED ON THE DATA OF EUROBAROMETER STATISTICS 2016–2017) // Tomsk State Pedagogical University Bulletin. 2018. Issue 5 (194). P. 87-94

One of the priority directions of the European Commission and the Council of Europe activity is considered: the policy on establishing the supra-national European identity of young people and development of the “European citizenship” concept. The available information on the problem in Russian social and humanitarian scientific discourse is defined; methodological grounds and a source base are described. The basic conceptual framework of the European Commission youth policy is revealed. The involvement of Germany into the formation processes, institutional structures and mechanisms of youth policy implementation in EU is demonstrated. The processes of establishing European self-consciousness of German youth are considered compared with the similar processes at the level of the European Union on the whole and the separate states-members of the EU. The key subjects for analysis are “European citizenship (citizenship of the European Union) and European identity”, “European Union and its perception”, “the future of the united Europe and perspectives of the young people”. Based on the statistical reports of “Eurobarometer” – public opinion research service of the European Union (2016–2017) the degree of establishing the European identity of German young people is analyzed and its substantive aspects are described. The correlation of various levels of identity of German youth is described: national and supra-national, European; as well as the affiliation to the European Union (the citizenship of EU), peculiarities of presenting European identity (studying the meanings and interpretations of the concept of general Europe), and the assessment of the future of united Europe by German and European youth is shown. The youth policy of the European Union and Germany on the establishing the supranational European identity is defined as effective. The conclusion on the high level of European civil consciousness and European identity of German youth is made (Germany takes the second place in the European Union after Ireland regarding the mentioned indicators); prevalence of positive perception of the European Union among the young people of Germany and relative trust to its institutes; and confidence of the young generation of Germany in perspectives of their staying and their country being in European Union.

This paper examines the issues of forming a qualitative assessment of educational activities in the system of additional professional education of civil servants. The main principles for assessing the quality of educational activity are revealed. The article states that the scientific understanding of estimating the quality of educational services in the sphere of the additional professional training does not yet meet the real needs in practice. The results of the study, which determines the need for additional professional education for civil servants in management, are presented. The relationship between the need for additional training and personal attitude to the school has been established. The productivity and effectiveness of the organizational and educational conditions required for the effective implementation and developing the quality assessment model for educational activities in the system of additional professional education for state civil employees are determined. The structural and functional model for the quality assessment of educational services with the participation of consumers is suggested. According to this model selfexamination, introspection and external expertise (reflection, research, design of the educational environment) become the leading methods of the assessment. Thus, the position of the teacher changes. The teacher becomes an expert both in relation to his activity and in relation to the activity of the student, who is also placed in the position of an expert regarding his pedagogical activity and achievements in working with students.
