It demands development of new approaches to practice of training of students of pedagogical high school to carrying out of physical experiment. By application of traditional techniques of training this problem to solve it is impossible, therefore there was a necessity of development of new techniques of training to physical experiment which would allow to carry out within the framework of available fund of time educational activity of students in conditions of an optimum parity(ratio) of virtual and natural didactic means of training and to receive planned educational result. By the example of statement of physical experiment on research of discharge plasma it is shown, that the purpose of performance of a laboratory practical work will consist not only in purchase by students of skills of experimental studying, for example, properties of plasma and methods of its(her) diagnostics, but also in development of skills of the analysis of the received results on the basis of modern theoretical representations. The student should receive a subject lesson of application of the theory not only for an explanation, but also forecasting new (for trained) the phenomena, including plasma technologies specifying functionalities. Good knowledge of foreign languages, understanding of the linguistic features of a foreign culture, and also psychological readiness for intercultural dialogue, these are key components of multilingual and multicultural competence of students, which directly affects the level formation of common cultural competencies of students. Multilingual simplifies the process of Universities internalization because of the activities of its internal resource when the staff and students can take part in different international scientific and practical conferences, apply to various grants and become participants of numerous academic mobility programs. Shietova Natalia Ivanovna TOPONYMS AND TRADITIONAL NATURAL RESOURCES MANAGEMENT OF THE RUSSIANS AT GORNY ALTAI // Tomsk State Pedagogical University Bulletin. 2018. Issue 2 (191). P. 34-40

The work traces the interrelation of the toponyms, which are mainly folks’ names of agricultural lands, with the specifics of agricultural exploitation of the Russian population of the territories of Gorny Altai. The author’s field materials, collected at Ust-Koksa, Shebalino, Ust-Kan Districts of the Altai Republic at different periods, as well as the archival data have comprised the basis for the research. The author’s particular attention is the specific features of land management in mountainous areas with such properties viewed as an angle of slopes, exposition of slopes and a degree of density of population. Particularly important in the farming activities are even territories with low angles of slopes, and even more they are meaningful in the valleys with higher elevations. It is stated that the natural conditions of this region influence frequent division of lands for serving various purposes. The author reveals this idea in the local names of places. The research shows how toponyms of small ravines, springs and mounts may explicit the role of the man, and even of his family in the natural resources management of the territory. Moreover, the names of natural pastures depend on the land’s properties, including such as the order of their location and size. The introduction of a new administrative order of the management of agricultural use of lands during the periods of the work of collective farms destroyed the system of the traditional natural resources management, which had became useful for the Russian peasantry as a result of their ethnic adaptation to the conditions of Gorny Altai. The characteristics of this system are the inclusion into the natural landscape, having a chief of the land and rationality of the natural resources management in accordance with their natural geographic properties, which is understood as a result of segmentation of farm lands that serve various purposes. The folk’s geographical names have become a concentrate of all these specific features of natural resources management. Therefore, a toponym is a so-called symbol-word that has a number of associations and notions about the particular properties of a definite place and about the way how people use their natural environmental space.

The article discusses pragmalinguistic peculiarities of interrogatives. These characteristics are analyzed at comparing interrogatives to other speech acts. Interrogatives as speech acts have an illocutionary force and a perlocutionary effect similar to those of directive speech acts. The illocutionary force of interrogatives is connected with communicative manipulation when asking for or checking information by referring to another person. The perlocutionary effect of interrogatives is either this person agrees or does not agree to share information. Directive speech acts are also connected with communicative manipulation and the perlocutionary effect of directive speech acts is either the other person agrees or does not agree to fulfill the action. However, interrogatives differ from other speech acts (directive speech acts including) by their locutionary and propositional characteristics. Interrogatives are constructed in a special way and do not contain reference to the answer. At least these locutionary and propositional characteristics of interrogatives makes it possible to consider interrogatives as a separate group of speech acts. Analysis of interrogative speech acts in contemporary American films show that 70 % of interrogatives are used as direct speech acts, i.e. to ask for information or to check information. One fourth of interrogatives contains second illocutions, in most cases these are reproach, indignation and pleading. Interrogatives as indirect speech acts are used in 20 % of utterances mainly to express suggestions. Rhetorical (false) questions are used only in 10 % of interrogative utterances.

The rapidly changing social reality which researchers characterize as a situation of social uncertainty, determines the challenges, problems and opportunities of the youth’s living space. The lack of clear guidelines for the future, the reassessment of the values of the older generation, serious functional changes in the family institution, the increasing influence of the mass information media and the Internet space, actualize the need for targeted educational interaction of social institutions with young people. In the work on the basis of historical and pedagogical analysis, the concept of “modern youth” is specified, and a description of the content of this concept in changing social reality is proposed. The article describes the situation of uncertainty as an opportunity for the development and actualization of the social potential of young people, the manifestation of an active and responsible position of a young person in various interrelated living spatial circumstances. Three groups of problems that define the living space of younger generation and are formed in the situation of uncertainty are presented: the organization of the educational space of educational organizations that promotes the realization of the potential of the young man as a subject of his own life; use of the opportunities of society and its transformation into an educational space; effective interaction of social institutions in the education of youth. In two regions of Siberia (Buryat Republic and Tomsk Region) 268 schoolchildren in special schools – children with disabilities have been examined. Mental disorders (disturbance of psychological development, speech disturbance, mental deficiency and others) were detected in 90.7 % of children in special schools. The authors show characteristics of parental attitudes to a child with disabilities (denial of defect, guilt feeling, hyper- or hypo-care, and rented installations). Reference directions of programs of psycho educational and medical-social support are presented.
